Subject: Information letter regarding the Action Plan on Homelessness 2025–2027

Dear Council,

As we understand it, the Action Plan is not a policy-setting document, and as the municipal council is not required to approve it, a formal recommendation from the Advisory Council is not required in this instance. Nevertheless, we felt it would be appropriate to inform you of our findings.

In 2024, extensive consultations took place regarding the draft version of the Action Plan with our Homelessness Project Group and the Participation and Livelihood Security Working Group.
This led to a series of questions, comments and observations, which were shared in writing with your official, Mr Kuiper, on 25 November 2024. We subsequently received a comprehensive written response on 5 December 2024, to our satisfaction. Subsequently, a number of points were also presented and explained at the plenary meeting of the Advisory Council on 9 December 2024.

We have now received the final Action Plan (version dated 17 April 2025). Unfortunately, in our view, there is still no timetable for the implementation of the many action points. Perhaps this could be addressed.

We would also like to be kept regularly informed about the progress of the Action Plan. (Perhaps we could draw up a schedule for this.).

Finally, knowing that progress meetings are taking place, we hope that a solution will be found to the “problems” with the Dakloos Apeldoorn Foundation.
