It is usually a one-off amount that you therefore have to apply for again and again. With that amount, the applicant makes a contribution to realise the municipality's established policy. For example, in the field of care and welfare, education, sports, art and culture, integration and recreation.<\/p>\n<p>These may be organisations and facilities to which the municipality makes a financial contribution, such as sports clubs, the library or playgroups. Small-scale initiatives by residents or foundations are also supported if they fit within the policy.<\/p>\n<p>Each type of grant has its own \u2018rules of the game\u2019. Such as the amount of the amount, how you apply for it and how you have to prove that you spent the money correctly.<\/p>\n<p>The higher the amount, the more rules and checkpoints.<\/p>\n\t\t\t<\/div>\n\t\t  <\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"accordion-item\">\n\t\t  <h2 class=\"accordion-header\" id=\"heading-u1-i2\">\n\t\t\t<button class=\"accordion-button collapsed\" type=\"button\" data-bs-toggle=\"collapse\" data-bs-target=\"#collapse-u1-i2\" aria-expanded=\"false\" aria-controls=\"collapse-u1-i2\">\n\t\t\t  <span class=\"accordion-toggle\"><\/span>Outcome of the grant application process for Basic Meeting Places 2022\u20132024\t\t\t<\/button>\n\t\t  <\/h2>\n\t\t  <div id=\"collapse-u1-i2\" class=\"accordion-collapse collapse\" aria-labelledby=\"heading-u1-i2\">\n\t\t\t<div class=\"accordion-body\">\n\t\t\t  <p>As of 1 January 2022, there are 19 Community Meeting Places in the municipality of Apeldoorn, 15 of which are in the various city districts and 4 in the villages.<\/p>\n<p>For 18 of the 19 venues, this is the outcome of the application process for the 2022\u20132024 Basic Meeting Places grants. (Don Bosco de Maten is funded through a different, temporary funding stream*).<\/p>\n<p>The applicants submitted plans totalling \u20ac7.5 million, whilst \u20ac5.1 million was available. This meant that the mayor and aldermen had to make some difficult choices.<\/p>\n<p>With a view to ensuring the best possible coverage of Basic Meeting Places across all city districts, the available budget has been allocated across the districts. In addition, the municipal executive has made an extra sum of nearly \u20ac150,000 available. To cover the remaining shortfall, the council has had to decide to discontinue the grant for one Basic Meeting Place with effect from 1 January 2022. This concerns the Basic Meeting Place in Koningin Wilhelmina on Operaplein.<\/p>\n<p>In addition, there is a reduction in funding for the Basic Meeting Places in the Northwest\/Centre and North-East districts and the villages.<\/p>\n<h3>These are the designated meeting points from 1 January 2022:<\/h3>\n<p>North-east:\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/p>\n<ul>\n<li>Don Bosco<\/li>\n<li>Silver Beauty<\/li>\n<li>Atrium<\/li>\n<li>Talma Borgh<\/li>\n<\/ul>\n<p>South-East:<\/p>\n<ul>\n<li>Matenhof<\/li>\n<li>Berghorst<\/li>\n<li>Don Bosco de Maten*<\/li>\n<\/ul>\n<p>South-West:<\/p>\n<ul>\n<li>Bird's nest<\/li>\n<li>Graanhof<\/li>\n<li>Our Home<\/li>\n<\/ul>\n<p>City Centre\/North-West:<\/p>\n<ul>\n<li>Meet &amp; Co<\/li>\n<li>Green Courtyards<\/li>\n<li>Berkenhove<\/li>\n<li>Orca<\/li>\n<li>Philadwars<\/li>\n<\/ul>\n<p>The villages:<\/p>\n<ul>\n<li>Hoge Weye (Beekbergen)<\/li>\n<li>Uddel Together<\/li>\n<li>MFC Klarenbeek<\/li>\n<li>Hoenderloo Village Hall<\/li>\n<\/ul>\n<p>For information about the activities on offer at the various Community Centres, please visit the <a class=\"external external link\" href=\"http:\/\/www.ontmoetelkaarinapeldoorn.nl\">the \u2018Meet Up in Apeldoorn\u2019 website<\/a>.<\/p>\n\t\t\t<\/div>\n\t\t  <\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"accordion-item\">\n\t\t  <h2 class=\"accordion-header\" id=\"heading-u1-i3\">\n\t\t\t<button class=\"accordion-button collapsed\" type=\"button\" data-bs-toggle=\"collapse\" data-bs-target=\"#collapse-u1-i3\" aria-expanded=\"false\" aria-controls=\"collapse-u1-i3\">\n\t\t\t  <span class=\"accordion-toggle\"><\/span>Community meeting places (2022 to 2024) and Resident support (2021 to 2023)\t\t\t<\/button>\n\t\t  <\/h2>\n\t\t  <div id=\"collapse-u1-i3\" class=\"accordion-collapse collapse\" aria-labelledby=\"heading-u1-i3\">\n\t\t\t<div class=\"accordion-body\">\n\t\t\t  <p>Residents of Apeldoorn who need a helping hand do not necessarily receive individual support, but can make use of general services. A number of changes have come into effect in 2021 and 2022. Through these changes, the council aims to respond even more effectively to residents\u2019 needs by offering them opportunities to increase their self-reliance, build networks and participate in society.