Beekbergsebroek (de Zuidrand)

Beekbergsebroek, het gebied aan de zuidrand van de A1, tussen de Arnhemseweg en de A50, is een van de belangrijkste ontwikkelgebieden van Apeldoorn. In het gebied Beekbergsebroek werken we aan een nieuw dorp met voorzieningen. Daarbij houden we rekening met het reeds bestaande voorzieningenaanbod in de omgeving en het behoud van het karakter van de omliggende dorpen.

What have we done so far?

Since 2024, information evenings have been organised and discussions have been held with residents, farmers, interest groups and village councils. On 20 June 2024, a petition on public participation was also submitted to the Municipal Executive. This underlined the importance residents attach to meaningful involvement. In February 2025, a progress report on the plans published on the council’s website. The findings have been incorporated into the Zuidrand Strategic Plan, which was adopted by the council in June 2025.

What are we working on at the moment?

We are working on the further development of the plans and carrying out studies on housing, traffic, nature, water, amenities, noise, soil and sustainability. The Scope and Level of Detail Memorandum (NRD) serves as the starting point for these studies. The NRD centres on the question: “What exactly do we need to investigate before we can make a decision?” In doing so, we outline various scenarios that will be examined.

Once the scope of our investigation (NRD) has been finalised, the study will commence. We refer to this study as the EIA (Environmental Impact Assessment). The EIR contains the answers to the research questions concerning, for example, the impacts on nature, facilities, noise and traffic under the various scenarios described in the NRD.

We are also working on the first housing development in the area: Host-City (working title). This is the first project within the Zuidrand. The aim is to build 500 new homes quickly, even before the plans for the entire Zuidrand have been fully finalised.

What’s coming up?

The next important step in the process is the public consultation on the NRD in early September. This is also the time when local residents and business owners can have their say. That is why we are organising an information evening in September.

    • NRD The local authority is examining, amongst other things, housing development options, traffic, the environment and nature under various scenarios. These studies form the basis for the plan.
    • EIA procedure (Environmental Impact Assessment) An Environmental Impact Assessment (EIA) is being drawn up for the Zuidrand. This report sets out the impacts on the living environment under various scenarios.
  • Planning (draft environmental programme)

    The local authority is incorporating the results of the studies into a draft environmental programme. This sets out where building is permitted and under what conditions.

  • Adoption

    The local council will decide on the plan. Once it has done so, the plan will be legally binding.

Your involvement is important

The development of the Zuidrand is taking place step by step. The expertise of residents, business owners and community organisations is essential to this process. That is why you will have the opportunity to comment on the plans at various stages of the process. This will happen, for example, at:

  • the public inspection of the NRD and the EIA
  • the public consultation on the draft environmental programme
  • information sessions and opportunities for public involvement
