Approval of the minutes of 12 May 2026<\/h2>\n<p>The minutes were approved without amendment.<\/p>\n<p>DOCUMENTS FOR DISCUSSION<\/p>\n<h2>2. Dimpact General Meeting, 21 May 2026<\/h2>\n<p>Proposal from the Information Department:<\/p>\n<ol>\n<li>Not to exercise the voting rights of the municipality of Apeldoorn at the Dimpact General Meeting of Members on 21 May 2026. This is to be done in line with the commitment set out in the council letter of 10 March 2026 not to procure or implement any services or IT facilities via Dimpact pending the PMA on accession to Dimpact;<\/li>\n<li>Pursuant to Article 5.1(4) of the Woo, the publication of Annexes 0.2.1 is deferred. Appendix 2a: Cover Note to the 2025 Annual Report, including the annual accounts, 0.2.2. Appendix 2b: Dimpact U.A. Cooperative 2025 Annual Report, 0.2.3. Annex 2c: Social Annual Report 2025, 0.5.1 Annex 5a: Dimpact Contribution Model and 0.5.2. Annex 5b: Dimpact Contribution Model until 22 May 2026;<\/li>\n<li>Pursuant to Article 87 of the Municipalities Act, in conjunction with Article 5.1 of the Housing Act (regarding the prevention of disproportionate advantage or disadvantage), 0.1 Annex 1: Draft minutes of the Dimpact General Meeting of Members, 22 May 2025, 0.4.1. Appendix 4a: Letter from the Association of Netherlands Municipalities (VNG) regarding implementation dated 12 January 2026, 0.4.2. Appendix 4b: Basic information attached to the VNG letter, and 0.4.3 Appendix 4c: Dimpact\u2019s strategy and positioning in the national context;<\/li>\n<li>Pursuant to Section 87 of the Local Government Act, in conjunction with Section 5.1 of the Housing Act (confidentiality in relation to\u00a0economic or financial interests), to impose a confidentiality requirement on 0.6.1 Annex 6a: Draft Annual Plan 2027 and Financial Annual Plan 2027, 0.6.2 Annex 6b Annual Plan 2027 and 0.6.3 Annex 6c Financial Annual Plan 2027.<\/li>\n<\/ol>\n<p>Decision: The Executive Committee has decided not to attend the Dimpact General Meeting on 21 May 2026. In all other respects, the proposal is withdrawn.<\/p>\n<p>HAMMER PIECES<\/p>\n<h2>3. Council memorandum setting out the current status of the Security Centre project<\/h2>\n<p>Proposal from the Projects, Programmes and Interim Management Department:<\/p>\n<ol>\n<li>To adopt and send the attached council letter informing the council of the progress of the Safety Centre project.<\/li>\n<\/ol>\n<p>Decision: The council decides in accordance with the proposal.<\/p>\n<h2>4. Credit application for land-use management 2026<\/h2>\n<p>Proposal from the Projects, Programmes and Interim Management Department:<\/p>\n<ol>\n<li>To make available a sum of \u20ac1,275,000 for the implementation of physical measures for land-use management in the Veluwe from 2026 to 2028, to cover the capital costs from the funds made available for this purpose by the municipal council for the Veluwe programme, and to adopt the related budget amendment BW2026-15.<\/li>\n<\/ol>\n<p>Decision: The council decides in accordance with the proposal.<\/p>\n<h2>5. Further rules on guardianship of citizens<\/h2>\n<p>Proposal from the Social Development Policy Department:<\/p>\n<ol>\n<li>To be adopted: The detailed rules on citizen guardianship, as referred to in Article 17(2) of the Apeldoorn Youth Care Regulation 2026. These rules provide for remuneration for citizen guardians, as well as an allowance for expenses up to a maximum of the amount of child benefit;<\/li>\n<li>To entrust the implementation of the scheme to the Social Services Helpdesk and to authorise the head of department and the team manager for Wmo Administration and Youth and Relationship Management to implement the scheme;<\/li>\n<li>To bring the adopted scheme to the attention of the municipal council.<\/li>\n<\/ol>\n<p>Decision: The council decides in accordance with the proposal.<\/p>\n<p>WRITTEN QUESTIONS<\/p>\n<h2>6. Written response to questions from the VVD and Wij Apeldoorn regarding the cyber incident in Epe and the digital resilience of the municipality of Apeldoorn<\/h2>\n<p>Proposal from the Information Department:<\/p>\n<ol>\n<li>To adopt the answers to the written questions;<\/li>\n<li>Notify the municipal council of this decision.<\/li>\n<\/ol>\n<p>Decision: The council decides in accordance with the proposal.<\/p>\n<p>MAYOR\u2019S DECISIONS TKN<\/p>\n<p>\u2013<\/p>\n<p>Items not on the agenda \/ Any other business<\/p>\n<ul>\n<li>Councillor Biharie wishes it to be recorded in the minutes that she was unwell at the time the council took the decision to allow emergency shelter at Waleweingaarde, and that she does not support emergency shelter at this location.<\/li>\n<\/ul>\n<p>The council takes note of this.<\/p>\n<ul>\n<li>The mayor is updating the executive committee on the current situation regarding the emergency shelter at Waleweingaarde.
