All parts of the property are covered by the protection. This includes, for example, a conservatory or kitchen added at a later date, even if that part has no heritage value. Annexes or outbuildings may also be covered by heritage protection. Examples include a vicarage attached to a church or a bakehouse next to a farm. This is determined by the explanatory description of the listed building. You can request the explanatory description via <a href=\"mailto:cultuurhistorie@apeldoorn.nl\">cultuurhistorie@apeldoorn.nl<\/a>.<\/p>\n<p>It is important to preserve elements of national and local heritage sites that are of cultural and historical value. You therefore require a planning permission for alterations such as demolition, construction or restoration work in, on, at or near a heritage site. A permit is not usually required for simple maintenance work or alterations to modern interior features.<\/p>\n<ul>\n<li>Examples of external alterations include: building an extension, fitting dormer windows, skylights and window frames; refurbishing or replacing plasterwork and pointing; and repairing or replacing roofs, dormer windows, gutters and chimneys, replacing doors, window frames and windows, and repainting in a different colour scheme<\/li>\n<li>Examples of alterations to the interior include: changes to the structure (layout) of the property and alterations to valuable interior features.<\/li>\n<\/ul>\n<p>View <a href=\"\/vergunningsvrije-werkzaamheden-voor-monumenten-en-beschermde-gezichten\/\">(examples of) works not requiring a planning permission in, on, at or near a listed building or within a protected town or village conservation area<\/a>.<\/p>\n\t\t\t<\/div>\n\t\t  <\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"accordion-item\">\n\t\t  <h2 class=\"accordion-header\" id=\"heading-u1-i2\">\n\t\t\t<button class=\"accordion-button collapsed\" type=\"button\" data-bs-toggle=\"collapse\" data-bs-target=\"#collapse-u1-i2\" aria-expanded=\"false\" aria-controls=\"collapse-u1-i2\">\n\t\t\t  <span class=\"accordion-toggle\"><\/span>Applications, processing, authorisation and implementation\t\t\t<\/button>\n\t\t  <\/h2>\n\t\t  <div id=\"collapse-u1-i2\" class=\"accordion-collapse collapse\" aria-labelledby=\"heading-u1-i2\">\n\t\t\t<div class=\"accordion-body\">\n\t\t\t  <h3>Permit check<\/h3>\n<p>At the national level\u00a0<a class=\"external externe-link\" lang=\"nl\" href=\"https:\/\/omgevingswet.overheid.nl\/home\">Environment counter<\/a>\u00a0You can carry out the planning permission check to determine whether you need planning permission for your project.<\/p>\n<p>The Permit Check is part of the Omgevingsloket. By working through a series of questions, you can check whether you are allowed to carry out your plans at the chosen location without needing a permit, or whether you do need to apply for one.<\/p>\n<p>Click on the \u2018Planning Permission Check\u2019 tab. When carrying out the planning permission check, first enter the address where you wish to build. Next, find the relevant activity by entering a keyword. You will then be directed to a series of questions. Answer these questions.<\/p>\n<p>Once you have worked through all the questions, the conclusions will be summarised in an Omgevingsloket Action List. Follow the instructions on the action list. If so, please feel free to\u00a0<a href=\"\/contact\">contact<\/a>\u00a0with us.<\/p>\n<h3>Request<\/h3>\n<p>You can apply for this planning permission via the national\u00a0<a class=\"external externe-link\" href=\"https:\/\/omgevingswet.overheid.nl\/home\">Environment counter<\/a> under the \u2018Applications\u2019 tab. You will need a DigiD or eHerkenning to do this.<\/p>\n<p>In step 3, enter the activity specified in the action list of the planning permission check. For work on a listed building, this will be: \u2018activity relating to a planning permission application for a municipal listed building\u2019. In many cases, you will also need to apply for a \u2018Building activity (environmental plan) planning permission application\u2019 and\/or a \u2018Building activity (technical) planning permission application\u2019.<\/p>\n<p>Next, complete the form and attach the required supporting documents. These may include architectural drawings, reports, photographs and the like. And, if necessary, the\u00a0<a href=\"https:\/\/www.apeldoorn.nl\/regelen-en-weten\/bouwen-en-verbouwen\/omgevingsvergunning\/bouwen-verbouwen-of-renoveren-en-reclame\/indieningslijst\/\">Create a submission list<\/a>.<\/p>\n<p>In step 7 of the application module, you must decide whether to submit the application definitively or to submit a draft application. With a draft application, you do not yet need to have worked out the plan in every detail. However, it must be clear from the documents submitted what you intend to do and how. Is your plan feasible and do you wish to proceed? If so, you will then need an environmental permit to carry out your (building) plan.<\/p>\n<p>In order for us to assess your application, it is important that you provide all the necessary information. Carrying out work on a listed building whilst complying with all laws and regulations is not straightforward. Please book an appointment online (including for a telephone appointment).<\/p>\n<h3>Processing of the application<\/h3>\n<p>The standard procedure applies to applications for an environmental permit, with a processing time of 8 weeks. This is subject to the application being submitted in full. If, in the case of listed buildings, advice must be sought from the Cultural Heritage Agency of the Netherlands, an extended procedure may apply, with a processing time of 26 weeks. In both cases, the processing time may be extended by 6 weeks.