<\/p>\n<p>The main changes are:<\/p>\n<h3>Work by borough<\/h3>\n<p>In all four city districts, there will now be a single Samen055 location: a place where residents can go for individual help, personal advice and support (CJG, Netwerk Welzijn, Wmo advisers, activation coaches and debt counsellors). Where possible, we will combine this with a Basic Meeting Point. The aim is to foster closer cooperation between the various support providers. In this way, we want to encourage the use of general services as an alternative to, or in addition to, individual support.<\/p>\n<h3>Principal Contractor<\/h3>\n<p>Only main contractors may apply for a grant for Basic Meeting Places or Resident Support. The main contractor must have one or more subcontractors carry out part of the activities, amounting to at least 15% of the budgeted wage costs.<\/p>\n<h3>Preferred locations<\/h3>\n<p>We want to bring together different types of help and support in one place and manage our property portfolio more effectively. That is why we are designating a number of preferred locations for the Basic Meeting Places. If the number of grant applications for Basic Meeting Places that meet the quality requirements exceeds the available budget, priority will be given to grant applications for the preferred locations.<\/p>\n<h3>\u2018Less stringent\u2019 requirements for community meeting places in villages<\/h3>\n<p>Villages often do not need a fully equipped, professional Basic Meeting Place. The activities organised there are often run by volunteers. For this reason, less stringent requirements apply to a Basic Meeting Place in a village. These requirements relate to opening hours, staff qualifications and activities. Should the grant applicant provide well-substantiated evidence that even these less stringent requirements are unsuitable, the council may, in such cases, decide to award a bespoke grant.<\/p>\n<h3>Maximum rates<\/h3>\n<p>The way in which the council pays for the work carried out at the Basic Meeting Places is changing. Until now, service providers have applied for an hourly subsidy to cover the work they carried out. We are now setting maximum hourly rates in line with market conditions in advance, based on the collective labour agreement. In addition, there are standard rates for other services.<\/p>\n<h3>More years of funding and the introduction of indexation<\/h3>\n<p>To give everyone \u2013 both service providers and residents who use the general facilities \u2013 the opportunity to adjust to the new situation and to shape it effectively, we are entering into agreements covering several years. Previously, this was done on an annual basis. We are also stipulating that the grant will be index-linked each year.<\/p>\n<h3>Grant Scheme for General Facilities: Basic Meeting Places (2022 to 2024) and Resident Support (2021 to 2023)\u00a0<\/h3>\n<p>The grant for Resident Support and Community Meeting Places has been awarded for several years. Applications for this grant cannot be made.\u00a0<\/p>\n<p>The grant scheme was extended for two years in 2023 and will therefore remain in force until the end of 2026. The next application period is scheduled for 2026, after which the new scheme will come into force on 1 January 2027.<\/p>\n<p>From 2021, work-based day programmes will be organised and funded differently. We are developing this through the \u2018Werkt Mee\u2019 programme. From 2021, it will form part of the framework agreement covering Youth Care, the Social Support Act (Wmo) and the Mental Health Act (MO\/BW); further information can be found at the\u00a0<a class=\"external external link\" href=\"https:\/\/www.zorgregiomijov.nl\/\">website of the Midden-IJssel\/Oost-Veluwe Healthcare Region<\/a>\u00a0and the\u00a0<a class=\"external external link\" href=\"https:\/\/www.apeldoornwerktmee.nl\/\">Apeldoorn\u2019s website is taking part<\/a>.<\/p>\n\t\t\t<\/div>\n\t\t  <\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"accordion-item\">\n\t\t  <h2 class=\"accordion-header\" id=\"heading-u1-i4\">\n\t\t\t<button class=\"accordion-button collapsed\" type=\"button\" data-bs-toggle=\"collapse\" data-bs-target=\"#collapse-u1-i4\" aria-expanded=\"false\" aria-controls=\"collapse-u1-i4\">\n\t\t\t  <span class=\"accordion-toggle\"><\/span>Support for Informal Carers and Volunteers 2023 to 2025\t\t\t<\/button>\n\t\t  <\/h2>\n\t\t  <div id=\"collapse-u1-i4\" class=\"accordion-collapse collapse\" aria-labelledby=\"heading-u1-i4\">\n\t\t\t<div class=\"accordion-body\">\n\t\t\t  <p>We appreciate the fact that residents of the municipality of Apeldoorn volunteer their time to support their vulnerable fellow citizens and informal carers. This support can take many different forms. One example is respite care, where someone temporarily takes over the care so that the informal carer can have a break. It can also include emotional support from friends, or simply helping with shopping or organising schedules and paperwork.