Public authorities must use the authentic data from the core registers in order to carry out their public duties.<\/p>\n<h4>Public interest<\/h4>\n<p>If a task in the public interest needs to be carried out for which the processing of personal data is necessary, then the personal data may be processed. This also applies to tasks carried out in the exercise of official authority entrusted to the data controller. This includes, amongst other things, the usual processing carried out by, for or on behalf of the government. For this basis, there will usually also need to be another legal basis. For example, because a particular task or obligation is laid down in a law. One of the data subject\u2019s rights under the GDPR is the right to erasure. This is also known as the right to be forgotten. However, if personal data is processed on the basis of public interest, the right to erasure does not apply. This is perhaps not surprising, as otherwise local authorities would be unable to maintain the BRP (Basic Register of Persons, which includes the former GBA).<\/p>\n<h4>Algorithm<\/h4>\n<p>An algorithm is a mathematical formula. In programming terms, it is an instruction \u2013 a piece of code \u2013 designed to solve a problem. Algorithms allow the creator to determine in advance what will happen in a given situation. Algorithms help us to process information more quickly and to make complex decisions. They also enable smart technologies such as artificial intelligence.<\/p>\n<h4>Anonymise<\/h4>\n<p>It refers to the conversion of personal data into data that can no longer be used to identify a natural person, taking into account \u2018all means that could reasonably be used for this purpose\u2019, by both a data controller and a third party.<\/p>\n<p>Where data has been fully anonymised, data protection legislation no longer applies. Data protection legislation does, however, apply to pseudonymised data.<\/p>\n<h4><a name=\"authentieke\"><\/a>Authentic registration<\/h4>\n<p>Authentic records contain unique data that has been verified and substantiated by official documents, such as a birth certificate or a land survey. This data is of such high quality that the government can use it in its work without any further investigation.<\/p>\n<h4><a name=\"avg\"><\/a>GDPR: General Data Protection Regulation<\/h4>\n<p>The regulation that standardises the rules governing the processing of personal data by private companies and public authorities throughout the European Union. This means that the same privacy legislation applies across the entire European Union (EU). Its predecessor was the Personal Data Protection Act (Wbp).<\/p>\n<p><a name=\"b\"><\/a><\/p>\n<h3>B<\/h3>\n<p><a name=\"bag\"><\/a><\/p>\n<h4>BAG<\/h4>\n<p>The Basic Register of Addresses and Buildings contains basic municipal data on all addresses and buildings within a municipality.\u00a0All this data is collated in a National Facility (BAG LV). The Land Registry manages this and makes the data available to organisations with a public remit, institutions, businesses and private individuals. The local authority is the data owner of the BAG.<br \/>\nIs there something wrong with the BAG? A basic register is a register officially designated by the government, containing data that all government bodies are required to use when carrying out public law duties. This may involve emergency services responding to incidents, efficiently determining entitlement to benefits, or assessing licence applications. Citizens\u2019 privacy is safeguarded when this data is used.<br \/>\nThe central government has designated 10 core registers which all public authorities are required to use when carrying out their public law duties.<\/p>\n<ol>\n<li><a href=\"#bag\">Basic Register of Addresses and Buildings<\/a> (BAG)<\/li>\n<li><a href=\"#bgt\">Basic Register of Large-Scale Topography<\/a> (BGT)<\/li>\n<li><a href=\"#bri\">Basic Income Register<\/a> (BRI)<\/li>\n<li><a href=\"#brk\">Land Registry Basic Register<\/a> (BRK)<\/li>\n<li><a href=\"#bro\">Basic Subsurface Register<\/a> (BRO)<\/li>\n<li><a href=\"#brp\">Basic Register of Persons<\/a> (BRP)<\/li>\n<li><a href=\"#brt\">Basic Topography Register<\/a> (BRT)<\/li>\n<li><a href=\"#brv\">Vehicle Register<\/a> (BRV)<\/li>\n<li><a href=\"#hr\">Commercial Register<\/a> (HR)<\/li>\n<li><a href=\"#woz\">Valuation of Immovable Property<\/a> (WOZ)<\/li>\n<\/ol>\n<p><a name=\"bgt\"><\/a><\/p>\n<h4>BGT<\/h4>\n<p>The Large-Scale Topography Base Register (BGT) is a digital map of the Netherlands on which buildings, roads, watercourses, sites and railway lines are clearly recorded. The map is accurate to within 20 centimetres and contains a wealth of detail, just as you would see in reality. Think of trees, roads, buildings \u2013 in short: the layout of the physical environment. The local authority is <a href=\"#bro\">source holder<\/a>\u00a0from the BGT.