Would you like the local authority to take enforcement action regarding a specific offence? If so, you can submit an official enforcement request. The local authority is obliged to make a decision on this. You can, for example, submit an enforcement request if you want the local authority to take action against unauthorised occupation, odour nuisance or unauthorised building works. If you disagree with this decision, you can lodge an objection.
Would you like to submit an enforcement request regarding a building or a renovation? If so, please first check the Environment counter or whether the work was carried out in accordance with the regulations. Since 12 March 2026, it has been permitted to carry out more building and renovation work in Apeldoorn without applying for a planning permission.
The enforcement process consists of a number of steps:
- You must submit an enforcement request online. You cannot submit an enforcement request anonymously. It will become known that you have submitted the enforcement request.
- The local authority will assess whether an offence has in fact been committed and whether you are an interested party. If this is the case, the local authority will initiate the enforcement procedure.
- Once the offence has been identified, the local authority carries out an investigation to determine whether the situation can be regularised.
After that, there are two options:
- the offence is legalised.
- The infringement cannot be legalised and must be brought to an end (this can be done either voluntarily or through the use of administrative enforcement).
The local authority will decide on a request for enforcement within 8 weeks. This period may be extended if necessary.
