These projects must be completed by 2036 at the latest. The Apeldoorn local authority will compile the projects and submit them; Liander will then determine who is allocated capacity.<\/p>\n<p>On <a class=\"external\" href=\"https:\/\/zoek.officielebekendmakingen.nl\/gmb-2026-411088.html\">Overheid.nl<\/a> Here you can read about the rules the local authority applies to determine the order in which housing developments are connected to the mains supply. The Apeldoorn council has assessed the applications and ranked them on the basis of the stated policy guidelines. In addition, the guiding principle is that projects\u00a0<strong>not<\/strong> Applications are submitted via the \u2018Previous\u2019 option which:<\/p>\n<ul>\n<li>To have passed a positive network check following a preliminary application (submitted before 1 July 2026) and based on additional information requested by Liander. This means that Liander has already included the project on its waiting list and that these housing development plans do not need to be resubmitted.<\/li>\n<\/ul>\n<ul>\n<li>Will be completed after 2036, as the \u2018Early Application\u2019 scheme only allows applications to be made 10 years in advance<\/li>\n<\/ul>\n<ul>\n<li>Have already started, have been granted an irrevocable planning permission and\/or have already been completed. A house number decision is available for these, and the developer can apply for a connection themselves.<\/li>\n<li>Not being specific enough because the data required for an application is missing. This includes details such as: the number of dwellings, including the type of development (high-rise, low-rise, mixed), the start of construction, the year of completion, and any evidence that this project will be carried out.<\/li>\n<\/ul>\n\r\n\t\t\t<\/div>\r\n\t\t<\/div>\r\n\t<\/div>\r\n<\/div>\r\n\n\n<div data-acfblock=\"Tekst\" class=\"section a section--blue e-tekst\">\r\n\t<div class=\"container\">\r\n\t\t<div class=\"row justify-content-center elementOnTop\">\r\n\t\t\t<div class=\"col article-content__content-custom-1220 editor elementOnTop\">\r\n\t\t\t\t<h2>Submit applications earlier than October 2026  <\/h2>\r\n<p>The process of submitting applications in advance will continue after October 2026. Projects that are not yet sufficiently detailed can still be submitted to the local authority once they have been further developed. Grid operator Liander and local authorities are doing everything they can to expand the grid. New electricity substations and new cables are being installed, including in the municipality of Apeldoorn. But that takes time. That is why, with effect from July 2026, the Netherlands Authority for Consumers and Markets (ACM) has introduced new, nationwide rules governing the distribution of electricity for new applications.<\/p>\n\t\t\t\t<\/div>\n\t\t\t  <\/div>\n\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"accordion-item\">\n\t\t\t  <h3 class=\"accordion-header\" id=\"heading-u1-i2\">\n\t\t\t\t<button class=\"accordion-button collapsed\" type=\"button\" data-bs-toggle=\"collapse\" data-bs-target=\"#collapse-u1-i2\" aria-expanded=\"false\" aria-controls=\"collapse-u1-i2\">\n\t\t\t\t  <span class=\"accordion-toggle\"><\/span>What has changed?\t\t\t\t<\/button>\n\t\t\t  <\/h3>\n\t\t\t  <div id=\"collapse-u1-i2\" class=\"accordion-collapse collapse\" aria-labelledby=\"heading-u1-i2\">\n\t\t\t\t<div class=\"accordion-body\">\n\t\t\t\t  <p>Since 1 July 2026, all new applications for a new or higher-capacity electricity connection have been placed on a waiting list. This also applies to small consumers such as households and many small and medium-sized enterprises. This has major consequences: all applications are placed on a single, joint waiting list. This applies to everyone: residents, businesses and construction projects.<\/p>\n\t\t\t\t<\/div>\n\t\t\t  <\/div>\n\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"accordion-item\">\n\t\t\t  <h3 class=\"accordion-header\" id=\"heading-u1-i3\">\n\t\t\t\t<button class=\"accordion-button collapsed\" type=\"button\" data-bs-toggle=\"collapse\" data-bs-target=\"#collapse-u1-i3\" aria-expanded=\"false\" aria-controls=\"collapse-u1-i3\">\n\t\t\t\t  <span class=\"accordion-toggle\"><\/span>Who has right of way?