We have many plans for Apeldoorn. Housing is needed, and we want good facilities in our neighbourhoods and villages. This is how we ensure Apeldoorn remains a great place to live, do business and visit. As Councillor for Finance, I believe it is important that we invest in facilities whilst keeping the rise in living costs for Apeldoorn residents to a minimum.<\/em><br \/>\n<em>In doing so, we are looking ahead. We must be able to continue to afford the decisions we make now in the future. That is why we are taking a critical look at our expenditure and at what we can do less of or do differently. This is necessary so that we can continue to invest.<\/em>\u201d<\/p>\n<h2>Where does the money go?<\/h2>\n<p>The budget for 2027 amounts to nearly \u20ac900 million. Of this, \u20ac403 million is allocated to the \u2018society\u2019 theme. This represents nearly half of the total budget and is spent on safety, youth and education, health and the Social Support Act (WMO), culture, sport and heritage. We are spending \u20ac185 million on our living environment. This includes, amongst other things, building homes and constructing roads. \u20ac173 million is allocated to income support schemes and investment in our economy. Finally, we are spending \u20ac138 million on administration and our organisation. This includes ensuring that our digital security and resilience are up to standard.<\/p>\n<h2>After 2027<\/h2>\n<p>For the years after 2027, projected expenditure is expected to exceed revenue. At the same time, it remains uncertain how much funding Apeldoorn will receive from central government at that time. Borrowing is also becoming more expensive. Interest rates are rising for local authorities, which means that, from 2027 onwards, the council will spend an additional \u20ac900,000 a year on interest costs than previously forecast. To ensure it is well prepared for this, the council will be drawing up a number of plans in the coming period.<\/p>\n<h2>Housing costs are rising at a slower rate than inflation<\/h2>\n<p>Municipal housing costs are set to rise by an average of 2.8 per cent in 2027. This is slightly less than the expected inflation rate of around 3 per cent. As regards dog licence fees, the council is proposing to charge the same amount for every dog. At present, a higher rate still applies to a second or subsequent dog in a household.<\/p>\n<h2>Investments<\/h2>\n<p>The council is making additional funding available for residents\u2019 initiatives. By investing in business parks and sectors that strengthen Apeldoorn\u2019s reputation as a \u2018City of Safety\u2019, the council aims to boost the economy and create jobs.<br \/>\nThe most visible changes will take place in public spaces over the coming years. More new homes will be built and the town centre will be redeveloped. The budget also brings good news for sports and culture enthusiasts. For example, the Beach Volleyball World Championships are coming to Apeldoorn, and the council is allocating extra funding for a pop venue with a capacity of 850.<\/p>\n<h2>Decision-making<\/h2>\n<p>On Thursday 29 October 2026, the council will discuss the MPB during the Political Market (PMA). There will be an opportunity for members of the public to speak at that time.
