                1. To approve the handover dossier for the Ecofactorij II underpass, comprising various research reports on, amongst other things, soil quality, water management, archaeology, ecology, construction, design and costs;<\/li>\n
                2. To hand over the handover dossier to ProRail, thereby bringing to a close the study phase, which was carried out under the responsibility of the municipality of Apeldoorn. ProRail will take over responsibility and commence the contract preparation phase;<\/li>\n

Resolutions to enter into the \u2018Host City Agreement\u2019 for the 2027 Beach Volleyball World Championships with TIG Sports & Events B.V., setting out the arrangements and responsibilities. The council\u2019s contribution towards the organisation of the event amounts to \u20ac475,000. Of this amount, \u20ac325,000 will be paid directly to TIG Sports & Events B.V. as an organisation fee. The remaining \u20ac150,000 will be allocated to local programming, communication and engagement. These amounts will be covered within the available budget for elite sporting events;<\/li>\n

                            13. Grant scheme for community centres<\/h2>\n

                            Proposal from the Social Development Policy Department:<\/p>\n

                            1. To determine the outcome of the tender procedure for five calendar years (2027\u20132031) by means of the attached allocation proposal for the granting of subsidies for Basic Meeting Places, as set out in Table 2, with the following main consequences:\n
                                \n
                              1. The assessment has resulted in three rejections. These relate to new applications that do not meet, or do not sufficiently meet, the criteria of the grant scheme;<\/li>\n
                              2. No existing meeting places will be rejected;<\/li>\n
                              3. The scheme therefore remains within budget: \u20ac6,429,877.08 of the total available budget of \u20ac6,572,488.00 has been utilised;<\/li>\n
                              4. The difference of \u20ac142,610.92 is to be taken into account when preparing the 2026 financial statements, once the legal appeal procedure has been completed and it has been established that this does not give rise to any financial risk;<\/li>\n<\/ol>\n<\/li>\n
                              5. Grant applicants are to be informed of this decision, against which an appeal may be lodged;<\/li>\n<\/ol>\n
                                  \n
                                1. Pursuant to Article 5.1(4) of the Woo, the council has decided to defer the publication of the council proposal and Annex 3 until 10 July 2026, after the parties concerned have been informed.<\/li>\n<\/ol>\n

                                  14. Grant Scheme for Volunteers and Informal Carers 2027\u20132029<\/h2>\n

                                  1. To finalise the outcome of the tender procedure for three calendar years (2027\u20132029) by means of a proposal for the allocation of grants for Volunteer and Informal Care Support in accordance with Table 3, with the following main consequences:\n
                                      \n
                                    1. Three of the five sub-areas remain within the available budget, meaning that no \u2018tender\u2019 is required for these sub-areas and all applications can therefore be awarded;<\/li>\n
                                    2. For two of the five sub-areas (A and D), the total amount applied for exceeded the funding ceilings. These applications were assessed in accordance with the scheme\u2019s guidelines. This has resulted in 9 rejections;<\/li>\n
                                    3. After assessment and rejection, the scheme remains within the budgeted amount;<\/li>\n<\/ol>\n<\/li>\n
                                    4. To inform grant applicants of this decision, against which an appeal may be lodged;<\/li>\n
                                    5. Pursuant to Article 5.1(4) of the Woo, the Council has decided to defer the publication of the Council proposal and Annex 2 until 10 July 2026, after the parties concerned have been informed.<\/li>\n<\/ol>\n

                                                  1. To take note of the fact that the conditions set out in the Final Investment Decision (FID) for the Kerschoten district heating network have not been met.<\/li>\n
                                                  2. Agree to the development of two scenarios so that the Council can take a decision on this in the near future:<\/li>\n
                                                  3. Scenario for the termination of the Kerschoten district heating project;<\/li>\n
                                                  4. Changing the scenario for the connection strategy with customers who wish to participate.<\/li>\n
                                                  5. To approve the attached council memorandum and forward it to the municipal council, explaining that the scenarios mentioned will be developed in greater detail so that the council receives a proposal on the next steps for the project before the end of 2026 and can take a decision on the matter;<\/li>\n
