Step-by-step guide to selecting a contractor for infrastructure works

For infrastructure tenders, the municipality of Apeldoorn uses a master list; contractors can register on this list, and their past performance is taken into account by giving them a higher chance in the weighted draw.

If you are interested in carrying out infrastructure works for the municipality of Apeldoorn Please register via the procurement platform. You only need to enter a limited amount of information and answer a few questions. It is your responsibility to ensure that this information is accurate and up to date. We do, however, reserve the right to request additional supporting documentation. The municipality of Apeldoorn may remove contractors from the list of interested parties (e.g. if they no longer meet the specified requirements).

You will receive a notification when a new multiple private tender is scheduled. In this notification, we will clearly describe the nature and scope of the contract. We will ask if you wish to take part in the draw. You will then be given two options:

  1. No, you’re not interested. In that case, you don’t need to do anything. You’ll receive another message next time. 
  2. Yes, please note! Saying ‘yes’ means doing it

This means that if you say ‘yes’, you are genuinely interested in carrying out the work and that you are actually able to do so. If you do apply but are unable or unwilling to carry out the work, or if you withdraw your application, this may have serious consequences – unless you notify us within 48 hours of the decision being sent.

Past performance

We assign a mark to every project you carry out and to all quality scores on BPKV tenders (also known as EMVI scores). The higher your mark, the greater your chance of being selected in the draw. A mark for a completed project remains valid for five years. We will discuss your past performance mark with you in a spirit of openness. During this discussion, you will still have the opportunity to provide further information and express your views. We expect that we will be able to reach an agreement with you. Ultimately, the local authority determines the mark.

Which contractors are taking part in the draw?

Those are all the ‘yes’es’. 

Wildcard

In very exceptional cases, we may award a justified ‘Wildcard’. That contractor is then selected in any event and is therefore invited to tender. We also reserve the right to decide, on justified (internal) grounds, not to invite a contractor to tender in any particular case. Furthermore, only one company per holding company or group is permitted to take part in a draw.

  • All the ‘yes’ answers are entered into the system.
  • We enter the number of companies we wish to select, depending on their size (and, in some cases, the type of work).
  • Contractors with higher scores stand a better chance.
  • The draw determines which companies receive an invitation to tender. We have no influence over this.
  • An official report is automatically generated for each draw.

The selected contractors are chosen through a draw. They are invited to submit a tender. Naturally, the other contractors are also informed of the result at the same time.
