We are doing this for and with one another: businesses, the education sector and the government. You can find more information about the Regional Deal on the <a class=\"external externe-link\" href=\"https:\/\/regiostedendriehoek.nl\/project\/regio-deal\/\">website of the Stedendriehoek Region<\/a>.<\/p>\n<h3>Grant schemes under the Regional Deal:<\/h3>\n<p>The following applies to the first tranche (applications submitted by 1 November 2024) <a class=\"external externe-link\" href=\"https:\/\/lokaleregelgeving.overheid.nl\/CVDR725828\/1\">Regio Stedendriehoek \u2018Stronger in 3D\u2019 Regional Deal Grant Scheme\u2019<\/a>.<\/p>\n<p>The following applies to the second tranche (applications submitted between 9 February 2026 and 10 April 2026) <a class=\"external externe-link\" href=\"https:\/\/www.officielebekendmakingen.nl\/gmb-2026-55194.html\">Regio Stedendriehoek \u2018Stronger in 3D\u2019 Regional Deal Grant Scheme \u2013 second tranche<\/a>.<\/p>\n\t\t\t<\/div>\n\t\t  <\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"accordion-item\">\n\t\t  <h2 class=\"accordion-header\" id=\"heading-u1-i2\">\n\t\t\t<button class=\"accordion-button collapsed\" type=\"button\" data-bs-toggle=\"collapse\" data-bs-target=\"#collapse-u1-i2\" aria-expanded=\"false\" aria-controls=\"collapse-u1-i2\">\n\t\t\t  <span class=\"accordion-toggle\"><\/span>Request\t\t\t<\/button>\n\t\t  <\/h2>\n\t\t  <div id=\"collapse-u1-i2\" class=\"accordion-collapse collapse\" aria-labelledby=\"heading-u1-i2\">\n\t\t\t<div class=\"accordion-body\">\n\t\t\t  <p>It is no longer possible to submit a new grant application.<\/p>\n<p>The following applies to applications submitted between 9 February 2026 and 10 April 2026:<\/p>\n<p>All project proposals are assessed against the grant requirements. These must be met. The independent advisory committee then carries out a substantive assessment. You will be informed in July 2026 whether the project will be part of the Regio Deal.<\/p>\n<p>The Stedendriehoek Region\u2019s website also sets out all the steps in a <a class=\"external externe-link\" href=\"https:\/\/regiostedendriehoek.nl\/subsidie-aanvragen-tweede-tranche\/\">roadmap<\/a>.<\/p>\n\t\t\t<\/div>\n\t\t  <\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"accordion-item\">\n\t\t  <h2 class=\"accordion-header\" id=\"heading-u1-i3\">\n\t\t\t<button class=\"accordion-button collapsed\" type=\"button\" data-bs-toggle=\"collapse\" data-bs-target=\"#collapse-u1-i3\" aria-expanded=\"false\" aria-controls=\"collapse-u1-i3\">\n\t\t\t  <span class=\"accordion-toggle\"><\/span>Interim reporting and changes to implementation\t\t\t<\/button>\n\t\t  <\/h2>\n\t\t  <div id=\"collapse-u1-i3\" class=\"accordion-collapse collapse\" aria-labelledby=\"heading-u1-i3\">\n\t\t\t<div class=\"accordion-body\">\n\t\t\t  <p>For the first tranche, as a grant recipient, you will be required to submit an annual progress report from 2026 onwards. For the second tranche, you will be required to submit an annual progress report from 2027 onwards.<\/p>\n<p>You must submit the progress report by 1 April. This report should include, amongst other things, the status of the activities and the expenditure. Please use the <a class=\"external externe-link\" href=\"https:\/\/regiostedendriehoek.nl\/regio-deal-toolkit\/\">format provided by the Stedendriehoek Region<\/a>.<\/p>\n<p>If there are any changes to the implementation of the project (changes to the activities or budget amounting to more than 20%), please report this within four weeks via the <a class=\"externe-link\" href=\"\/regelen-en-weten\/subsidies\/subsidies-inwoners\/algemeen\/subsidie-vaststellen-wijzigen\/\">\u2018Grant Approval\/Amendment\u2019 form\u2019<\/a>.<\/p>\n<p>You can carry out both of these actions using the \u2018Amend\/Justify\u2019 button at the top of this page.<\/p>\n\t\t\t<\/div>\n\t\t  <\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"accordion-item\">\n\t\t  <h2 class=\"accordion-header\" id=\"heading-u1-i4\">\n\t\t\t<button class=\"accordion-button collapsed\" type=\"button\" data-bs-toggle=\"collapse\" data-bs-target=\"#collapse-u1-i4\" aria-expanded=\"false\" aria-controls=\"collapse-u1-i4\">\n\t\t\t  <span class=\"accordion-toggle\"><\/span>Request for confirmation\t\t\t<\/button>\n\t\t  <\/h2>\n\t\t  <div id=\"collapse-u1-i4\" class=\"accordion-collapse collapse\" aria-labelledby=\"heading-u1-i4\">\n\t\t\t<div class=\"accordion-body\">\n\t\t\t  <p>Once the grant has been awarded, you will receive it as an advance payment. The regional treasurer, the municipality of Apeldoorn, will check retrospectively whether you have used the grant for the purpose for which you applied for and received it, and whether you have met all the conditions. You must submit a request for final approval no later than 13 weeks after the completion of the subsidised activities. You can do this via the \u2018Amend\/Account\u2019 button at the top of this page. You will receive a final settlement decision from the regional treasurer, the municipality of Apeldoorn, within 13 weeks.<\/p>\n\t\t\t<\/div>\n\t\t  <\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"accordion-item\">\n\t\t  <h2 class=\"accordion-header\" id=\"heading-u1-i5\">\n\t\t\t<button class=\"accordion-button collapsed\" type=\"button\" data-bs-toggle=\"collapse\" data-bs-target=\"#collapse-u1-i5\" aria-expanded=\"false\" aria-controls=\"collapse-u1-i5\">\n\t\t\t  <span class=\"accordion-toggle\"><\/span>State aid\t\t\t<\/button>\n\t\t  <\/h2>\n\t\t  <div id=\"collapse-u1-i5\" class=\"accordion-collapse collapse\" aria-labelledby=\"heading-u1-i5\">\n\t\t\t<div class=\"accordion-body\">\n\t\t\t  <p>State aid is the direct or indirect provision of financial support to businesses by public authorities. In principle, this is prohibited and must be notified to the European Commission for approval. There are a number of exemptions which make it possible to provide financial support without notifying the European Commission.<\/p>\n<p>In the case of a number of projects, it has become apparent that, once the grant ceases, this would constitute state aid which is permitted under an exemption regulation.<\/p>\n<h3>Grant awarded under the AGVV<\/h3>\n<p>With regard to the activities covered by the grants listed below, we have concluded that the grant may be awarded pursuant to Commission Regulation (EU) No 651\/2014 of the Commission of 17 June 2014 declaring certain categories of aid compatible with the internal market in application of Articles 107 and 108 of the Treaty (OJ EU, L 187\/1), as amended on several occasions since 2014, most recently by Commission Regulation (EU) 2023\/1315 of 23 June 2023 (OJ EU 2023, L167\/1, hereinafter referred to as the General Block Exemption Regulation (GBER).<\/p>\n<p>In order to make use of the AGVV, the municipality of Apeldoorn has given notice of these grant awards.
