Apeldoorn City Council has made a total grant of €300,000 available for the transformation. This will enable support to be provided for a number of initiatives. Retailers may be eligible for this grant if they relocate from the outskirts of the city to the main shopping area. Property owners may be eligible if they convert their premises, currently used for retail or hospitality purposes, to a different use that fits the area’s functional profile. For the streets in the city centre, we have job profiles (PDF, 5 MB) drawn up. Each area has its own unique characteristics. In the role profiles, we set out the desired direction of development and describe the actions we are taking to achieve this. In this way, we are making the city centre more attractive for everyone who lives, works, shops or visits there. The functional profiles have been drawn up in collaboration with the Ginder consultancy, Centrum Management Apeldoorn, local business owners and property owners in the city centre.
You are eligible for the transformation grant in three cases:
- For the conversion of vacant commercial premises in Zone B to a different use that is in line with the use profile.
- For the relocation of retail and hospitality businesses from Zone B to Zone A.
- For the relocation of retail and hospitality businesses from Zone C to Zone A.

Key: Red = Zone A, Green = Zone B, Orange = Zone C
During the grant period, you may apply for a grant for relocation and a grant for transformation no more than once each per property in Zone B.
For a property in Zone C, you may apply for a relocation grant no more than once during the term of the grant.
The maximum amount of the grant is €25,000.
Please note! Grants are awarded on a first-come, first-served basis. If several complete applications are received on the same day and the maximum budget of €300,000 is exceeded, the order in which grants are awarded will be determined by a draw.
Conditions for converting vacant commercial premises in Zone B to a different use that is in line with the property’s functional profile:
- the property in question is an existing retail or catering premises;
- construction will commence within 12 months of the grant being awarded;
- The building will be handed over no later than 36 months after the start of construction;
- the refurbishment will demonstrably improve accessibility for people with disabilities (removal of thresholds, adaptation of toilets, etc.);
- this involves a conversion on the ground floor (possibly in combination with a conversion on one of the upper floors);
- the transformation is in line with the established job profiles;
- The permits required for the works have been granted.
Conditions for relocating retail and hospitality businesses from Zone B to Zone A, or for relocating retail and hospitality businesses from Zone C to Zone A:
- The property in question is an existing retail or catering premises;
- The shopkeeper has signed a tenancy or purchase agreement for the new premises within Zone A;
- The new location of the shop or catering establishment fits the agreed job profile.
