The electricity grid in the Netherlands is becoming overloaded, including in Apeldoorn. As a result, at peak times there is either too much or too little demand for electricity. This means that electricity cannot be delivered to the right place via the grid. We call this grid congestion. If you apply for a new electricity connection, you will be placed on a waiting list from 1 July 2026 – including for low-consumption accounts. When capacity becomes available on the electricity grid, the grid operator Liander allocates it in order of application and public interest.
For housing development projects, local authorities can arrange for developers of new-build homes to submit their applications early.

From 1 October 2026, local authorities will be able to submit applications on behalf of property developers for electricity connections for housing developments. Apeldoorn Council will compile the projects, whilst Liander will determine who is allocated capacity.
To determine which projects are eligible for this, Apeldoorn City Council is compiling a list of all housing development projects. The council then assesses and ranks the projects on the basis of policy guidelines. This results in a priority list which the council uses to register your project with MijnAansluiting.nl.

Who can register early?
Anyone with a specific housing development project due for completion by 31 December 2036 can submit an early application to the local authority. From 1 October 2026, the local authority will handle the subsequent registration with MijnAansluiting.nl
Examples of projects that may be eligible:
- New-build housing;
- Demolition and new-build;
- Extension of an existing building to create additional homes;
- Conversion of an existing building into residential properties.
The scheme is not intended for:
- Making existing homes more sustainable;
- Increase in existing electricity consumption without the addition of new homes;
- Initiatives not directly related to housing, such as charging facilities;
- Other developments not related to residential construction.
Nor is this prior notification intended for:
- Housing development projects for which the local authority has already granted an environmental permit. In such cases, you can contact Liander directly to submit an application for electricity capacity.
- Housing development projects that have already been included in the system for monitoring public-private partnerships in housing (Bouwspiegel, formerly the Domi portal).
End of assessment by Liander
Registering with the local authority at an earlier stage does not guarantee a grid connection, transmission capacity or priority access to the electricity grid. The local authority determines, solely on the basis of policy rules, which housing projects it submits to Liander and in what order it does so. Liander carries out the final assessment of the applications and the allocation of transmission capacity.
Register early!
The council wishes to obtain as comprehensive a picture as possible of all housing development projects within the council’s area. You can therefore do so until by 24 August at the latest submit an “early application”.

Step 1: Check whether your project is listed in Bouwspiegel
Check in Bouwspiegel (formerly Domi Portal), the system for monitoring public-private partnerships in housing construction, to see if your project has already been included.

Step 2: Add your project or register it
Is your project not listed in Bouwspiegel? If so, please add the project and/or Please register using the council’s registration form.

Step 3: Check the project details
Is your project already listed in Bouwspiegel? If so, the local authority has already included the project in its project lists and you do not need to take any further action. Do, however, check that the project details are complete and up to date, and update them where necessary.

Can’t access Bouwspiegel?
If you do not use Bouwspiegel or do not have access to it, please always complete the local authority registration form.

What happens after I’ve registered?
The local authority assesses and ranks all projects on the basis of policy guidelines. This determines the order of priority on the waiting list.
Not all the policy rules and guidelines for this scheme have been finalised yet.
The local authority will inform you in mid-September of the outcome of the prioritisation process and the next steps. The local authority will use the priority list to register your project with MijnAansluiting.nl.
What are the costs?
There is no charge for early registration with the local authority. Any costs charged to the local authority by the system operator prior to or in connection with the application for transmission capacity will be passed on by the local authority to the early registrant.

Frequently asked questions
At peak times, the electricity grid is overloaded. Grid operator Liander and local authorities are doing everything they can to expand the grid. New electricity substations and new cables are being installed, including in the municipality of Apeldoorn. But that takes time. That is why, with effect from July 2026, the Netherlands Authority for Consumers and Markets (ACM) has introduced new, nationwide rules governing the distribution of electricity for new applications.
Since 1 July 2026, all new applications for a new or higher-capacity electricity connection have been placed on a waiting list. This also applies to small consumers such as households and many small and medium-sized enterprises. This has major consequences: all applications are placed on a single, joint waiting list. This applies to everyone: residents, businesses and construction projects.
Projects of public interest are given priority:
- Category 1: Congestion-relief measures (projects that free up capacity on the grid, such as large-scale energy storage and batteries)
- Category 2: Safety – Essential services (such as healthcare, emergency services and water management)
- Category 3: Basic needs and essential services (such as housing, education and heating)
Other applications will be dealt with afterwards and will therefore remain on the waiting list for longer.
Where possible, Apeldoorn Council submits new applications for key projects, such as housing, education, healthcare and municipal services. In doing so, the council aims to minimise delays as much as possible. The final allocation of grid capacity is determined by the grid operator Liander on the basis of national ACM regulations.
Resident
For households, there will be no change to the day-to-day supply of electricity. Would you like to make your home more sustainable with a heat pump or an electric vehicle charging point? Ask an electrician or installer to check whether you need a higher-capacity connection. If you don’t need a higher-capacity connection, nothing will change and you can go ahead with your plans. If you do need a higher-capacity connection to the electricity grid, it may take longer before it’s your turn to be connected. However, in most cases, it is possible to make your home more sustainable with a standard electricity connection. This is certainly true if you use electricity sensibly – for example, by not using all your appliances at the same time and minimising usage during peak hours (between 4.00 pm and 9.00 pm).
Entrepreneur
As a business owner, do you have plans to expand, switch to electricity or make your business operations more sustainable? If so, it is important to be aware that you may face waiting times for a new or higher-capacity electricity connection. Since 1 July 2026, SMEs have also been placed on the same waiting list as large-scale consumers and other applications.
We therefore advise business owners to gain an understanding of their situation and options at an early stage, for example in the following areas:
- Network operator or installer: have an assessment carried out to determine whether a new or higher-capacity connection is technically necessary.
- RVO or the Business Helpdesk: find out about grants, smart solutions and alternatives to grid reinforcement.
- Apeldoorn City Council: the council plays a monitoring role and contributes ideas on collective or area-specific solutions, but cannot provide any guarantees regarding implementation or planning.
