      1. To approve a departure from the previous vision for the Huis van de Stad, with the aim of improving safety and security in the town hall. Specific details of this are as follows:\n
          \n
        1. Floors 2 to 5 will be fitted with individual access control (access gates);<\/li>\n
        2. The 1e<\/sup> This floor will be fitted with individual access control (access gates), with the exception of the counters on floor 1C, which will remain open to the public, but including the Coffee Point and the administration wing;<\/li>\n
        3. In the basement, the meeting rooms will be fitted with access card readers;<\/li>\n
        4. A procedure will be put in place whereby visitors are welcomed at reception. There, they will be issued with a visitor pass if they have an appointment on the office floors. Visitors are always collected;<\/li>\n<\/ol>\n<\/li>\n

          5. Procedure for planning permission applications (BOPAs) in conjunction with spray-free zones<\/h2>\n

          Proposal from the Environmental Law and Planning Permits Department:<\/p>\n

Establishing the procedure for granting environmental permits for an activity not covered by the environmental plan (BOPAs) whilst ensuring the designation of spray-free zones (a strip of agricultural land where no pesticides may be used) via a periodic environmental plan covering solely the designation of spray-free zones, whereby:\n
              \n
            1. The initiators must enter into a private-law agreement with the landowner(s) of the neighbouring agricultural plots, stipulating that no plant protection products may be used within 50 metres of the boundary of the site where the development is taking place;<\/li>\n
            2. The initiators must submit a signed declaration to the local authority, in which the landowners of the neighbouring agricultural plots situated within 50 metres of the development\u2019s boundary agree to the imposition of a pesticide-free zone in the local development plan;<\/li>\n
            3. Compensation for losses incurred in connection with the granting of a licence by way of an agreement is passed on to the project proponent, both in respect of the licensing procedure and the subsequent amendment to the local development plan;<\/li>\n
            4. Those proposing the initiative should be made aware in advance of the drawbacks of this approach;<\/li>\n
            5. The designations of spray-free zones are periodically included in the environmental plan;<\/li>\n<\/ol>\n<\/li>\n

                                14. Regional Energy Supply Programme for the Stedendriehoek: Compliance with the Environment Act<\/h2>\n

The decision of 17 March 2026 to partially revoke the Regional Energy Supply Programme for the Stedendriehoek region, as adopted by the Executive Committee, in so far as this decision relates to the framework provisions of the Regional Energy Supply Programme, as these provisions, by their nature, fall within the remit of the municipal council.\n
                                    \n
                                  1. The term \u2018framework components\u2019 refers to:<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n
                                      \n
                                    • the vision for the energy supply of the future;<\/li>\n
                                    • the guiding principles from an energy perspective;<\/li>\n
                                    • the commitments set out in the Energy Outlook, insofar as these provide guidance for<\/li>\n<\/ul>\n

                                                        1. To amend the mandate resolution addressed to the Municipality of Nijmegen, which was adopted on 11 March 2025, and to bring this revised mandate resolution into force on the date of its publication;<\/li>\n
                                                        2. To delegate to the Nijmegen Municipal Executive the powers of inspection and the authority to appoint persons to carry out inspections under the Youth Act Regulations. This mandate allows for the delegation of powers to an official to be appointed by the Municipality of Nijmegen and for the granting of authorisation to an investigation agency (including natural persons) to be appointed by the Municipality of Nijmegen. By issuing the mandate decision, the Municipal Executive grants approval for the Municipality of Nijmegen to commence a substantive audit;<\/li>\n
                                                        3. To delegate to the Nijmegen Municipal Executive the authority to decide on a contract for services with a research agency. This mandate must allow for the authority to be sub-delegated to an official to be appointed by Nijmegen;<\/li>\n
                                                        4. To authorise the mayor to grant power of attorney to the mayor of Nijmegen to enter into and sign the agreement with the research agency, with the option, where appropriate, of delegating this authority to an official to be designated by the mayor of Nijmegen.<\/li>\n
                                                        5. It is hereby stipulated that any additional hours or costs exceeding the research agency\u2019s quotation may only be incurred subject to prior written approval by the Nijmegen Municipal Executive, obtained following prior agreement from the coordinating contact person of the relevant participating region, K10.<\/li>\n<\/ol>\n

                                                                          Proposal from the Finance and Control Department:<\/p>\n

                                                                            \n
                                                                          1. Pursuant to Article 5.1(4) of the Woo, it is decided to defer the publication of this council proposal and the accompanying documents until 3 July 2026, after the parties concerned have been informed;<\/li>\n
                                                                          2. To take note of the agenda items and the supporting documents for the Annual General Meeting of Shareholders of Accres Holding BV, Accres Apeldoorn BV and Accres Shared Services BV to be held on 2 July;<\/li>\n
                                                                          3. Agree to:<\/li>\n
                                                                          4. the 2025 annual accounts of Accres Holding;<\/li>\n
                                                                          5. the 2025 annual accounts of Accres Apeldoorn;<\/li>\n
                                                                          6. the 2025 annual accounts of Accres Shared Services;<\/li>\n
                                                                          7. the allocation of \u20ac509,135 from the profit to Accres\u2019s general reserve in connection with a higher required level of capital adequacy, allocating \u20ac694,000 to Accres\u2019s restricted reserve for investments in fixed assets and distributing the remaining amount of \u20ac346,000 as a dividend to the municipality of Apeldoorn;<\/li>\n
                                                                          8. the granting of discharge to the management for the management of the company and to the supervisory directors for the supervision exercised; and<\/li>\n
                                                                          9. To inform the council of the decisions taken.<\/li>\n<\/ol>\n

                                                                            Decision: The council decides in accordance with the proposal.<\/em><\/strong><\/p>\n

                                                                            This decision shall be published on 3 July 2026.<\/em><\/strong><\/p>\n
