Good catering establishments and outdoor seating areas are important features of our municipality, as the many outdoor seating areas in Apeldoorn create a vibrant and lively atmosphere, serve as key venues for socialising and relaxation, and are an integral part of a welcoming municipality such as Apeldoorn. These detailed guidelines and policy rules therefore form a building block for the further improvement of our municipality and town centre.
In 2003, the current detailed regulations for the entire municipality of Apeldoorn were adopted. Between 2019 and 2022, the restrictions on outdoor dining areas in the municipality of Apeldoorn were relaxed, initially to allow visits to outdoor dining areas and hospitality venues to proceed in accordance with the applicable COVID-19 measures, and subsequently to enable business owners to recoup lost revenue. As of October 2022, these relaxed rules for outdoor seating areas have come to an end. In addition, the ‘island’ outdoor seating areas are currently licensed for an indefinite period, something which, according to current case law, is no longer permissible. Under the European Services Directive, such licences are scarce. We will therefore be updating the regulations.
