Woudhuis–Osseveld high-voltage transmission line

TenneT has assessed the best location for the underground cables. Three options were examined. A preferred route has emerged from these. The council proposal is currently being drawn up. This proposal will be submitted to the Mayor and Aldermen for a decision, and they will also have to decide on making the necessary budget available. We expect a decision on this to be taken in the third quarter of 2026. TenneT can then begin work on drawing up a basic design.

Phase 2: Basic design – takes approximately 24 months

TenneT is further developing the preferred site, and consultancy firms are carrying out additional research. Once this is complete, we will know exactly where the cables need to be laid underground. We can then move on to the next phase. If a council decision is taken in 2026, it is expected that TenneT will not be able to start work on the basic design until 2028 at the earliest.

Phase 3: Detailed design and preparation – takes approximately 12 months

TenneT is working on the route in further detail. The design will then be detailed enough to reach agreements with landowners and users. We will also be able to amend zoning plans or environmental plans, apply for permits and make the necessary preparations.

Phase 4: Construction and completion – takes approximately 24 months

We then look for contractors and suppliers to carry out the work. Once we’ve done that, the work really gets underway: the cables are laid underground by digging or drilling. Once the cables have been installed, they are connected to the feed-in point(s) or a substation. If everything is working properly, the underground connection can be used. We then remove the old high-voltage pylons.

In 2013/2014, a similar project took place in Apeldoorn Zuid. You can see from the videos what is likely to happen in De Maten. These videos do not provide an exact picture, as the circumstances surrounding these projects are not always the same. The approach is similar, but the technical details may differ. For example, there is more space to work in an open area, and different machinery can be used there than in an urban area.

Uncertain planning

There are many changes taking place in the energy sector. Grid operators are under considerable pressure to resolve the issue of grid congestion. This could cause delays to the project. Furthermore, TenneT cannot carry out all projects at the same time, and there is a severe shortage of technicians. The number of staff available to carry out the work is also limited. For this reason, we cannot yet say exactly when the work will begin.
