The municipality of Apeldoorn aims to be energy-neutral and natural gas-free by 2050. This means that, within our municipality, we will generate as much energy sustainably as we consume. To achieve this, we are working on a smart, sustainable, feasible and affordable energy system. This is necessary for the climate and to reduce our dependence on other countries.<\/p>\n<h3>Latest developments<\/h3>\n<p>Generating sufficient renewable electricity is not only necessary for electrical appliances, lighting and your mobile phone, but also to be able to heat your home in the future. This is because heat pumps run on electricity. And a district heating network or a hybrid heat pump also requires electricity. If, in addition, we use the heat from the ground, businesses or waste water more efficiently, we will still be assured of a reliable energy supply by 2050. In the Regional Energy Supply Programme, the local authorities also set out their ideas on storing electricity and heat. This is becoming increasingly important because the electricity grid is more congested than ever.<\/p>\n<p>There is also a greater focus on a smart, sustainable and affordable energy system, enabling local authorities to respond to new developments.<\/p>\n<h3>What does the draft Regional Energy Supply Programme contain?<\/h3>\n<p>The draft Regional Energy Supply Programme for the Stedendriehoek region (RPE) states, amongst other things:<\/p>\n<ul>\n<li>We\u2019re continuing our efforts to save energy. We\u2019re doing this, for example, by following advice from the <a href=\"https:\/\/www.apeldoorn.nl\/regelen-en-weten\/duurzaamheid-en-natuur\/energiepunt\/\">Energy point <\/a>and assistance with insulating homes.<\/li>\n<li>We remain committed to ensuring that at least 50% is locally owned in the context of large-scale renewable electricity generation.<\/li>\n<li>By 2035, we will be generating 1.07 TWh of renewable electricity in our region.<\/li>\n<li>By 2050, we in Apeldoorn will generate all the renewable energy we use within our municipality. This includes both renewable electricity and renewable heat.<\/li>\n<li>The storage of renewable electricity and heat is becoming increasingly important. And we are better aligning supply and demand. This helps to reduce grid congestion and makes us more flexible. Residents will therefore start to see more batteries and heat storage systems in their local areas.<\/li>\n<li>The transition in the energy system will take up space. This is becoming increasingly visible outdoors too. More solar panels are being installed on roofs, and solar farms and wind turbines are being erected in suitable locations. There will also be (neighbourhood) batteries to store electricity. This amounts to 1.07 TWh. The RPE states that the local authorities will do their utmost to achieve this. It is what is known as a best-efforts commitment. It also sets out which ideas relating to renewable energy the authorities consider important in this regard. No decisions are made in the Regional Energy Supply Programme regarding the exact locations for, for example, the construction of solar parks, wind turbines or electricity storage facilities. Municipalities decide on these projects themselves. For example, a number of projects have already been underway in Apeldoorn since the adoption of the current RES 1.0. The international standard unit (SI) for energy is the joule. Heat is often expressed in joules (J), and electricity often in kilowatt-hours (kWh). Large quantities of energy are expressed, for example, in megawatt-hours (MWh) or gigajoules (GJ). 1 MWh is one million Wh (and 1,000 kWh) and 1 GJ is one billion J. Joules and kilowatt-hours can easily be converted between each other: 1 kWh is equal to 3,600,000 J (or 3.6 MJ). The 1,000 hectares figure is the benchmark for ground-mounted solar with 950 full-load hours. Roof-mounted solar is calculated on the basis of 900 full-load hours per year. This represents approximately 1% of the annual electricity demand in the Netherlands.\u00a0<\/p>\n<p>1.07 TWh is therefore equivalent to 1,070 hectares (source: NPRES)<\/p>\n<p>1 hectare of land = 100 metres by 100 metres. Most football pitches are about 0.7 hectares. In doing so, they are taking into account existing policy, current technical and legislative developments, and research findings such as those from the\u00a0<a class=\"external external link\" href=\"https:\/\/www.gelderland.nl\/planmerwindbeleid\">planMER<\/a>\u00a0of the province of Gelderland. In February and March 2025, the municipal councils of all the municipalities submitted their wishes and comments for the drafting of the Regional Energy Supply Programme.
