        5. Comments on the GGD NOG 2027 Programme Budget<\/h2>\n

        Proposal from the Social Development Policy Department:<\/p>\n

        1. Request to the Executive Committee to take note of the GGD NOG\u2019s 2027 Programme Budget and 2025 Annual Accounts;<\/li>\n
        2. Request to the Executive Committee to approve the position paper and the dashboard;<\/li>\n
        3. We request that the Presidium submit the letter setting out our views on the GGD\u2019s 2027 Programme Budget to the municipal council for adoption. The key points of our views are:<\/li>\n
        4. Request for an evaluation of the GGD Robuust programme (2022\u20132025), including outcomes, adequacy and any follow-up steps.<\/li>\n
        5. We endorse the themes set out in the Health Policy Document 2025\u20132028 and request that these, including \u2018Health in All Policies\u2019, be incorporated into the new administrative agenda.<\/li>\n
        6. To take note of the commitment to suicide prevention and, following a municipal analysis, decide on whether to join the GGD\u2019s \u2018Samen Minder Su\u00efcide\u2019 initiative.<\/li>\n
        7. To emphasise the importance of the GGD\u2019s role in resilience and crisis preparedness, in conjunction with its collaboration with the VNOG.<\/li>\n
        8. Request to resume account meetings between the municipality of Apeldoorn and GGD NOG.<\/li>\n
        9. To approve the GGD NOG\u2019s 2027 Programme Budget.<\/li>\n<\/ol>\n

          6. GR Plus OV Annual Accounts<\/h2>\n

          Proposal from the Social Development Policy Department:<\/p>\n

          1. To take note of the 2025 annual accounts and the draft budget for 2027\u20132030 of GR Plus OV, together with the accompanying letter to the executive committee and the council.<\/li>\n
          2. To propose to the council that it should not submit a statement of views on the draft budget for 2027\u20132030<\/li>\n
          3. To ask the council to inform Plus OV of the decision taken by means of the attached draft letter.<\/li>\n<\/ol>\n

            Decision: The council decides in accordance with the proposal.<\/p>\n

            7. \u2018Amendment to the Consolidated Regulation on Income Support, Reintegration and Participation 2023\u2019 for the purposes of the \u2019From School to Sustainable Work\u2019 Act\u2019<\/h2>\n

            Proposal from the Social Development Policy Department:<\/p>\n

              \n
            1. Adoption of the proposal \u2018Amendment to the Consolidated Regulation on Income Support, Reintegration and Participation 2023, second amendment\u2019. This legally enshrines the \u2018From School to Sustainable Work\u2019 Act and the new Article 7a of the Participation Act in the regulation. These amendments concern the target group (aged 16 to 27), the support that can be provided and how this is implemented locally (including through a transitional document). The model regulation issued by the Association of Netherlands Municipalities (VNG) has been followed for this amendment.<\/li>\n<\/ol>\n

              Along with this necessary amendment, we are also taking this opportunity to make a limited number of minor technical improvements (see explanatory notes);<\/p>\n

                \n
              1. Adoption of the \u2018Explanatory Notes on the Amendment to the Consolidated Regulation on Income Support, Reintegration and Participation 2023, second amendment\u2019 overview;<\/li>\n
              2. To take note of the favourable recommendation of the Social Affairs Advisory Council dated 7 April 2026, reference ASDA 2026-02;<\/li>\n<\/ol>\n

                1. \u2018Submit the \u2019Amendment to the Consolidated By-law on Income Support, Reintegration and Participation 2023, second amendment\u2018 to the municipal council for decision. \u2019Explanatory notes on the Amendment to the Consolidated By-law on Income Support, Reintegration and Participation 2023, second amendment\u2019 and the advice of the Social Domain Advisory Council dated 7 April 2026, reference ASDA 2026-02, as annexes.<\/li>\n<\/ol>\n

                    9. Future plan and annual accounts: GR Tribuut\u2019s opinion<\/h2>\n

                    Proposal from the Finance and Control Department:<\/p>\n

                    1. To take note of the draft Future Plan and Multi-Annual Budget 2027\u20132030, including the new municipalities covered by the Joint Arrangement on Tax Cooperation;<\/li>\n
                    2. To take note of the draft Future Plan and Multi-Annual Budget 2027\u20132030, excluding the new municipalities covered by the Joint Arrangement on Tax Cooperation;<\/li>\n
                    3. To take note of the 2025 annual accounts of the Joint Arrangement for Tax Cooperation (Tribut);<\/li>\n
                    4. To take note of the auditor\u2019s audit report on the 2025 annual accounts;<\/li>\n
                    5. To familiarise oneself with the dashboard of the Joint Arrangement on Tax Cooperation (Tribut);<\/li>\n
                    6. To propose to the council that it should not submit a statement of views on the draft budget for 2027\u20132030;<\/li>\n
                    7. To ask the council to inform the Tribuut board of the decision taken, using the attached draft letter.<\/li>\n<\/ol>\n

                      10. 2025 Financial Statements and 2027 Budget for the Stedendriehoek Region<\/h2>\n