<\/p>\n<p>The Environmental Quality Committee will assess your application in terms of aesthetic and heritage considerations.<\/p>\n<h3>Licence<\/h3>\n<p>If you are granted a planning permission, please read it carefully; planning permissions for listed buildings are often subject to conditions. These conditions are set out in the planning permission and you must comply with them. For example, you may be required to submit a detailed drawing for the local authority\u2019s approval, or the local authority may specify a particular material or method of work. Compliance with the\u00a0<a href=\"https:\/\/www.apeldoorn.nl\/wp-content\/uploads\/2026\/05\/monumentensubsidie_voorwaarden-1.pdf\">Terms and conditions for the restoration and maintenance of listed buildings in the municipality of Apeldoorn<\/a> (pdf, 803 kB) a condition set out in the licence. If you have any questions, please contact the person named in the licence letter. Important: the licence does not come into effect immediately, but after four weeks.<\/p>\n<p><a href=\"https:\/\/www.apeldoorn.nl\/regelen-en-weten\/bouwen-en-verbouwen\/omgevingsvergunning\/procedure-behandeling-van-een-aanvraag\/\">Further information on the procedure and the processing of an application for an environmental permit can be found here<\/a>.<\/p>\n<h3>Notify\/inform us of the start date of the building works.<\/h3>\n<p>You must inform us of this at least two working days before work begins. You can do this via the national <a class=\"external externe-link\" href=\"http:\/\/www.omgevingswet.overheid.nl\/\">Environment counter<\/a>. Via \u2018Applications \u2013 Construction activity \u2013 Construction activity (technical) \u2013 Information\u2019. Or via the\u00a0<a href=\"\/melding-werkzaamheden\">online reporting form<\/a>, or by telephone on 14 055. The inspector will check \u2013 sometimes together with the maintenance and restoration adviser \u2013 whether you are carrying out the building work in accordance with the planning permission.<\/p>\n\t\t\t<\/div>\n\t\t  <\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"accordion-item\">\n\t\t  <h2 class=\"accordion-header\" id=\"heading-u1-i3\">\n\t\t\t<button class=\"accordion-button collapsed\" type=\"button\" data-bs-toggle=\"collapse\" data-bs-target=\"#collapse-u1-i3\" aria-expanded=\"false\" aria-controls=\"collapse-u1-i3\">\n\t\t\t  <span class=\"accordion-toggle\"><\/span>Cost\t\t\t<\/button>\n\t\t  <\/h2>\n\t\t  <div id=\"collapse-u1-i3\" class=\"accordion-collapse collapse\" aria-labelledby=\"heading-u1-i3\">\n\t\t\t<div class=\"accordion-body\">\n\t\t\t  <p>There are no fees associated with an application for an environmental permit for the activity \u2018altering listed buildings\u2019. You will often also need a planning permission, for which fees do apply. In some cases, the permit holder may have to bear the costs of commissioning a survey.<\/p>\n\t\t\t<\/div>\n\t\t  <\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"accordion-item\">\n\t\t  <h2 class=\"accordion-header\" id=\"heading-u1-i4\">\n\t\t\t<button class=\"accordion-button collapsed\" type=\"button\" data-bs-toggle=\"collapse\" data-bs-target=\"#collapse-u1-i4\" aria-expanded=\"false\" aria-controls=\"collapse-u1-i4\">\n\t\t\t  <span class=\"accordion-toggle\"><\/span>Landmark buildings and buildings within a conservation area\t\t\t<\/button>\n\t\t  <\/h2>\n\t\t  <div id=\"collapse-u1-i4\" class=\"accordion-collapse collapse\" aria-labelledby=\"heading-u1-i4\">\n\t\t\t<div class=\"accordion-body\">\n\t\t\t  <h3>Distinctive and iconic buildings<\/h3>\n<p>As well as listed buildings, Apeldoorn also has distinctive and iconic buildings. We would like to preserve these buildings. You will need a planning permission to demolish these buildings, either in whole or in part. You must submit a structural report to demonstrate that the structural condition of the building is such that demolition is justified. This is subject to the assessment of the Environmental Quality Committee. In other situations, we do not usually permit demolition. On the\u00a0<a href=\"https:\/\/www.apeldoorn.nl\/dataportaal\/dataportaal-product?dpid=14\">list of listed buildings<\/a>\u00a0you can see which buildings have listed status.<\/p>\n<h3>Protected face<\/h3>\n<p>Apeldoorn has 3 nationally protected town and village conservation areas (De Parken, Hoog Soeren and Radio Kootwijk) and 11 municipally protected conservation areas (the Indische Buurt, the Metaalbuurt and Wiesel, Kerschoten Reconstruction Area, De Wiekelaar residential estate, De Zeis-De Haarhamer residential estate, residential estate with staggered houses (Gruttersdreef and Looiersdreef), residential estate with staggered houses (Rietdekkersdreef), The White Houses of the Klokkengietershoeve, Residential area with drive-in houses (De Maten) and Residential area with drive-in houses (Zevenhuizen)).\u00a0 In these areas, you may not carry out demolition without a permit, as the demolition of a structure may impair the historic character of the town or village landscape. We only permit demolition if new construction is guaranteed to be in keeping with the character of the protected landscape. This is subject to the assessment of the Environmental Quality Committee.<\/p>\n<p>Within areas designated for protection by the state, there are far fewer options that do not require planning permission than in areas outside these designations.
