Getting started with the Heating Programme

By 2050, all buildings in Apeldoorn will be phased out of natural gas and switch to sustainable heating. This will make us less dependent on other countries and is good for the climate. This won’t happen all at once. We’re doing this together, step by step. We’ll ensure that the transition is feasible and affordable for everyone. To this end, the council is drawing up a Heating Programme that will come into effect in 2027.

What does the heating programme include?

The Heating Programme will set out which sustainable heating solution is preferred for your neighbourhood. For example, a district heating network or a heat pump. The local authority will also include a timetable in the programme, setting out clearly when work on sustainable heating in your neighbourhood will begin and when it is due to be completed.

How is your neighbourhood phasing out natural gas?

We’ll do this step by step, together with you. Each neighbourhood will have its own plan: the neighbourhood implementation plan. This sets out exactly how the transition to natural gas-free living will take place, what the council will do, and what support you can receive. Housing associations are also involved in this process. They work with tenants to find a suitable solution within the neighbourhood implementation plans. As a homeowner, you always have the final say on how you wish to make the transition.

Would you like to start taking steps towards becoming natural gas-free?

You can take action at convenient times, such as when you’re carrying out home improvements or when your boiler or gas cooker needs replacing. This way, you can choose what suits your home and circumstances. Consider insulating your home, saving energy or finding out more about alternatives to natural gas.

    Consultation with partners such as housing associations, the network operator, the environmental agency, the water board, energy cooperatives and interest groups.

  • September – November 2026

    Public consultation on the draft Heating Programme
    The Heating Programme has been provisionally adopted. Anyone can submit comments via a public consultation process. This will last six weeks. You will receive a response to your comments, explaining any changes that may be made.

  • December 2026

    Final Heat Programme completed. On the neighbourhood map you can see which heating solution is the preferred option for your neighbourhood and when your neighbourhood will switch to sustainable heating.

How do we put together the Heating Programme?

In 2027, the Heating Programme will replace the Heat Transition Vision from 2021. We are incorporating all relevant elements from the Heat Transition Vision into the Heat Programme. We are checking, on an area-by-area basis, whether the chosen heating solutions are still appropriate. We are drawing up the Heating Programme in consultation with partners such as deA, housing associations and the network operator. We are also taking on board what you told us during the ‘Neighbourhoods of the Future’ meetings and in the street discussions. So we are taking your views into account too.