<br \/>\nIs there something wrong with the BGT? If so, you can <a class=\"external external link\" href=\"https:\/\/verbeterdekaart.kadaster.nl\/#?geometry.x=195135.52&amp;geometry.y=469122.08&amp;zoomlevel=9\">report<\/a>.<\/p>\n<h4>Big data<\/h4>\n<p>There is no single, clear-cut definition of Big Data. Big Data refers to large volumes of data that are generated at a rapid pace and take various forms (text, video, audio, measurements, etc.). A standard processing programme such as Excel cannot cope with these volumes and speeds.<br \/>\nThe municipality of Apeldoorn has a wealth of data, but it is not classified as \u2018Big Data\u2019. By combining this data and identifying links between different sets of information, we gain an insight into the ups and downs of our municipality. This insight can help us in the services we provide, in our day-to-day operations, and in supporting our residents.<\/p>\n<p><a name=\"bri\"><\/a><\/p>\n<h4>BRI<\/h4>\n<p>The Basic Income Register contains the aggregate income or taxable annual earnings of everyone who files an income tax return. Government organisations use the BRI to determine allowances, grants or benefits. The income recorded in the BRI is known as registered income. Registered income (from the previous year) can be viewed on MijnOverheid. <a class=\"external external link\" href=\"https:\/\/www.belastingdienst.nl\/wps\/wcm\/connect\/nl\/home\/home\">The Tax and Customs Administration<\/a> is the BRI\u2019s source holder.<\/p>\n<p><a name=\"brk\"><\/a><\/p>\n<h4>BRK<\/h4>\n<p>The Land Registry\u2019s basic register consists of the cadastral register and the Cadastral Map. Many users rely on cadastral data as the basis for their own work processes. The Land Registry has therefore, in effect, been functioning as a basic register for a long time. The Land Registry\u2019s products will remain available via \u2018Mijn Kadaster\u2019 and other channels. Direct links will be established with other basic registers so that data from other registers can also be incorporated into the cadastral register and cadastral products. <a class=\"external external link\" href=\"https:\/\/www.kadaster.nl\/\">The Land Registry<\/a> is the BRK\u2019s source holder<br \/>\nIf you have any doubts about the accuracy of the information in a record held by the Land Registry, you can <a class=\"external external link\" href=\"https:\/\/www.kadaster.nl\/fout-in-registratie-melden-terugmelding-doen\">report<\/a>.<\/p>\n<p><a name=\"bro\"><\/a><\/p>\n<h4>BRO<\/h4>\n<p>The Basic Subsurface Register (BRO) is set to become the central database containing public data on the Dutch subsurface. The BRO Act came into force on 1 January 2018 and requires data holders to submit and use soil and subsurface data in digital form. This obligation will be phased in over the next four years. The data in the register has been validated and is important for drinking water extraction, underground transport and mineral extraction, as well as for above-ground activities such as the energy transition, housing construction and the development of infrastructure. The local authority is the data holder for the BRO.<br \/>\nIf you have any doubts about the accuracy of certain information in the BRO, you can\u00a0<a class=\"external external link\" href=\"https:\/\/basisregistratieondergrond.nl\/service-contact\/beheerprocessen\/onjuistheden-gevonden-doe-bro-terugmelding\/\">report<\/a>.<\/p>\n<p><a name=\"bronhouder\"><\/a><\/p>\n<h4>Source holder<\/h4>\n<p>A data provider is an organisation responsible for collecting and maintaining data in a basic register. A data provider must also ensure that this data is reliable, complete and accurate. A data provider may be responsible for several basic registers.<br \/>\nIn addition to the local authority, the Land Registry, the Chamber of Commerce, the UWV and the National Road Traffic Authority are also data sources.<\/p>\n<p><a name=\"brp\"><\/a><\/p>\n<h4>BRP<\/h4>\n<p>The Basic Register of Persons (BRP) is the basic register for personal data within the system of basic registers. The Dutch government uses the data recorded in the BRP. This includes, amongst other things, name, date of birth, place of birth, place of residence and family relationships. Other organisations also use the data in the BRP, such as pension funds and research institutions. The local authority is the data controller for the BRP.