Over the next 20 years, there is much to be done in the city, the villages and the countryside. National, urgent challenges such as the housing shortage are also outlined in the vision. It has therefore been agreed with central government that Apeldoorn will have added 8,000 new homes by 2030, with the southern outskirts, amongst other areas, being considered for this. Addressing Apeldoorn\u2019s housing shortage swiftly therefore calls for new, creative and innovative solutions.<\/p>\n<h2>What exactly does the Host-city project involve?<\/h2>\n<p>The project involves the Ministry of the Interior and Kingdom Relations (BZK), the province and the municipality jointly investigating whether we can accelerate the construction of 500 homes at this site. This comprises 300 homes that will remain in place on a long-term basis. In addition, there will be 200 sites for movable homes. These sites will not be fully utilised at all times and are intended to accommodate flexible housing from other local authorities. For example, because such housing cannot be installed there due to planning restrictions or because there is no longer any space available. The combination of permanent homes and plots for relocatable homes ensures a good living environment and quality of life.<\/p>\n<p><a class=\"button\" href=\"\/wp-content\/uploads\/2026\/05\/gebiedsprofiel-zuidrand-kaart.pdf\">View the area on the map (PDF, 6 MB)<\/a><\/p>\n<h2>What are flexible homes, and who are they for?<\/h2>\n<p>Flex homes are attractive, fully-fledged homes which, in many cases, are delivered ready to move into, have a lifespan of at least 30 years and can be easily relocated. All 500 homes are intended for residents of the municipality of Apeldoorn, including families, first-time buyers and older people. This makes it one of the solutions for reducing the waiting lists in our municipality.<\/p>\n<h2>Environmental Plan<\/h2>\n<p>A new local development plan is required in order to build the homes. This plan sets out where building is permitted and how the area will be developed.<\/p>\n<p>The studies required for this will be completed by the summer of 2026. The draft environmental plan is expected to be made available for public inspection shortly after the summer of 2026. You will be able to comment on the plan during this period.<\/p>\n<p>We will also be organising a drop-in session. You can ask any questions you may have there and find out more about the plans.<\/p>\n<h2>Tender<\/h2>\n<p>The local authority is organising a tender for the construction of the homes. This is a procedure in which construction companies and developers submit a plan for the area. In this plan, they set out what the homes will look like and how they will fit into the surrounding area.<\/p>\n<p>The council will ultimately select the developer with the best plan. In doing so, we will consider not only the homes themselves, but also the quality of the living environment. This includes green spaces, traffic and how the development fits in with the surrounding area.<\/p>\n<p>Once the contract has been awarded, the selected contractor will develop the plan in further detail and begin preparations for construction.<\/p>\n<h2>Participation<\/h2>\n<p>Residents and other stakeholders have been kept informed and involved at various stages over the past few years. Meetings have been organised and discussions have taken place with residents, landowners and organisations.<\/p>\n<p>During these discussions, people shared their concerns and points for consideration, for example regarding traffic, the landscape and planning. We are using this feedback as we develop the plans further.<\/p>\n<p>Over the coming period, the main focus will be on providing information. We will keep you informed of progress and the next steps. We expect to know which contractor will be building the homes by the summer of 2026. Shortly afterwards, we will make the draft environmental plan available for public inspection. You will then be able to comment on the plan.<\/p>\n<p>Once the environmental plan has been finalised, we will begin preparing for the works in the area. Construction is expected to begin in 2027.
