Subject: Advice on the Draft Joint Arrangement for the Jeugdregio + Midden IJssel / Oost Veluwe region
Dear Council,
The Apeldoorn Social Affairs Advisory Council (ASDA) has received a request to provide advice on the draft Joint Arrangement for the Jeugdregio + Midden IJssel / Oost Veluwe region
We recommend approving the draft of the Midden-IJssel/Oost-Veluwe Regional Youth Scheme, as drawn up in accordance with the Act on Improving the Availability of Youth Care.
The draft implements the national requirement for regional cooperation, with the aim of better safeguarding the availability, continuity and quality of youth care.
The proposed scheme strengthens joint management in the following areas:
The proposal is in line with the existing cooperation structure in the Midden-IJssel/Oost-Veluwe region and allows sufficient scope for local policy implementation. We will monitor this closely.
We also attach great importance to a potential framework that would organise participation within a more collaborative structure. This is to better support the additional layer of governance that a GR entails.
The proposal provides a balanced and workable framework for regional cooperation in youth care. Such cooperation is necessary but also complex.
Approval is recommended, taking into account the above-mentioned issues such as participation and the involvement of experts by experience, so that the local authority can meet its statutory obligations in a timely manner and contribute to a robust, future-proof youth care region.