\t\t\t\t<\/button>\n\t\t\t  <\/h3>\n\t\t\t  <div id=\"collapse-u1-i3\" class=\"accordion-collapse collapse\" aria-labelledby=\"heading-u1-i3\">\n\t\t\t\t<div class=\"accordion-body\">\n\t\t\t\t  <p>Projects of public interest are given priority:<\/p>\n<ul>\n<li>Category 1: Congestion-relief measures (projects that free up capacity on the grid, such as large-scale energy storage and batteries)<\/li>\n<li>Category 2: Safety \u2013 Essential services (such as healthcare, emergency services and water management)<\/li>\n<li>Category 3: Basic needs and essential services (such as housing, education and heating)<\/li>\n<\/ul>\n<p>Other applications will be dealt with afterwards and will therefore remain on the waiting list for longer.<\/p>\n\t\t\t\t<\/div>\n\t\t\t  <\/div>\n\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"accordion-item\">\n\t\t\t  <h3 class=\"accordion-header\" id=\"heading-u1-i4\">\n\t\t\t\t<button class=\"accordion-button collapsed\" type=\"button\" data-bs-toggle=\"collapse\" data-bs-target=\"#collapse-u1-i4\" aria-expanded=\"false\" aria-controls=\"collapse-u1-i4\">\n\t\t\t\t  <span class=\"accordion-toggle\"><\/span>What does the municipality do?\t\t\t\t<\/button>\n\t\t\t  <\/h3>\n\t\t\t  <div id=\"collapse-u1-i4\" class=\"accordion-collapse collapse\" aria-labelledby=\"heading-u1-i4\">\n\t\t\t\t<div class=\"accordion-body\">\n\t\t\t\t  <p>Where possible, Apeldoorn Council submits new applications for key projects, such as housing, education, healthcare and municipal services. In doing so, the council aims to minimise delays as much as possible. The final allocation of grid capacity is determined by the grid operator Liander on the basis of national ACM regulations.<\/p>\n\t\t\t\t<\/div>\n\t\t\t  <\/div>\n\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"accordion-item\">\n\t\t\t  <h3 class=\"accordion-header\" id=\"heading-u1-i5\">\n\t\t\t\t<button class=\"accordion-button collapsed\" type=\"button\" data-bs-toggle=\"collapse\" data-bs-target=\"#collapse-u1-i5\" aria-expanded=\"false\" aria-controls=\"collapse-u1-i5\">\n\t\t\t\t  <span class=\"accordion-toggle\"><\/span>What does this mean for you?\t\t\t\t<\/button>\n\t\t\t  <\/h3>\n\t\t\t  <div id=\"collapse-u1-i5\" class=\"accordion-collapse collapse\" aria-labelledby=\"heading-u1-i5\">\n\t\t\t\t<div class=\"accordion-body\">\n\t\t\t\t  <h3>Resident<\/h3>\n<p>For households, there will be no change to the day-to-day supply of electricity. Would you like to make your home more sustainable with a heat pump or an electric vehicle charging point? Ask an electrician or installer to check whether you need a higher-capacity connection. If you don\u2019t need a higher-capacity connection, nothing will change and you can go ahead with your plans. If you do need a higher-capacity connection to the electricity grid, it may take longer before it\u2019s your turn to be connected. However, in most cases, it is possible to make your home more sustainable with a standard electricity connection. This is certainly true if you use electricity sensibly \u2013 for example, by not using all your appliances at the same time and minimising usage during peak hours (between 4.00 pm and 9.00 pm).<\/p>\n<h3>Entrepreneur<\/h3>\n<p>As a business owner, do you have plans to expand, switch to electricity or make your business operations more sustainable? If so, it is important to be aware that you may face waiting times for a new or higher-capacity electricity connection. Since 1 July 2026, SMEs have also been placed on the same waiting list as large-scale consumers and other applications.<\/p>\n<p>We therefore advise business owners to gain an understanding of their situation and options at an early stage, for example in the following areas:<\/p>\n<ul>\n<li>Network operator or installer: have an assessment carried out to determine whether a new or higher-capacity connection is technically necessary.<\/li>\n<li>RVO or the Business Helpdesk: find out about grants, smart solutions and alternatives to grid reinforcement.<\/li>\n<li>Apeldoorn City Council: the council plays a monitoring role and contributes ideas on collective or area-specific solutions, but cannot provide any guarantees regarding implementation or
