Regulations on Medical Care for Displaced Persons

Refugees from Ukraine who hold a Citizen Service Number (BSN) will be covered by the Medical Care Scheme for Displaced Persons (RMO) from 1 July 2022. They do not have to pay any insurance premiums or excess. The healthcare provider can find the refugee’s BSN in the insurance records (COV). If the refugee does not have a BSN, the costs will be reimbursed under the CAK’s Subsidy Scheme for Medically Necessary Care. What healthcare and medical aids are covered?

The scope of the RMO is comparable to the basic package laid down by the government in the Health Insurance Act (Zvw). In addition, certain types of care not included in the basic package are reimbursed. These include, for example, reimbursement for dental care in the event of acute pain (up to €250), contraception, abortion care, spectacles and hearing aids (subject to approval), and certain medicines.

Oral care

• The costs of dental treatment and other oral care for adults are reimbursed to a limited extent.
• For insured persons under the age of 18, however, most dental costs are reimbursed in full.
• The orthodontist is not covered by insurance.

Emergency dental care

• If they are experiencing severe pain or are no longer able to chew, refugees can make an appointment at Dental365.
• The costs of emergency care are reimbursed up to a maximum of 350 euros.
• Travel expenses are to be paid by the participant.

Health insurance

The healthcare covered by the RMO is the same as that covered by health insurance (basic cover). Refugees who are in work may also choose to take out their own health insurance policy with supplementary cover for, for example, dental care or physiotherapy.

Invitation to the screening programme

As a result of registering with the municipality of Apeldoorn, some Ukrainian refugees automatically receive an invitation to the population screening. This applies to people who, on the basis of their age, fall within the target group for one or more screening programmes for bowel cancer, breast cancer or cervical cancer.

Support for mental health issues

If you have to flee to another country, you have to leave your family and friends behind. And your home and your job, too. This is difficult for every refugee. Sometimes self-help can be the answer, but you may also need further support. Death

As the war in Ukraine continues and the number of refugees rises, so too does the number of Ukrainian refugees who die in our country. Staff and volunteers working in municipal reception centres, as well as residents who are hosting Ukrainian refugees in their own homes, are often seeking clarity on rules, options, rituals and customs, and on how to organise a funeral.
