1. Definitions<\/p>\n

1.01 For the purposes of the house rules for visitors to various sites run by the municipality of Apeldoorn<\/h2>\n

(hereinafter: The House Rules) the following terms shall have the meanings set out below:
\na.<\/strong>\u00a0venues: the Town Hall, the City Hall, Werkgebouw Noord, Werkgebouw Zuid and Werkplein
\nActiverium, including the associated facilities and at those locations where the local authority, together with
\nThe owner of the venue in question has agreed that the house rules will also apply at that venue
\napplication.
\nb.<\/strong>\u00a0administrator(s): the Facilities Support team within the Organisation unit and\/or the Support team
\nfrom the Management and Maintenance unit;
\nc.<\/strong>\u00a0participants: external parties who rent workspace at one of the locations listed (for example, the UWV,
\nFoenix or the White Cross);
\nd.<\/strong>\u00a0security service: a security firm operating at the sites on behalf of the local authority
\nTown Hall, Raadhuis and Activerium Job Centre.<\/p>\n

2. Scope<\/h2>\n

2.01 The house rules apply to the following areas:<\/h3>\n

a.<\/strong>\u00a0all areas freely accessible to visitors at the aforementioned locations, namely those areas where the
\nentrances are not monitored electronically or otherwise, and which are therefore, in principle, freely accessible
\noff-limits to visitors;
\nb.<\/strong>\u00a0all other areas within the aforementioned locations, namely those areas to which access is restricted,
\nregardless of whether visitors are authorised (with permission) or unauthorised (without
\n(authorisation).<\/p>\n

2.02<\/strong>\u00a0The house rules do not affect the powers under public law conferred on certain
\nfall within the remit of local authorities, such as, for example, those relating to the enforcement of
\nmatters relating to the order of business at Council and Commission meetings shall be referred to the chair of that meeting.<\/p>\n

2.03<\/strong>\u00a0For freely accessible areas intended for a specific purpose, such as
\nfor example, the Council Chamber, the PMA rooms, the Committee Room, the
\nThe conference centre, the wedding venue, the exhibition hall and similar facilities may be used by the manager of the aforementioned
\nfurther rules may be laid down on an ad hoc basis for specific locations.<\/p>\n

2.04<\/strong>\u00a0Access to the car park beneath the town hall and the Werkplein Activerium is exclusively
\ngranted subject to the general terms and conditions, which form part of the agreement between the operator and
\nuser or car park user has entered into a parking agreement. These house rules do not apply to
\nin the space inside the car park.<\/p>\n

2.05<\/strong>\u00a0Exceptions to the House Rules are otherwise only possible on the basis of a written
\npermission from the manager of the site in question. This written permission must at all times
\nto the manager, or to the persons or bodies present at the sites acting on behalf of the
\nto enable administrators responsible for managing the aforementioned sites to carry out their duties
\nshown. At the Werkplein Activerium and the Zuid work centre, the manager is discussing this with the
\nparticipants.<\/p>\n

3. Accessibility<\/h2>\n

3.01<\/strong>\u00a0During the opening hours of the aforementioned venues for visitors, or on the
\nOn occasions when specific spaces are used for public purposes, the free
\naccessible areas open to all visitors, unless the site manager
\ndecides otherwise on this matter.<\/p>\n

3.02<\/strong>\u00a0Apart from the situations set out in the previous paragraph, visitors to the aforementioned locations
\nprohibited from entering the freely accessible areas, unless they are:
\na. emergencies designated as such, such as disasters and calamities;
\nb. situations in which the site manager expressly prohibits entry to such areas
\nis permitted.<\/p>\n

3.03<\/strong>\u00a0The restricted-access areas at the locations mentioned may only be entered by
\ndirectors, civil servants and persons specifically authorised to have access.<\/p>\n

3.04<\/strong>\u00a0Authorised persons as referred to in the previous paragraph may be issued with a day pass
\ncollect from the security department. In the South office block, this must be collected from reception. Afterwards
\nAt the end of your stay, this must be handed in to the security service or reception at the venue. For the
\nFurther rules may be laid down regarding the use of the pass.<\/p>\n

