Certificate of good conduct (VOG)

For many jobs, you will need a Certificate of Good Conduct (VOG). For example, if you are going to be working with confidential information or with children. This is a certificate stating that your past conduct does not pose an obstacle to your job or work placement. You can obtain the VOG from the Ministry of Justice and Security (Justis).

There are several ways to apply for a VOG:

  • Apply directly online via Justis
  • Apply online via the local council
  • Apply at the reception desk at the town hall

Important to note: the applicant and the organisation/institution cannot be the same person. Please enter the details of the organisation to which you are required to provide the VOG.

Do you not live in the Netherlands?

In that case, you can submit a VOG application directly via the Justis website.

Apply directly online via Justis

You can apply for a VOG online via Justis if the organisation that requires a VOG from you offers this option.

You will need a DigiD to submit your application. You can pay via iDEAL.

  1. Your employer will take the first step and make the application available for you online at the Justis website.
  2. You will receive an email from Justis. You can complete the application and make the payment via a link in the email.
  3. You will receive the VOG at your home address.

Cost: €33.85.

Apply online via the local council

You can also submit your application online to the local council.

You will need a DigiD to submit your application. You can pay via iDEAL.

  1. Fill in the VOG Application Form (PDF, 315 kB) fully.
  2. Sign the form and ask your employer or organisation to do the same.
  3. Scan the form or take a clear photo of it.
  4. Go to the online application form above, under the orange ‘Apply’ button, and log in using your DigiD.
  5. Please enter all the details exactly as they appear on the VOG application form.
  6. Please attach the VOG application form.
  7. Pay for the application using iDeal.
  8. You will receive the VOG at your home address.

Cost: €41.35.

We will process your application within three working days and forward it to Justis. Processing by Justis takes up to 8 weeks.

Apply at the reception desk at the town hall

Would you, or your employer, prefer to submit the application in writing? In that case, you must submit the application on paper at the reception desk at the town hall. You will need to make an appointment for this. You can only submit a VOG at the reception desk if you are registered as a resident in the municipality of Apeldoorn.

You will receive a completed VOG form from your employer or the organisation requesting the VOG from you. Your employer can find this application form on the Justis website.

To apply, you will need a valid form of identification and a completed VOG form.

  1. Book an appointment using the white button above to apply for a Certificate of Good Conduct at the town hall.
  2. Please bring the completed form with you to your appointment.
  3. Please bring a valid form of identification with you.
  4. Please pay at the counter. We prefer card payments to cash.
  5. The local authority will forward your application to Justis.
  6. You will receive the VOG at your home address.

Cost: €41.35.

We will process your application at the counter straight away and forward it to Justis. Processing at Justis takes up to 8 weeks.

You can authorise someone to apply for a Certificate of Good Conduct (VOG) on your behalf. However, you must be registered in Apeldoorn in the Basic Register of Persons (BRP).

How it works

Fill in the authorisation form (PDF, 160 kB) The authorised representative may submit the application at the counter. To do so, please book an appointment online using the white button above. The authorised representative must bring the following:

  • a fully completed VOG application form.
  • a fully completed and signed authorisation form. The authorisation must be dated, and the document must not be more than six weeks old.
  • a valid passport, identity card or driving licence.
  • a (copy of) your valid passport, identity card or driving licence.

A Certificate of Good Conduct for legal entities enables you to demonstrate your organisation’s integrity to partners, businesses and public authorities. To apply, you must be a representative of:

  • a private limited company (BV)
  • an association
  • a general partnership (vof)
  • a partnership

Self-employed?

If you are a self-employed person without staff (zzp’er), the VOG for legal entities is not intended for you. You must apply for a VOG for natural persons. For more information, see ‘Applications’.
