1. Approval of the minutes of 14 April 2026

The minutes were approved without amendment.

DOCUMENTS FOR DISCUSSION

2. Resolution on the multi-year labour market agenda and the cooperation agreement between the Veluwe/Stedendriehoek labour market region and Werkcentrum

Proposal from the Social Development Policy Department:

1. Adopting the multi-year labour market agenda for 2026–2030, which has been drawn up by the various partners within the labour market region and provides the policy framework for cooperation in the coming years;
2. Adopt the cooperation agreement linked to the multi-year labour market agenda, which will be reviewed in mid-2027. This review may lead to amendments, following which it will be resubmitted to the executive committee;
3. To take note of the accompanying ‘Regional Labour Market Overview 2025’, which sets out an analysis of the labour market region and thus provides the starting point for the multi-year labour market agenda;
4. To take note of ‘Administrative Organisation: Financial Hosting and Mandate Arrangement for the Veluwe Stedendriehoek 2026’. This is an updated version of the document, but contains no substantive changes compared with the document attached to the previous cooperation agreement;
5. To inform the Regional Council of the Veluwe/Stedendriehoek labour market region of your decision;
6. Share your decision with the municipal council. A reservation applies to regional decision-making, as decisions are taken by partner organisations only after the decision has been taken by the Executive Committee of Apeldoorn.

To the Mayor:

1. To grant power of attorney to the Councillor for Work and Income to sign the cooperation agreement.

Decision: The Executive Committee and the Mayor are deferring the proposal.

3. Supervisory letter regarding the Distribution Act

Proposal from the Social Development Policy Department:

1. To adopt the reply to the Ministry of Justice and Security’s supervisory letter regarding the Distribution Act. This reply states that Apeldoorn complies with the statutory requirements of the Distribution Act.

Decision: The council decides in accordance with the proposal.

4. Right of consultation regarding the accommodation of Ukrainian displaced persons in the former Oranjeoord Hotel in Hoog Soeren

Proposal from the Environmental Law and Planning Permits Department:

1. To request the Presidium to propose to the Council that it issue a positive binding opinion as referred to in Article 16.15 of the Environment Act, for a three-year derogation from the environmental plan by operation of law, for the purpose of granting an environmental permit pursuant to Article 5.1(1)(a) of the Environment Act for the use of the former Hotel Oranjeoord, Hoog Soeren 134 in Hoog Soeren, as a reception centre for Ukrainian displaced persons.

Decision: The council decides in accordance with the proposal.

5. Approval of the Cycling Policy Plan and the Statement of Views

Proposal from the Environmental Policy Department:

1. To take note of the views submitted, as set out in the memorandum on views;
2. To endorse the position paper and incorporate it into the cycling policy plan;
3. Approval of the Cycling Policy Plan – Cycling for everyone!;
4. We request that the Presidium submit the cycling policy plan ‘Cycling for Everyone!’ to the City Council for adoption.

Decision: The council decides in accordance with the proposal.

MAYOR’S DECISIONS TKN

11. De Marshoeve Order/Rehabilitation Order

Proposal from the Projects, Programmes and Interim Management Department:

1. On 30 March, the situation at the Marshoeve in Loenen was discussed with the mayor, the police and the fire service. Following this, the mayor took the following decision on 30 March 2026:

• The order pursuant to Article 173, (3) of the Local Government Act to order the removal of all vacant mobile homes owned by the municipality and buildings belonging to De Marshoeve, situated at Reuweg 51 in Loenen, due to the serious risk of arson and the consequent disruption to public order and safety.

2. It has transpired that Article 173(3) of the Local Government Act was inadvertently included in the operative part of the decision as the legal basis. The proposal itself cites the correct legal basis, namely Article 172(3) of the Local Government Act. It is proposed that this apparent clerical error be corrected and that the operative part of the decision of 30 March 2026 be amended with retroactive effect from that date. The operative part reads as follows:

• The order pursuant to Article 172, (3) of the Local Government Act to order the removal of all vacant mobile homes owned by the municipality and buildings belonging to De Marshoeve, situated at Reuweg 51 in Loenen, due to the serious risk of arson and the consequent disruption to public order and safety.

1. In all other respects, the decision of 30 March 2026 remains in force unchanged.

The mayor has decided in accordance with the proposal.

12. Temporary CCTV surveillance during Prinsennacht and King’s Day 2026

Proposal from the Security Department:

1. To approve the temporary use of CCTV surveillance in the centre of Apeldoorn during Prinsennacht and King’s Day, for the period from Sunday 26 April to Monday 27 April 2026;
2. Adoption of the attached designation decision ‘Temporary CCTV surveillance for Prinsennacht and King’s Day 2026’;
3. To adopt the attached council memorandum and forward it to the municipal council for information.

The mayor has decided in accordance with the proposal.

EMERGENCY DECISIONS

13. Council letter on Bibob policy regarding business premises

Proposal from the Security Department:

1. To inform the members of the municipal council about the application of the Bibob Act in relation to trading pitches by adopting and circulating the attached draft council letter.

Decision: The council decides in accordance with the proposal.
