To approve the letter to the Presidium concerning the TAM environmental plan \u2018Chapter 22ad Het Woud Beekbergsebroek in Klarenbeek\u2019, with plan identification NL.IMRO.0200.tam0031-vas1, which provides for the conversion of agricultural land to nature conservation areas.<\/li>\n<\/ol>\n

          6. Council letter \u2018Remembering, celebrating and passing on\u2019<\/h2>\n

          Proposal from the Communications and Cabinet Affairs Department:<\/p>\n

          1. Adoption of this council memorandum on the ongoing focus on freedom in Apeldoorn and the surrounding villages. This memorandum informs the council about the further implementation of the motions 80 Years of Freedom \/ Commemoration Programme<\/em>, A systematic focus on freedom<\/em>, Freedom requires education<\/em> and Those who work for peace deserve recognition<\/em>, partly based on the findings and recommendations of Fred de Graaf. It also examines the structural approach to \u2018Remembering, Celebrating and Passing on\u2019, the links between existing initiatives and the role of the local authority;<\/li>\n
          2. To approve the forwarding of this council letter to the council.<\/li>\n<\/ol>\n

            Decision: The Executive Committee decides in accordance with the proposal, subject to the inclusion of editorial amendments.<\/em><\/strong><\/p>\n

            7. VNOG: views and concerns regarding the establishment of, and participation in, the KCR2 Foundation<\/h2>\n

            Proposal from the Security Department:<\/p>\n

            1. To take note of the letter from the VNOG regarding the intention to establish and participate in the Central Government\u2013Regions Coordination Hub (KCR2) together with the other safety regions;<\/li>\n
            2. To request the Presidium to submit the letter \u2018Response to concerns regarding KCR2\u2019 to the municipal council for adoption (council proposal and draft council resolution attached).<\/li>\n<\/ol>\n

              8. GEUS \u2013 Comprehensive Development Plan for the Uddelerveen sub-area<\/h2>\n

              Proposal from the Environmental Policy Department:<\/p>\n

              1. To adopt the Uddelerveen Integrated Development Plan as a guiding framework for the integrated area development of the Uddelerveen sub-area;<\/li>\n
              2. To approve the cooperation agreement between the municipalities of Apeldoorn and Ermelo and the Vallei en Veluwe Water Board for the implementation of the Uddelerveen integrated development plan and the use of the provincial funds made available for this purpose;<\/li>\n
              3. To request the mayor to grant power of attorney to Councillor Van der Zande to sign the cooperation agreement on behalf of the municipality of Apeldoorn.<\/li>\n<\/ol>\n

                9. Setting the subsidy ceiling for neighbourhood and community development work in 2027<\/h2>\n

                1. Setting a subsidy ceiling of \u20ac2,519,678.52 for neighbourhood and community development work in Apeldoorn for 2027. Within the 2027 programme budget, subject to approval by the municipal council, full funding is available under Programme 1 \u2013 Society.<\/li>\n<\/ol>\n

                  10. Consolidated Decree on detailed rules and policy guidelines under the Participation Act and related regulations of the Municipality of Apeldoorn<\/h2>\n

                  Proposal from the Social Development Policy Department:<\/p>\n

                  1. To approve the \u2018Comprehensive Decision on further rules and policy guidelines under the Participation Act and related regulations of the municipality of Apeldoorn\u2019;<\/li>\n
                  2. To approve the release of the Consolidated Decree for public consultation;<\/li>\n
                  3. To approve the draft letter to the Social Domain Advisory Council and authorise its dispatch, in which the Advisory Council is asked to give its advice on the proposed substantive amendments to the Omnibus Decree (in accordance with the Apeldoorn Social Domain Client Participation Regulation), namely:\n
                      \n
                    1. The power to waive the search period for residents aged up to 27 (Article 3.1.2);<\/li>\n
                    2. The possibility of awarding a benefit with retroactive effect (Article 3.1.3);<\/li>\n
                    3. A change to the rules governing the exemption of gifts under social security benefits (Article 3.2.2).<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n

                      Decision: The council decides in accordance with the proposal.<\/em><\/strong><\/p>\n

                      11. Gentiaan Neighbourhood Deal<\/h2>\n

                      Proposal from the \u2018Vitaal en Ondernemend Apeldoorn\u2019 section:<\/p>\n

                        \n
                      1. To approve the Neighbourhood Deal for the Gentiaan neighbourhood, which aims to establish a community centre at 311 Gentiaanstraat, and to submit a grant application to the Province of Gelderland for this purpose;<\/li>\n
                      2. To grant permission to the De Woonmensen Foundation, subject to conditions to be set out in due course, sell the right of superficies relating to the building at Gentiaanstraat 311 to the Buurthuiskamer Gentiaan Foundation (in the process of being established) and to investigate whether the municipality is prepared to sell the bare ownership of the land on which the building stands to this foundation as well;<\/li>\n
                      3. Proposal to award a grant of \u20ac338,382 to the Gentiaan Community Centre Foundation (in the process of being established) for the implementation of this Neighbourhood Deal, <\/em>of which \u20ac288,382 will be allocated from the grant to be received from the Province of Gelderland for this purpose, and \u20ac50,000 will be contributed by the municipality itself, to be covered from the \u2018Impulse Budget for the implementation of area-based initiatives\u2019;<\/li>\n
                      4. To grant the portfolio holder editorial authority over the attached documents;<\/li>\n<\/ol>\n

                        1. To grant Councillor M.D. Kuiper the authority to sign this Neighbourhood Agreement on behalf of the municipality of Apeldoorn.<\/li>\n<\/ol>\n