3.05<\/strong>\u00a0Visitors to a venue must report to one of the reception desks there before
\nthey may move to another room.<\/p>\n

3.06<\/strong>\u00a0Visitors who have an appointment with someone in an area of the
\nlocation, must wait in the building\u2019s public area until that person comes to collect them
\nor arrange for them to be picked up. This person will also ensure that the visitor is brought back.<\/p>\n

4. Prohibited behaviour<\/h2>\n

4.01 General<\/h3>\n

4.01.1<\/strong>\u00a0Any visitor to the aforementioned locations who behaves in a manner that contravenes
\nThe venue manager will draw attention to the house rules. Anyone who breaks them will
\nfollowed by an order to cease the behaviour in question. If this is refused, or if
\nIf a further breach is detected, the administrator will instruct the offender to\u2026
\nto leave the premises immediately.<\/p>\n

4.01.2<\/strong>\u00a0If a visitor refuses, after being ordered to do so by the manager, to comply with the relevant
\nlocation
\nIf you do not leave immediately, the police will be called and, in their presence, you will be asked once again to
\nordered to leave the premises immediately. If this renewed demand is again
\nIf the visitor fails to comply, they will be removed from the premises in question by the police.
\nFurthermore, a warning is issued, stating that a return visit to the location
\nYou must notify the security service or the reception desk at the Zuid office block in advance.<\/p>\n

4.01.3<\/strong>\u00a0If the visitor fails to comply with the warning referred to in the previous article
\nis issued, or if there is a further breach of the house rules, the police will be called
\ncalled in and denied him or her access to the location in question. This denial entails a
\na ban on entering the premises for a specified period. Breach of this ban
\nwill result in the site being removed and a report being made regarding a breach of Article 139 of
\nthe Criminal Code (charge of breach of the peace).<\/p>\n

4.01.4<\/strong>\u00a0Filing a report, repeating the removal referred to in the previous paragraph, or the
\nRepeated breaches of the house rules will result in the revocation of access to the venue in question
\nfor a period longer than that specified in the previous paragraph.<\/p>\n

4.02 Disturbances and nuisance<\/strong>
\nIt is prohibited to behave in a manner that is verbally or physically violent, intimidating,
\ndiscriminatory, threatening, offensive, provocative or other undesirable behaviour that becomes a nuisance or
\nmay be experienced. This is the case, for example, when:<\/p>\n

    \n
  • objects or liquids are thrown;<\/li>\n
  • the visitor\u2019s behaviour indicates that they are intoxicated or under the influence
    \nof drugs;<\/li>\n
  • the peace is disturbed by people shouting slogans;<\/li>\n
  • whether or not using aids (including mobile phones, audiovisual equipment
    \nand the like) cause a nuisance in the form of noise, light, odours and the like;<\/li>\n
  • verbal or physical threats are made against other people on the premises
    \npeople present, whether they are other visitors, administrative staff or directors.<\/li>\n<\/ul>\n

    4.03 Misuse and improper use<\/h2>\n

    It is prohibited to:<\/h3>\n
      \n
    • to misuse facilities in or at the aforementioned locations, or to make use of
      \nfacilities used for purposes other than those for which they are intended;<\/li>\n
    • to remain at any of the sites unnecessarily or for longer than necessary;<\/li>\n
    • without the prior consent of the manager of the premises anywhere in the building
      \nto place or leave goods;<\/li>\n
    • to use any room at any of the aforementioned locations as a sleeping and\/or rest area;<\/li>\n
    • to put equipment, installations or parts thereof into operation at or on the sites, then
      \neither to reduce or hinder its operation, or to restrict access to it
      \ncomplicate;<\/li>\n
    • to climb onto the sites and\/or associated structural elements and fit-out components;<\/li>\n
    • to use the furniture for any purpose other than that for which it is intended, or to
      \nmove.<\/li>\n
    • spending more than an hour browsing websites containing information at the Job Fair in the Werkplein Activerium
      \nprovide information about work or training. Accessing other websites is not permitted.<\/li>\n<\/ul>\n