<br \/>\nIs there something wrong with the BRP? The Land Registry is the custodian of the Basic Topography Register (BRT). This collection of topographical data sets is available as open data. This means that the Land Registry makes these data sets available free of charge and subject to minimal supply conditions. <a class=\"external external link\" href=\"https:\/\/www.kadaster.nl\/\">The Land Registry<\/a> is the BRT\u2019s data source. Have you spotted an error in the BRT\u2019s data? If so, you can <a class=\"external external link\" href=\"https:\/\/zakelijk.kadaster.nl\/brt-terugmelden\">report<\/a>.<\/p>\n<p><a name=\"brv\"><\/a><\/p>\n<h4>BRV<\/h4>\n<p>The Basic Vehicle Register (BRV) contains details of vehicles, vehicle registration certificates and the individuals to whom the certificates have been issued. The RDW (Road Traffic Authority) uses this register to provide information to public authorities, members of the public and businesses. <a class=\"external external link\" href=\"https:\/\/www.rdw.nl\/\">The RDW<\/a> (National Road Traffic Authority) is the data controller for the BRV. If you notice an error in the BRV data, you can <a class=\"external external link\" href=\"https:\/\/www.rdw.nl\/over-rdw\/formulieren\/terugmelding-basisregistratie-voertuigen\">report<\/a><\/p>\n<p><a name=\"d\"><\/a><\/p>\n<h3>D<\/h3>\n<h4>Dashboard<\/h4>\n<p>A dashboard is a visual, digital representation of a range of information. Dashboards often use gauges or charts to provide a clear overview of a wealth of information. A dashboard often allows users to access the underlying data as well.<\/p>\n<h4>Data<\/h4>\n<p>Data refers to all types of information (symbols, characters, numbers, words, etc.) that represent facts. Data exists in both structured and unstructured forms. Structured data refers to information that is organised, categorised and stored in a database in a way that makes it easy to trace. Data in the form of data files, documents, messages, images or sound is referred to as unstructured data.<br \/>\nInformation<br \/>\nInformation is data that has been given context, meaning and coherence, which can be interpreted and is of newsworthy interest to the user.<\/p>\n<h4>Datalab<\/h4>\n<p>Datalab is a collaboration between data specialists within the municipality of Apeldoorn. Datalab brings together data from various internal and external sources, analyses it, and this yields new information. Existing data is used, but surveys are also sometimes conducted to gather new data. The result is information that provides you with the necessary input for your project or policy document. This information is presented in the form of maps, a digital dashboard or, for example, a report. It is most commonly presented in tabular form. Each column represents a particular variable. Each row corresponds to a specific member of the data set in question. This row contains the values for each of the variables, or attributes, for this member. Each value is known as a data point. The data set may contain data for one or more members, corresponding to the number of rows.<\/p>\n<h4>Data Specialist<\/h4>\n<p>A data specialist works with data. By collecting, collating and analysing data, new information is generated. This information provides input for the organisation in relation to policy documents, business processes and the services provided by our local authority.\u00a0 The data specialist ensures that the information obtained, together with explanatory notes, is made available in a secure and reliable manner in the form of reports, maps, graphs or, for example, a web application.<\/p>\n<h4>Purpose limitation<\/h4>\n<p>The fundamental principle of purpose limitation is that data must be processed and collected for a specific, explicitly defined and legitimate purpose. \u2018Specific and explicitly defined\u2019 means that data must not be collected without a precise description of the purpose.<\/p>\n<p><a name=\"f\"><\/a><\/p>\n<h3>F<\/h3>\n<h4>Functional Administrator<\/h4>\n<p>A functional administrator monitors the processing of data supplied by a data owner. The administrator also processes this data into outputs such as reports and summaries.<\/p>\n<p><a name=\"g\"><\/a><\/p>\n<h3>G<\/h3>\n<h4>Data management<\/h4>\n<p>Data management encompasses all the activities required to ensure that the necessary data is available within the organisation at the right time. It is an umbrella term for organisational, process-related and technical aspects that enable effective access to data.