                      Proposal from the Finance and Control and Group Affairs departments:<\/p>\n

                        \n
                      1. To approve the proposal by the Executive Committee of the Stedendriehoek Region to allocate \u20ac610,000 from the 2025 financial result to the Brussels liaison office, the Circular Economy Coordinator, strengthening of implementation capacity and grant advice, and to distribute the remaining balance of \u20ac308,383 to the municipalities on the basis of the per capita contribution;<\/li>\n
                      2. To request the Presidium to submit the 2025 annual accounts and the 2027 budget to the municipal council for information;<\/li>\n
                      3. To propose to the municipal council that it approve the draft letter to the Stedendriehoek Region stating that it sees no reason to submit comments on the 2027 budget;<\/li>\n
                      4. To submit the attached council proposal and resolution to the municipal council.<\/li>\n<\/ol>\n

                        Decision: The council decides in accordance with the proposal.<\/p>\n

                        11. Adoption of the TAM Environmental Plan, Chapter 22au \u2018Staverhul 22 Uddel\u2019<\/h2>\n

                        Proposal from the Environmental Law and Planning Permits Department:<\/p>\n

                          \n
                        1. With regard to the comments raised against the draft TAM environmental plan \u2018Chapter 22au Staverhul 22 Uddel\u2019, we hereby decide to accommodate the views, as set out in the attached Memorandum on Views and Ex officio Amendments;<\/li>\n
                        2. To incorporate the ex officio amendments described in the \u2018Memorandum on Comments and Ex Officio Amendments\u2019 into the TAM Environmental Plan;<\/li>\n
                        3. The draft TAM environmental plan \u2018Chapter 22au Staverhul 22 Uddel\u2019, as contained in the file set with plan identification NL.IMRO.0200.tam0048-vas1, which relates to the closure of a livestock farm due to participation in the National Livestock Farm Site Closure Scheme, the closure of a mini-campsite, the conversion of a farm dwelling into a private residence and the construction of five private residences, and to adopt the amended plan, both electronically and in hard copy, in accordance with the attached draft decision;<\/li>\n
                        4. Do not adopt an operational plan.<\/li>\n<\/ol>\n

                          Decision: The council decides in accordance with the proposal.<\/p>\n

                          12. Request that the application for an environmental permit for the \u2018Temporary Housing at the Trout Farm\u2019 project no longer be treated as an application and that the request be rejected<\/h2>\n

                          Proposal from the Projects, Programmes and Interim Management Department:<\/p>\n

                            \n
                          1. To decide to no longer treat the application for an environmental permit for the construction of 500 temporary dwellings on the Kayersdijk plot near number 122 in Apeldoorn (cadastral reference: Apeldoorn, section AD, number 2860) and to reject this request, as PUP is no longer in a position to carry out the building plan (due to the lack of consent from the landowner) and can therefore no longer be regarded as an interested party;<\/li>\n
                          2. The draft decision (Annex C) to adopt the decision to reject the application for an environmental permit;<\/li>\n
                          3. To take note of the draft letter (Annex D) to the parties who submitted their views, in which they are informed of the new situation that has arisen.<\/li>\n<\/ol>\n

                            All of this is subject to a decision by the municipal council.<\/p>\n

                            To be put to the council:<\/p>\n

                              \n
                            1. To take note of the decision in which the Municipal Executive no longer treats the application for an environmental permit to construct 500 temporary dwellings on the Kayersdijk plot near number 122, Apeldoorn (cadastral reference: Apeldoorn, section AD, number 2860) is no longer being processed as an application and that this request is rejected, as PUP is no longer in a position to carry out the building plan;<\/li>\n
                            2. To reject the declaration of no objection to this initiative, given that PUP is no longer in a position to carry out the building plan;<\/li>\n<\/ol>\n
                                \n
                              1. The request to obtain an environmental permit to derogate from the current local plan pursuant to Article 2.12(1)(a)(3) of the Wabo for the construction of 500 temporary dwellings on the Kayersdijk plot near number 122 in Apeldoorn (known in the land registry as Apeldoorn, section AD, number 2860) should not be treated as an application and should be rejected.<\/li>\n<\/ol>\n

                                Decision: The Executive Committee decides in accordance with the proposal, subject to the inclusion of editorial amendments.<\/p>\n

                                13. VNOG: draft programme budget for 2027\u20132030 and provisional annual accounts for 2025<\/h2>\n

                                Proposal from the Security Department:<\/p>\n

                                  \n
                                1. To approve the draft programme budget for 2027\u20132030 and the provisional annual accounts for 2025 of the VNOG;<\/li>\n
                                2. To forward the UNOG\u2019s draft programme budget for 2027\u20132030 and its provisional annual accounts for 2025 to the municipal council for consultation;<\/li>\n
                                3. To request the Presidium to submit the VNOG\u2019s opinion on the draft programme budget for 2027\u20132030 to the municipal council for adoption.<\/li>\n<\/ol>\n

                                  Decision: The Executive Committee decides in accordance with the proposal, subject to the inclusion of editorial amendments.<\/p>\n

