Like 28 other major municipalities in the Netherlands, Apeldoorn is establishing a zero-emission zone to improve air quality. This has been agreed under the national Climate Agreement and forms part of the \u2018Vision on Mobility in Apeldoorn City Park\u2019.\u00a0<\/p>\n<ul>\n<li><strong>Why are we, as a local authority, doing this?<\/strong><\/li>\n<\/ul>\n<p>The Climate Agreement was finalised in 2019, and one of the measures it sets out is that the 40 largest local authorities will work towards zero emissions in urban logistics. In addition, in 2021 we approved a new development plan for the city centre, which aims to transform it into a \u2018City Park\u2019. Mobility is a key part of this plan. This called for a new vision. The zero-emission zone is in line with this vision.\u00a0<\/p>\n<ul>\n<li><strong>Who is the zero-emission zone applicable to?<\/strong><\/li>\n<\/ul>\n<p>The zero-emission zone applies to all vans and lorries used for the transport of goods or the provision of services that regularly enter the zero-emission zone.\u00a0<\/p>\n<ul>\n<li><strong>Where will the zero-emission zone be located?<\/strong><\/li>\n<\/ul>\n<p>The zero-emission zone will be located within the inner ring road: Wilhelmina Druckerstraat \u2013 Kerklaan\/Regentesselaan \u2013 Deventerstraat \u2013 Quarles van Uffordlaan \u2013 Laan van de Mensenrechten. These streets will, however, remain accessible to other modes of transport.\u00a0<\/p>\n<ul>\n<li><strong>I\u2019m a private individual \u2013 do I still need to apply for an exemption for the zero-emission zone?<\/strong><\/li>\n<\/ul>\n<p>Now that the municipal council has decided to introduce the zero-emission zone in 2030, you no longer need to apply for an exemption for the zero-emission zone in the municipality of Apeldoorn. Please note: from 2025, a number of municipalities will be introducing the zero-emission zone. We advise you to find out exactly which rules apply to you, as these may vary from one municipality to another. Our zero-emission adviser can tell you more about this. You can contact him via <a href=\"mailto:doehetzero@apeldoorn.nl\">doehetzero@apeldoorn.nl<\/a>.<\/p>\n<ul>\n<li><strong>What does this decision mean for the climate targets that have been set?<\/strong><\/li>\n<\/ul>\n<p>Delivery vans and lorries account for a third of CO\u2082 emissions in the Netherlands. Under the 2019 Climate Agreement, it was agreed to accelerate the transition to zero-emission urban logistics. The main aim of ZE zones is therefore to reduce CO2 emissions from urban logistics through electric vehicles and by encouraging more efficient transport. This remains the objective for the municipality of Apeldoorn with the introduction of the ZE zone in 2030. In addition, the municipality remains committed to reducing logistics-related traffic movements in the city centre by promoting urban logistics hubs. \u00a0<\/p>\n\t\t\t<\/div>\n\t\t  <\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"accordion-item\">\n\t\t  <h2 class=\"accordion-header\" id=\"heading-u1-i2\">\n\t\t\t<button class=\"accordion-button collapsed\" type=\"button\" data-bs-toggle=\"collapse\" data-bs-target=\"#collapse-u1-i2\" aria-expanded=\"false\" aria-controls=\"collapse-u1-i2\">\n\t\t\t  <span class=\"accordion-toggle\"><\/span>Network congestion\t\t\t<\/button>\n\t\t  <\/h2>\n\t\t  <div id=\"collapse-u1-i2\" class=\"accordion-collapse collapse\" aria-labelledby=\"heading-u1-i2\">\n\t\t\t<div class=\"accordion-body\">\n\t\t\t  <p>The electricity grid in Gelderland is at full capacity at certain times and in certain places. This is also the case in Apeldoorn, at <a class=\"external external link\" href=\"https:\/\/www.energievanapeldoorn.nl\/opwekken\/netcongestie\">Energy for Apeldoorn<\/a> You can read more about this here. The full power grid may affect applications for a charging point.<\/p>\n<ul>\n<li><strong>What changes will be made to the priority framework for charging infrastructure from 1 July 2026?<\/strong><br \/>\nAt present, network operators only have waiting lists for large-scale consumers. However, due to limited capacity, tough decisions must be made regarding who has access to the electricity grid. The priority framework set out by the Netherlands Authority for Consumers and Markets provides guidance on which social functions and groups are given priority on the waiting list for power capacity. From 1 July 2026, changes will come into effect in accordance with the <a class=\"external external link\" href=\"https:\/\/www.rvo.nl\/onderwerpen\/netcongestie\/voorrang-op-elektriciteitsnet\">new priority framework<\/a>. From that date, small-scale consumers who do not fall within the prioritisation framework will be placed on a waiting list alongside large-scale consumers. This also applies, for example, to SMEs and public charging points. Charging at home may be a solution, provided you have your own driveway. Do make sure you have the correct cable and bear in mind that charging will be much slower. If you are a low-consumption user with a standard car or van, a three-phase connection will suffice for charging.
