If so, this could be harmful to protected animals. It is prohibited to disturb or damage animals or their nests. This is set out in the Environment Act. This Act also protects animals living in buildings. You are therefore obliged to commission an ecological survey and apply for a permit when carrying out renovation work. The municipality of Apeldoorn has drawn up a Species Management Plan (SMP). The SMP helps you to take the house sparrow, common swift, stone marten and bats into account.<\/p>\n\r\n\t\t\t<\/div>\r\n\t\t<\/div>\r\n\t<\/div>\r\n<\/div>\r\n\n\n<div data-acfblock=\"Lijstblok-type-1\" class=\"section section--blue\">\r\n  <div class=\"container\">\r\n    <div class=\"row justify-content-center\">\r\n      <div class=\"col-12 col-lg-11 elementOnTop\">\r\n        <div class=\"editor__content-block editor__white-content-block\">\r\n<div class=\"editor\">\r\n<h2>SMP at a glance<\/h2>\r\n<ul>\n<li><strong>Rules for carrying out building work<br \/>\n<\/strong>If you are planning to carry out renovation work, you must comply with the Environment Act. This means you must carry out a survey to check for protected animals in the building. If any are found, you must apply for a permit from the provincial authorities. This takes time and money. With the SMP, you can avoid this.<\/li>\n<\/ul>\n<ul>\n<li><strong>Species Management Plan (SMP)<\/strong><br \/>\nIn Apeldoorn and Ugchelen, the local council has a Species Management Plan. This makes it quicker and easier for you to carry out building work, demolition or insulation.<\/li>\n<\/ul>\n<ul>\n<li><strong>Private homeowners or owners\u2019 associations<\/strong><br \/>\nThe local authority will draw up an environmental work protocol for you. This sets out how you or your contractor should carry out the work. You must sign it and return it. You will then be granted authorisation under our licence. You can then begin the work. You must carry out the work in accordance with the guidelines set out in the environmental work protocol.<\/li>\n<\/ul>\n<ul>\n<li><strong>Entrepreneurs, housing associations or property developers<\/strong><br \/>\nYou draw up your own environmental work protocol and send it to us. We will assess it. If we approve it, you will be granted authorisation under our licence. You may then commence the work. Please apply via the button on the page\u00a0<a href=\"https:\/\/www.apeldoorn.nl\/regelen-en-weten\/bouwen-en-verbouwen\/omgevingsvergunning\/aanvragen-deelname-soortenmanagementplan-smp\/\">Application to participate in the species management plan<\/a>. Once we have received your application, we will draw up an environmental work protocol for you. This sets out how you (or your contractor) are to carry out the work. You must sign this protocol and return it to us. You will then receive authorisation from us, allowing you to commence the work. We will draw up an environmental work protocol for you and send it to you for signature by a board member. Once we have received the signed protocol, we will draw up an authorisation and send it to you. The works can then commence. You must carry out the work in accordance with the guidelines set out in the environmental work protocol. Please also bear in mind a processing time of 8\u201310 weeks.<\/li>\n<\/ul>\n<ul>\n<li><strong>For entrepreneurs, housing associations and property developers<\/strong><br \/>\nYou can also take part in the SMP. You are responsible for having an environmental work protocol drawn up by an environmental consultancy. Please send the protocol to\u00a0<a href=\"mailto:smp@apeldoorn.nl\">smp@apeldoorn.nl<\/a>. We will assess the protocol and, upon approval, issue an authorisation. Once you have received the authorisation, you may commence the work. You must carry out the work in accordance with the guidelines set out in the ecological work protocol. Residents of the built-up areas of Apeldoorn and Ugchelen are welcome to take part.<\/p>\n<h4>Do you live outside the boundaries of the SMP?<\/h4>\n<p>If you are unable to make use of the SMP, you must, under the Environment Act, have a nature assessment carried out. This assessment determines whether any protected animal species are present. If they are, you must apply to the Province of Gelderland for a flora and fauna activity permit. Further information can be found on the\u00a0<a class=\"external\" href=\"https:\/\/www.gelderland.nl\/vergunningen\/vergunning-beschermde-soorten\">the Province of Gelderland\u2019s website<\/a>.<\/p>\n<p>Would you like to retrofit insulation to your cavity walls and do you live outside the built-up areas of Apeldoorn and Ugchelen? The aim is to ensure that no animals remain on site whilst the work is being carried out.<\/p>\n<p>All entry points are sealed off. This can be done using slats, corner profiles, cavity brushes or foam rings. This is always carried out in conjunction with a so-called\u00a0<em>exclusion device<\/em>. This device allows bats to leave the building once.<\/p>\n<p>The restoration of the natural environment must be carried out in accordance with the natural calendar. Once the work is complete, the measures will be removed.<\/p>\n<h3>Working in tune with the natural calendar<\/h3>\n<p>There are specific time periods during which you can make your home \u2018nature-free\u2019:<\/p>\n<ul>\n<li>Cavity wall work (e.g. insulation): in April or between September and mid-October.<\/li>\n<li>Work on the roof: between September and mid-October. In some cases, this may also take place between mid-October and March (for house sparrows and swifts) and then in April (for bats).<\/li>\n<\/ul>\n<p>Once the area has been cleared, you can carry out the work at any time of year.<\/p>\n<h3>Installation of facilities for animals<\/h3>\n<p>If you take part in the SMP, you must put at least one bird box back in place.<\/p>\n<ul>\n<li><strong>When retrofitting insulation to a cavity wall:<\/strong>\u00a0You are required to install a bat box.<\/li>\n<li><strong>For other work:<\/strong>\u00a0You can choose from nesting boxes for house sparrows, swifts or bats.<\/li>\n<\/ul>\n<p>We have produced a guide to help you choose a bird box and the right place to hang it.