      4.04 Damage<\/h3>\n
        \n
      • It is prohibited to cause damage or create a risk of damage, such as:<\/li>\n
      • attaching items using adhesive tape, glue, stickers, thumbtacks, nails and screws
        \nand so on;<\/li>\n<\/ul>\n

        behaving in such a way as to cause damage to municipal property or property
        \narising or likely to arise from third parties. For example, in the case of exhibitions and\/or displays.<\/p>\n

        4.05 Goods and services<\/h3>\n

        Unless authorised by the site manager, it is prohibited to bring goods and\/or
        \nto offer services or to carry out similar activities, such as:<\/p>\n

          \n
        • the pursuit of a profession or business;<\/li>\n
        • offering goods for sale;<\/li>\n
        • the production of advertising or propaganda;<\/li>\n
        • distributing printed matter or leaflets; organising fund-raising activities (including begging) or raffles;<\/li>\n
        • conducting public surveys or censuses;<\/li>\n
        • organising public performances;<\/li>\n
        • organising events and meetings.<\/li>\n<\/ul>\n

          4.06 Means of transport and rolling stock<\/strong>
          \nCycling, mopeds, motor vehicles, roller skates and other means of transport or rolling
          \nto bring equipment with you, to carry it with you, then
          \nmay be used, unless they are means of transport necessary for the carriage of goods,
          \nor means of transport essential for people with disabilities.<\/p>\n

          4.07 Video and\/or audio recordings<\/strong>\u00a0Making video and\/or audio recordings of or within the premises of a venue is permitted, provided that, in advance,
          \npermission has been granted by the security service or the manager of the site in question. If
          \nIf permission is granted, recordings must not be disclosed to third parties or
          \npublished. Further rules regarding filming may be laid down on site.<\/p>\n

          4.08 Smoking\u00a0<\/strong>Smoking is prohibited on the premises, unless it takes place in an area specifically designated for that purpose and marked as
          \nsuch identifiable area(s). The ban also applies to the outdoor area around entrance doors, staircases and\/or
          \nthe steps.<\/p>\n

          4.09 Food and drink
          \n<\/strong>It is forbidden to consume food and drink, unless this takes place in (a) designated area(s)
          \nand space(s) recognisable as such.<\/p>\n

          4.10 Alcohol and drugs<\/strong>\u00a0It is forbidden to consume alcohol or drugs, or to be under the influence of them.<\/p>\n

          4.11 (Pets)\u00a0<\/strong>Pets are not allowed inside, with the exception of guide dogs or assistance dogs.<\/p>\n

          4.12 Weapons and explosives<\/strong>
          \nIt is prohibited to carry weapons and\/or explosives, or any objects that could be used as such
          \nto possess, carry or use.<\/p>\n

          4.13 Fireworks and open fires<\/strong>
          \nIt is prohibited to carry, transport or use fireworks, and to light open fires
          \nto light or to keep alight.<\/p>\n

          4.14 Waste<\/strong>
          \nIt is prohibited to dump or leave rubbish of any kind anywhere other than the
          \nareas designated for that purpose by the site manager and clearly identifiable as such.<\/p>\n

          4.15 Theft or misappropriation<\/strong>
          \nUnless authorised by the site manager, it is prohibited to bring in any objects of any
          \nso please take note of the nature of the venues.<\/p>\n

          5. Liability<\/strong><\/h3>\n

          5.01<\/strong>\u00a0Any visitor entering any part of the aforementioned premises is liable for all
          \ndirect and indirect damage caused by him or her, whether or not resulting from a failure to comply
          \nfrom \u2018The House Rules\u2019. The Municipality of Apeldoorn shall be held harmless from any claims by third parties.<\/p>\n

