2. GOO Internal Regulations
Proposal from the Projects, Programmes and Interim Management Department:
- To resolve to tighten up the (fire) safety measures by introducing preventive and reactive entry procedures and, to that end, to amend Article 20 and the explanatory notes thereto of the Internal Regulations for GOO sites in the Municipality of Apeldoorn, version dated 6 March 2025, by means of the attached amendment resolution;
- Take note of the attached process description for entry (work instruction).

3. Annual Report 2025: Regional Employment Centre for the Veluwe-Stedendriehoek Labour Market Region
Proposal from the Social Development Policy Department:
- To adopt the council information letter ‘2025 Annual Report: Veluwe Stedendriehoek Regional Labour Market Centre’, which informs the municipal council of the results achieved by the Veluwe Stedendriehoek Labour Market Centre in 2025;
- Send this council letter to the local council.
Decision: The council decides in accordance with the proposal.
4. Council Information Letter on developments in work and income
Proposal from the Social Development Policy Department:
- Adoption of the council briefing note ‘Developments in Work and Income’, which informs the municipal council about developments in Apeldoorn’s ‘Trust Works’ approach and ‘Towards Work’, as well as legislative amendments to the Participation Act in Balance and the Act on the Transition from School to Sustainable Work;
- Send this council letter to the local council.

5. Update on the ‘New for Old’ measure 7 (MO/BW)
Proposal from the Social Development Policy Department:
- To adopt the council memorandum “Progress report on the ”New for Old’ measure 7 (MO/BW)”;
- Please send this council letter to the municipal council.

6. Council briefing on the progress of the iVisie project, June 2026
Proposal from the Information Department:
- To adopt the council memorandum informing the council of the progress of the iVisie and to make it available to the council.

7. Update on Youth Care: Treatment, Day Care and Residential Care
Proposal from the Social Development Policy Department:
- To approve the final draft versions of the procurement documents for the ‘Treatment’, ‘Day Care’ and ‘Housing & Accommodation’ products;
- To adopt the final draft tariffs for the ‘Treatment’, ‘Day Care’ and ‘Accommodation & Stay’ products;
- To adopt the proposed amendments to the Youth Care procurement document and the Youth Care procurement agreement;
- To enable children to join family homes and foster care at any time throughout the year;
- This decision should be forwarded to the municipal council for information.

8. Amendment to the General Decree on Powers and Registers (Summer 2026)
Proposal from the Legal Affairs Department:
- The Municipal Executive and the Mayor, each within the scope of their respective powers:
a. to adopt the 2026 summer amendment to the General Decree on the Powers of the Municipality of Apeldoorn and the associated registers in accordance with the attached draft decision;
b. to bring the decision to the attention of the municipal council;
- The council is hereby authorised, in accordance with the attached draft decision, to delegate authority to the director of Lucarato for the implementation of the subsidy scheme for IPS programmes for the municipal target group, with the exception of objections, appeals and complaints.

9. Memorandum on the Scope and Level of Detail for the Southern Perimeter
Proposal from the Projects, Programmes and Interim Management Department:
- To approve the attached ‘Scope and Level of Detail Memorandum for the Zuidrand’, which sets out the methodology for assessing the environmental and local impacts of the planning process in the Zuidrand housing development area;
- To make the ‘Scope and Level of Detail’ Memorandum for the Zuidrand available for public inspection from 1 September 2026 for a period of six weeks, whilst, in parallel, consulting the relevant authorities and administrative bodies and the Environmental Impact Assessment Commission;
- Notify the local council of this decision.

Proposal from the Security Department:
- To approve the temporary deployment of CCTV surveillance on Stationsplein in Apeldoorn on 1 July 2026 by adopting the attached designation order.
