Memorandum on property and land allocation policy
The municipality of Apeldoorn pursues a situational land policy. This means that the municipality assesses on a case-by-case basis which specific form of land policy to apply. In the interests of transparency and free competition, a local authority must adhere to a transparent process when allocating land, and, in the context of land allocation (regardless of the target group), the authority must allow potential buyers the opportunity to compete.
