Apeldoorn is growing. Our population is set to rise from 165,000 to at least 180,000. That is why new residential and commercial areas are being developed, featuring a mix of low-rise and high-rise buildings. This ensures we retain space for green areas and a pleasant living environment. High-rise buildings help to alleviate the housing shortage and make the city more vibrant.

More greenery and an urban feel
Apeldoorn is not only growing in size, but also becoming greener and more dynamic. We want to create a city with a lovely mix of high-rise and low-rise buildings, modern architecture and good facilities. Over the coming years, the city centre will be transformed into a green meeting place, where the atmosphere of the Veluwe will remain palpable.
To manage this growth effectively, we are focusing primarily on the city centre and the areas around the canal and railway line. More homes and additional green spaces will be created here. In some places, high-rise buildings will be necessary. We set high standards for the location and quality of the buildings. The taller the buildings, the more closely we examine how they fit into the surrounding area.
New plans for high-rise buildings
We have had a high-rise policy document since 2008, but a lot has changed in the meantime. The housing shortage has worsened and there are new insights into construction and living. Modern technologies, innovative ideas on mobility and smart designs now make high-rise buildings more attractive and better suited to the city. That is why we are working on an updated high-rise policy document.

The high-rise development policy document was available for public inspection from 5 June to 17 July. It is no longer possible to submit comments or complete the survey.
What happens next?
After the summer, we will be holding discussions with the Apeldoorn Youth Council – the largest in the Netherlands. Young people’s views are also important: do they see high-rise buildings as a solution to the housing shortage?
All feedback received during the public consultation period, the survey and the information evenings will be compiled into a clear summary report. The municipal council will discuss this report during a political forum; you are welcome to attend. The municipal council will then take a decision on the High-Rise Buildings Policy Document. The exact dates of these meetings will be announced after the summer holidays.
