Archaeologists will use the information you provide for an environmental permit (location, area and depth of all excavation works) to determine whether an archaeological survey or preliminary archaeological survey is required. Information regarding the foundations or basements of buildings due for demolition is also important. An archaeologist from the local authority will then determine whether an investigation is actually necessary. For example, an investigation may already have been carried out. As the licence applicant, you are responsible for these costs. However, the costs must be proportionate to the (financial) scale of your project. In the event of excessive costs, the local authority has a <a href=\"\/regelen-en-weten\/bouwen-en-verbouwen\/monumenten\/archeologiefonds\/\">archaeological emergency fund<\/a>. The research carried out for the planning permission application often consists of the following steps:<\/p>\n<ol>\n<li>You will be informed by the local authority that you have a\u00a0<a class=\"external externe-link\" href=\"https:\/\/www.sikb.nl\">specialist agency<\/a>\u00a0(SIKB website) must commission a desk-based study accompanied by exploratory drilling.<\/li>\n<li>Once the work has been carried out, you must submit the report to the Omgevingsloket for assessment<\/li>\n<li>Once the report has been approved, the local authority will decide whether a follow-up investigation is necessary<\/li>\n<li>If a follow-up study is required, you will need to have a Statement of Requirements (SoR) drawn up<\/li>\n<li>Once the Environmental Impact Assessment (EIA) has been approved, the local authority will usually grant the planning permission on condition that you carry out the follow-up investigation in accordance with the EIA and prior to any excavation work.<\/li>\n<\/ol>\n<p>Whether you need to commission an archaeological survey depends on the location and scale of your project.<\/p>\n<h3>Location<\/h3>\n<p>The likelihood of finding archaeological remains varies from area to area. For example, some places were once more attractive places to live than others. Taking into account the likelihood of finding archaeological remains and other factors, we have divided the entire municipality into zones. Each zone is assigned a different category, ranging from 0 to 6, with a different policy (see\u00a0<a href=\"https:\/\/www.apeldoorn.nl\/wp-content\/uploads\/2026\/05\/archeologische-beleidskaart-2024-v2-1.pdf\">Archaeological Policy Map 2024 (PDF, 1.3 MB)<\/a>). This policy sets out the types of excavation work for which an archaeological survey is required.<\/p>\n<p>For example, in categories 2, 3, 4 and 5, archaeological investigations are required for excavation work deeper than 35 cm covering areas of more than 50, 100, 500 and 2,500 m\u00b2 respectively. Category 1 comprises protected archaeological monuments, where no excavation is permitted. In category 6, archaeological investigation is never required. Category 0 covers bespoke sites. These are areas where some form of archaeological survey has already been carried out; the likelihood of archaeological remains being present here, and any need for further investigation, is determined on the basis of the results of the survey already carried out. In the municipal viewer, you can look up the category for an address on the policy map.<\/p>\n<h2>Scope<\/h2>\n<p>In terms of scale, the area and depth of the excavation work are important factors. A different exemption threshold applies in each policy category.<\/p>\n<h2>Old and new regulations<\/h2>\n<p>The policy described here was adopted in May 2024. Your local planning scheme may still contain the old rules.