<\/p>\n<p>The scheme is divided into five priority areas:<\/p>\n<ol>\n<li>Bringing residents together and\/or preventing and\/or tackling loneliness<\/li>\n<li>Finance, administration, and digital and language skills<\/li>\n<li>Practical support, for or with the resident<\/li>\n<li>Raising young people to grow up healthily<\/li>\n<li>Supporting informal carers<\/li>\n<\/ol>\n<p>You can find more information in the\u00a0<a class=\"external external link\" href=\"https:\/\/lokaleregelgeving.overheid.nl\/CVDR674194\/1\">Grant Scheme for Volunteer Support and Informal Care Support<\/a>.<\/p>\n<p>Applications for grants for these priority areas could be submitted until 6 May 2022. This grant scheme runs from 2023 to 2025.<\/p>\n\t\t\t<\/div>\n\t\t  <\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"accordion-item\">\n\t\t  <h2 class=\"accordion-header\" id=\"heading-u1-i5\">\n\t\t\t<button class=\"accordion-button collapsed\" type=\"button\" data-bs-toggle=\"collapse\" data-bs-target=\"#collapse-u1-i5\" aria-expanded=\"false\" aria-controls=\"collapse-u1-i5\">\n\t\t\t  <span class=\"accordion-toggle\"><\/span>Community Support and Sheltered Housing 2023 to 2025\t\t\t<\/button>\n\t\t  <\/h2>\n\t\t  <div id=\"collapse-u1-i5\" class=\"accordion-collapse collapse\" aria-labelledby=\"heading-u1-i5\">\n\t\t\t<div class=\"accordion-body\">\n\t\t\t  <p>To support residents and their loved ones on their path to recovery, the municipality of Apeldoorn, together with the municipalities of Brummen, Epe, Hattem, Heerde and Voorst (the Oost-Veluwe region), has established a Regional Grant Scheme for General Social Care Services and Supported Housing. This grant scheme is one of the tools the municipalities are using to focus on the prevention of, and provision of support for, mental health issues, addiction and homelessness.<\/p>\n<p>The scheme supports activities in line with the above-mentioned objective in the years 2023, 2024 and 2025. This scheme replaces parts of the previous grant scheme, \u2018General Services under the Social Support Act (Wmo) and Youth 2018\u2019.<\/p>\n<p>This concerns the following activities:<\/p>\n<ul>\n<li>Community-based night-time shelter for young people up to the age of 23 who are homeless or living on the streets<\/li>\n<li>Providing postal addresses to residents who are homeless;<\/li>\n<li>Providing information and organising prevention activities in schools, at youth and LVB institutions and organisations;<\/li>\n<li>Providing courses, training sessions and workshops for parents, family members, informal carers and loved ones of residents with mental health vulnerabilities and\/or substance misuse issues;<\/li>\n<li>Providing support to children of residents with mental health and\/or substance abuse problems (KOPP\/KOV groups), and providing support to the brothers and sisters of residents with substance abuse problems (siblings);<\/li>\n<li>Organising activities for people experiencing homelessness, with the aim of acting as a sentinel; and<\/li>\n<li>Carrying out outreach work and providing support to homeless people aged 23 and over.<\/li>\n<li>Organising activities for people experiencing homelessness, with the aim of acting as a point of contact.<\/li>\n<li>Carrying out outreach work and providing support and guidance to homeless residents aged 23 and over.<\/li>\n<\/ul>\n<p>Applications for the grant could be submitted until 26 June 2022. This grant scheme runs from 2023 to 2025.<\/p>\n\t\t\t<\/div>\n\t\t  <\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"accordion-item\">\n\t\t  <h2 class=\"accordion-header\" id=\"heading-u1-i6\">\n\t\t\t<button class=\"accordion-button collapsed\" type=\"button\" data-bs-toggle=\"collapse\" data-bs-target=\"#collapse-u1-i6\" aria-expanded=\"false\" aria-controls=\"collapse-u1-i6\">\n\t\t\t  <span class=\"accordion-toggle\"><\/span>Report changes\t\t\t<\/button>\n\t\t  <\/h2>\n\t\t  <div id=\"collapse-u1-i6\" class=\"accordion-collapse collapse\" aria-labelledby=\"heading-u1-i6\">\n\t\t\t<div class=\"accordion-body\">\n\t\t\t  <p>If anything changes during the term of your grant, you are obliged to notify us.