                                  14. Annual Accounts 2025<\/h2>\n

                                  Proposal from the Finance and Control Department:<\/p>\n

                                    \n
                                  1. To approve the 2025 annual accounts, which show a profit of \u20ac20.7 million, and to request the Presidium to submit them to the municipal council for approval in accordance with the attached draft council proposal and resolution;<\/li>\n
                                  2. To propose to the municipal council that it authorise budget overruns in excess of \u20ac300,000 at programme level;<\/li>\n
                                  3. To propose to the municipal council that it adopt the seven zoning proposals, totalling \u20ac1.9 million;<\/li>\n
                                  4. To propose to the Presidium that the attached budget amendment 2026-16, resulting from the proposed allocations, be submitted to the council for approval;<\/li>\n
                                  5. Taking note of the statement of assurance in the annual accounts;<\/li>\n
                                  6. To take note of the Group Controller\u2019s report accompanying the 2025 annual accounts;<\/li>\n
                                  7. To authorise the Finance Portfolio Holder to make textual amendments in response to the auditor\u2019s final report.<\/li>\n<\/ol>\n

                                    Decision: The council decides in accordance with the proposal.<\/p>\n

                                    15. First budget amendment to the MPB 2026\u20132029, 2026 instalment<\/h2>\n

                                    Proposal from the Finance and Control Department:<\/p>\n

                                      \n
                                    1. To make broader use of the \u20ac496,000 allocated in the 2026 budget under the \u2018Duty of Care for Libraries\u2019 provision in the field of culture;<\/li>\n
                                    2. We request that the Presidium submit the first 2026 budget amendment to the municipal council for approval.<\/li>\n<\/ol>\n

                                      Decision: The council decides in accordance with the proposal.<\/p>\n

                                      16. Draft statement of no objection: Brinkenweg 36, Klarenbeek<\/h2>\n

                                      Proposal from the Environmental Law and Planning Permits Department:<\/p>\n

                                        \n
                                      1. The Presidium requests the Council to propose a resolution stating its intention to issue a draft declaration of no objection, as referred to in the General Provisions on Environmental Law Act (Wabo) for a deviation from the current environmental plan for the purpose of legalising business activities and creating landscape integration at Brinkenweg 36;<\/li>\n
                                      2. Provided that the council decides in favour of issuing a draft statement of no objection, to approve the legalisation of the business activities and the implementation of landscape integration measures at Brinkenweg 36, together with the accompanying spatial justification (including the appendices);<\/li>\n<\/ol>\n
                                          \n
                                        1. To conclude that, in the case of \u2018Brinkenweg 36 in Klarenbeek\u2019, as referred to in Article 2.1(1)(c) of the General Provisions on Environmental Law Act, no environmental impact assessment (EIA) needs to be drawn up, as there are no significant adverse effects on the environment.<\/li>\n<\/ol>\n

                                          Decision: The council decides in accordance with the proposal.<\/p>\n

                                          17. SOK \u2018Vital Holiday Parks\u2019 Programme<\/h2>\n

                                          Proposal from the Projects, Programmes and Interim Management Department:<\/p>\n

                                          To the Executive Committee:<\/p>\n

                                            \n
                                          1. Adoption of the \u2018Vitale Vakantieparken Veluwe\u2019 Partnership Agreement, in which the parties set out the governance and management of the partnership, as well as the arrangements for hosting the \u2018Vitale Vakantieparken 2026\u20132030\u2019 Programme.<\/li>\n
                                          2. To bring this decision to the attention of the municipal council.<\/li>\n<\/ol>\n

                                            To the Mayor:<\/p>\n

                                              \n
                                            1. To authorise Councillor M. Wenzkowski to sign the \u2018Vitale Vakantieparken\u2019 Partnership Agreement on behalf of the mayor.<\/li>\n<\/ol>\n

                                              Decision: The council decides in accordance with the proposal.<\/p>\n

                                              Decision: The mayor grants Councillor M. Wenzkowski the authority to sign the \u2018Vitale Vakantieparken\u2019 partnership agreement.<\/p>\n

                                              18. Applications for the 2027 school accommodation programme<\/h2>\n

                                              1. In accordance with the Apeldoorn 2021 Regulation on Educational Accommodation Facilities:\n

                                                1. the consideration of three applications from two educational institutions for the 2027 Educational Premises Programme, and consequently<\/li>\n
                                                2. agree to commence consultations with the school boards, during which further arrangements regarding implementation can be made.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n

                                                  Decision: The council decides in accordance with the proposal.<\/p>\n

                                                  19. Setting up a local advice and reporting centre for concerning behaviour<\/h2>\n

                                                  Proposal from the Social Development Policy, Finance and Legal Affairs departments:<\/p>\n

                                                  1. To terminate the agreement on the Regional Advice and Reporting Centre for Confused Behaviour, dated 1 January 2020, between the municipality of Apeldoorn and GGnet with effect from 1 June 2026.<\/li>\n<\/ol>\n

                                                    1. To approve the local implementation of the reporting scheme for confused behaviour.<\/li>\n
                                                    2. Reallocate the funding to strengthen the intensive management team in order to support the transition to local implementation.<\/li>\n<\/ol>\n