<\/p>\n<h4>Legitimate interest<\/h4>\n<p>Legitimate interest is, in essence, primarily a matter of balancing interests. The processing must be necessary for the legitimate interests of the controller or a third party, unless the data subject\u2019s privacy interests outweigh those interests. In this regard, consideration must be given, for example, to the extent to which the data subject could reasonably have expected the processing to take place and, if so, for what purpose. This ground may, for example, be used to enable direct marketing. Please note that a data subject may always object to direct marketing, in which case the processing must cease. Legitimate interest is also important for photographers who, for example, take photographs at events, carry out journalistic or documentary photography where a release form is not possible, or engage in street photography.<\/p>\n<h4>Basis<\/h4>\n<p>This means that there must be a valid reason for processing personal data. The privacy legislation, the General Data Protection Regulation (GDPR), sets out six such reasons. The legal term for these reasons is \u2018legal bases\u2019.<\/p>\n<ol>\n<li>Consent<\/li>\n<li>Performance of the contract<\/li>\n<li>Legal obligation<\/li>\n<li>Vital interests<\/li>\n<li>Public interest<\/li>\n<li>Legitimate interest<\/li>\n<\/ol>\n<p><a name=\"h\"><\/a><\/p>\n<h3>H<\/h3>\n<p><a name=\"hr\"><\/a><\/p>\n<h4>HR<\/h4>\n<p>The Commercial Register is the basic register in which all companies and legal entities are listed. All other organisations involved in economic activity are also listed in this register. This provides legal certainty when doing business. The government will make use of this basic register mandatory. For example, a local authority must consult the Commercial Register if it is looking for information about a company. <a class=\"external external link\" href=\"https:\/\/www.kvk.nl\/\">The Chamber of Commerce<\/a> is the source holder for the HR. If so, you can report it via <a class=\"external external link\" href=\"https:\/\/logius.nl\/diensten\/digimelding\">Digimelding<\/a> pass on.<\/p>\n<h3><a name=\"I\"><\/a>I<\/h3>\n<h4>Infographic<\/h4>\n<p>Infographics are used to convey information quickly and clearly. In an infographic, text and images form a single, integrated whole. The use of infographics is also referred to as data visualisation. Examples of infographics include charts, instruction diagrams or maps. An infographic allows the reader to take in information at a glance (or step by step). This makes the information in an infographic more accessible than if it were presented in plain text form.<\/p>\n<h4>Information<\/h4>\n<p>Information is data that has been given context, meaning and coherence, and which has been correctly interpreted and therefore has news value for the recipient.<\/p>\n<h4>Information Management<\/h4>\n<p>Information management is a process that ensures that the information requirements arising from an organisation\u2019s work and business processes are translated into the provision of information.<\/p>\n<h4>Information Manager<\/h4>\n<p>An information manager advises the organisation on the use of information and IT. Together with the organisation, he or she draws up an information agenda.\u00a0 This agenda sets out all the activities that will take place over a given period (usually a year) in the field of information and IT, enabling the organisation to respond quickly and effectively to (digital) developments.<\/p>\n<h4>Information product<\/h4>\n<p>A digital or physical format in which information is presented to a user. An information product from the Datalab can take various forms, such as a table, graph, report, map, dashboard, website or app.<\/p>\n<h4>Interoperability<\/h4>\n<p>Data is interoperable and aligns with processes and collaborative data infrastructure.<\/p>\n<p><a name=\"k\"><\/a><\/p>\n<h3>K<\/h3>\n<h4>Core Registration<\/h4>\n<p>Within the public sector, there are many registers in use, including the statutory Basic Registers. Data that is not included in a Basic Register but is important for the performance of tasks may be included in a core register.<\/p>\n<p>A core register is a municipal register designated by the Executive Board\/Council, in which the data is made available and requirements are set regarding the accuracy, timeliness, quality and mandatory use of the data recorded. (The municipal council has the authority to regulate and manage the organisation of data management.)<\/p>\n<p>This places core registers on the same level as the basic registers and contributes to greater professionalisation and a more efficient organisation of municipal information management.<\/p>\n<p>Each year, on the initiative of the Director of Basic and Core Registries, and in consultation and coordination with the information managers, a decision is made as to which registries will be designated as core registries for the coming year. Factors taken into account include whether data appear in more than one other register, whether they add value to the themes and programmes \u2013 alignment with the portfolio, support, availability of staff and resources, etc.