          5.02<\/strong>\u00a0The Municipality of Apeldoorn accepts no liability for items lost by visitors to the venues
          \nitems brought along, including those hung up or left behind in the cloakrooms
          \nclothing.
          \n5.03<\/strong>\u00a0The Municipality of Apeldoorn accepts no liability for damage suffered by visitors to the venues
          \nsuffer as a result of their behaviour towards one another.<\/p>\n

          6. Supervision and powers<\/strong><\/h3>\n

          6.01<\/strong>\u00a0The management of the aforementioned sites is the responsibility of the (Facilities) Support teams within the units
          \nOrganisation, Management and Maintenance. On behalf of the manager, certain designated
          \npersons or bodies may be entrusted with tasks relating to the management of the sites. Instructions
          \nfrom these individuals or organisations, such as the security service and disaster coordinators, as well as from
          \nInstructions from officials of the police, fire service, Municipal Health Service (GGD) and similar organisations must be followed immediately.<\/p>\n

          6.02\u00a0<\/strong>Physical and day-to-day supervision of the sites is carried out on behalf of the manager
          \ncarried out by the security service based at the town hall and the Werkplein Activerium.<\/p>\n

          6.03<\/strong>\u00a0Technical supervision of the town hall, the Werkplein Activerium and the Zuid work centre, and the facilities within them
          \nThe monitoring of the premises is carried out, amongst other things, by means of a CCTV system. This is done
          \nunder the supervision of the relevant facilities manager. At the entrance to the various locations, there must be a clearly visible
          \nis that video recordings are being made.<\/p>\n

          The CCTV system is used for:<\/p>\n

            \n
          • Recording of images: for monitoring purposes in the context of security;<\/li>\n
          • Reviewing footage: if the situation requires it, up to 14 days after the date of recording;<\/li>\n
          • The provision of images: at the request of the police or the Public Prosecution Service;<\/li>\n
          • Saved recordings are overwritten after a maximum of 14 days.<\/li>\n<\/ul>\n

            6.04<\/strong>\u00a0The City Hall manager is entitled at all times to the areas within City Hall and the Werkplein
            \nActiverium to monitor and record incoming telephone calls. Incoming
            \nConversations can be saved.<\/p>\n

            6.05<\/strong>\u00a0If there is reasonable doubt as to the intentions of a visitor or visitors, the security service
            \nentitled to do so, either whilst staying at a location or at the time of leaving or
            \nenter a premises in order to ask for his or her (their) identification, or to search them.
            \n6.06 If the security service suspects that a visitor to a site (a)
            \nIf a visitor is carrying a prohibited item or items, he may ask the visitor to show it or them. If the
            \nif the item in question turns out to be a prohibited item, the visitor shall,
            \nmust be handed in to the security service for safekeeping, in return for a receipt.<\/p>\n

            7. Final provisions<\/strong><\/h3>\n

            7.01\u00a0<\/strong>The adoption of the House Rules shall take place concurrently with the repeal of the old ones
            \nHouse Rules for Visitors to the Town Hall dated 23 July 2003 and House Rules for Visitors to the
            \nActiverium dated 2005, which had been adopted by a decision of the mayor
            \nand councillors from Apeldoorn.<\/p>\n

            7.02<\/strong>\u00a0If one or more of the provisions of the House Rules are no longer, or will no longer be, legally valid
            \nshould this change, for example as a result of amendments to the law, this shall not affect the other provisions. In
            \nIn that case, the invalid provision(s) shall be amended or replaced by (a)
            \nnew provision(s) which, in terms of wording and meaning, correspond(s) as closely as possible to the old one(s)
            \nprovision(s). The amended or new provisions shall not enter into force until
            \nThese have been adopted by the Municipal Executive of Apeldoorn.<\/p>\n

            7.03<\/strong>\u00a0The House Rules are displayed at all public entrances to the relevant venues.
            \nThese locations also state where the House Rules can be viewed.<\/p>\n

            7.04<\/strong>\u00a0The house rules are, at the very least, available for inspection at the security desks in the Citizens\u2019 Hall at the town hall and
            \nat the Activerium job centre and at the reception desks there. In addition, the house rules are published on
            \nthe council\u2019s website.<\/p>\n
