Drinking heavily can damage the heart, liver and stomach. Alcohol also disrupts brain development. This can affect young people\u2019s character and behaviour. Young people who drink at an early age are at risk of developing an alcohol problem later in life.<\/p>\n<h2>Protecting young people from the harmful effects of alcohol<\/h2>\n<p>Apeldoorn City Council aims to protect young people from the harmful effects of alcohol on their health and safety. Every young person has the right to grow up healthy and safe. The council has therefore drawn up a legally required Alcohol Prevention and Enforcement Plan (hereinafter referred to as the PenH Plan).<\/p>\n<h2>The Alcohol Prevention and Enforcement Plan<\/h2>\n<p>This is the new version of the PenH plan. This PenH plan focuses on young people and young adults aged 14 to 18. It will run for four years (2024\u20132027).