<\/p>\n<p>By the end of 2024, the first five core registers will have been designated. These are:<\/p>\n<ul>\n<li>Management of Public Space Assets<\/li>\n<li>District and neighbourhood divisions<\/li>\n<li>Parking<\/li>\n<li>Contract Register<\/li>\n<li>Registration of healthcare providers<\/li>\n<\/ul>\n<p>Work will be carried out in 2025 to implement these registrations.<\/p>\n<h4>Quality<\/h4>\n<p>In order to produce accurate and comprehensive information products, it is essential that the data is of good quality.<\/p>\n<h4>Artificial intelligence<\/h4>\n<p>Artificial intelligence is the ability of machines, software and devices to solve problems independently. In doing so, they mimic human thinking. Artificial intelligence (AI) enables devices to respond to data or stimuli from their environment. In doing so, they make decisions independently. AI is therefore not about computing power, but about the ability to learn and make decisions (independently). However, the devices are not aware of the tasks they are performing. They simply follow\u00a0<a class=\"external external link\" href=\"https:\/\/www.mediawijsheid.nl\/algoritmes\/\">algorithms<\/a>\u00a0and recognise patterns. By learning from their own mistakes, they achieve better results. This is why it is often referred to as machine learning.<\/p>\n<p><a name=\"l\"><\/a><\/p>\n<h3>L<\/h3>\n<h4>Nationwide service<\/h4>\n<p>This is a national distribution centre designed to enable the centralised dissemination of information gathered at a local level.<\/p>\n<h4>Surveyor<\/h4>\n<p>A surveyor measures distances, heights and angles, and determines coordinates in the outdoor environment. The data is used to map out maps, areas, building sites, the land registry or plots of land. Changes to an area or a structure can thus be accurately mapped. A surveyor can also carry out the staking out (marking out on the ground) of roads, engineering structures, piles or boundaries.<\/p>\n<h3>\nM<\/h3>\n<h4>Reporting Centre for Errors in Government Organisations (MFO)<\/h4>\n<p>In order to provide you with the best possible service, many government organisations use your personal data. Examples include the Tax and Customs Administration, the UWV, the Land Registry and your local council. Sometimes this also involves data linked to you, such as your assets, properties or other items. It is important that this information is correct, but sometimes mistakes are made. This can have unpleasant consequences. How do you sort this out? If you think there is something wrong with certain details, you should always contact the organisation responsible for that information first. You can do this by submitting a <a href=\"#basisregistraties\">notification<\/a>\u00a0at the organisation in question.<\/p>\n<p>Are you really stuck? If so, please contact the <a class=\"external external link\" href=\"https:\/\/www.rvig.nl\/mfo\">Reporting Centre for Errors in Government Records (MFO)<\/a>. The MFO helps people to correct inaccurate data in government registers.<\/p>\n<p>The MFO will investigate the error, explain the registration process and guide you to the correct organisation. If you are unable to resolve the issue yourself, the MFO will contact the relevant authority to find a solution together.<\/p>\n<p><a name=\"o\"><\/a><\/p>\n<h3>O<\/h3>\n<h4>Duty to investigate<\/h4>\n<p>The data controller is obliged to investigate any inaccuracies in the records.<\/p>\n<h4>Open data<\/h4>\n<p>Open data is data that has been made freely available and can therefore be used, reused and distributed by anyone. There are no technical, legal or financial barriers to this. It often consists of unstructured data that interested parties can work with themselves.\u00a0The municipality of Apeldoorn makes open data available via the Data Portal. If you wish to request open data, you can do so by <a href=\"\/werken-en-leren\/ondernemen\/diensten\/opendata\">request for information<\/a>\u00a0to submit. Pseudonymisation is a method whereby identifying data is replaced by encrypted data (the pseudonym) using a specific algorithm. As the encryption process is reversible, pseudonymised data relating to an identifiable person is still considered personal data under the GDPR.<\/p>\n<p><a name=\"s\"><\/a><\/p>\n<h3>S<\/h3>\n<h4>System of Basic Registers<\/h4>\n<p>The Netherlands has 10 basic registers. These contain general information such as personal details, addresses and company names. The government is set to merge these registers into a single system of basic registers.
