Frequently asked questions about the home insulation grant

What sort of grant can I apply for?

There are several ways to apply for a grant:

• in advance, if the insulation measures have not yet been carried out;
• in retrospect, if the measures were implemented less than 12 months ago;
• You will carry out the insulation work on your home yourself and submit your receipts to the local council afterwards

A grant is available only once per address.

What do I need to apply for a grant?

You log in using your DigiD. You will also need to enter your IBAN bank account number. It is also important to have a number of documents to hand when you start filling in the application form:

• Payslips for you and your partner (if applicable) (only if your income is less than 150% of the social minimum). Examples include:
  • Fixed income from employment (last month’s payslip)
  • Variable income from employment (payslips for the last 3 months)
  • Benefit (e.g. ZW, WAO, WW, AOW, PW)
  • Pension
  • Income from business activities
• Other documents that affect your income (only if you earn less than 150% of the social minimum). These include:
  • Income from (sub)letting
  • Spousal and/or child maintenance
  • Other (recurring) income
• Two photographs taken whilst the insulation measures were being carried out (only upon subsequent request)
• Invoice from a contractor or insulation company (only for retrospective applications)

I’ve already carried out an insulation measure. Can I still get a grant for this?

Yes, you can, provided you are eligible. This grant scheme is available to residents who wish to insulate their homes themselves and to homeowners who wish to commission a contractor or company to carry out the work. It is also possible to apply for the grant retrospectively, once the insulation work has been completed.

When do I need to carry out the insulation work in order to receive a grant?

Invoices must not be more than 12 months old at the time of application.

How do I know if I meet all the requirements?

It is a good idea to check the grant check to complete. This will tell you whether you meet the conditions to claim the grant. Final approval will follow afterwards. There are requirements you must meet whilst implementing the measure(s). These include taking photographs, following Tips from Milieu Centraal (for DIY enthusiasts) and environmentally friendly insulation, for example when insulating cavity walls. Please read this website carefully and, if you have any questions, contact the council via the contact form, by telephone on 14055, or pop into the Energiepunt.

What is my energy rating and where can I find it?

The energy label shows how energy-efficient a house is and what you can do to make it more energy-efficient. On this map You can check whether your property already has an energy performance certificate and whether it is provisional or final.

My energy rating is too high – can I still get a grant?

In that case, your home must have two or more poorly insulated or uninsulated structural elements and must have been built before or in 1995 to be eligible for the grant.The key point is that all homes built in 1995 or earlier with a B or C energy rating are eligible if they have two poorly insulated or uninsulated sections.

Does your home have an energy label A? If so, you are not eligible for the grant. However, if this is the case, there may be national grants available. For more information, please visit the Government of the Netherlands website.

I don’t have a valid energy performance certificate – am I eligible?

For homes without a valid energy performance certificate, the number of poorly insulated parts of the property is taken into account. Are two or more of the following parts of the property poorly insulated or not insulated at all? If so, you are eligible. These include pitched or flat roofs, external walls, cavity walls, floor or ground insulation, and glazing.

My income is higher than 150% of the social minimum. Can I still apply for a grant to insulate my home?

This grant scheme is not subject to an income limit. However, applicants with an income of up to 150% of the social minimum may receive a higher grant amount if they meet the conditions, namely a maximum of €6,000.00. If your income is higher than 150% of the social minimum, the maximum grant amount is €1,000 (or €1,500 if you submit a joint application with your neighbours).

How much is 150% of the social minimum?

If your net monthly income is equal to or less than the amount shown below and you meet the other conditions, you may be eligible to receive a grant of up to €6,000.00 from the local authority to have insulation work carried out on your home. If you are also eligible for an ISDE grant – a national grant scheme – you may be able to carry out insulation work for an even higher amount. A home advisor, who will draw up an energy assessment report on your home, will work out the exact figures and explore the options. In the application form, we ask you to provide a payslip for yourself and your partner (if applicable), as well as any other documents required to assess your application.

Where can I find the WOZ value of my house?

The WOZ value of your home is determined annually by the GBLT. You can easily find your WOZ value at www.wozwaardeloket.nl For the purposes of this scheme, the WOZ value for the year 2022 applies. If this is €477,000 or less and you live within the built-up area of Apeldoorn, you meet this condition. If the WOZ value of your home is higher than €477,000 and you live outside the built-up area, you can also submit an application.

Why are owner-occupiers living outside built-up areas whose property has a WOZ value of over €477,000 also eligible to apply for a grant?

Homeowners living outside built-up areas will eventually have to switch to an individual sustainable heating solution, as it is unlikely that a collective heating solution will be introduced here. To help them prepare for the purchase of a hybrid or all-electric heat pump, residents in rural areas with a higher WOZ value can also apply for the home insulation grant. The maximum amount is

€1,000 for an individual application or €1,500 if the application is submitted jointly with at least three neighbours.

What should be included in the photos of the work?

The photographs must show that the measure has actually been carried out in your home and that the work has been completed satisfactorily. Please ensure that the insulation material installed and the condition of the home are clearly visible in the photographs.

My property is part of a Homeowners’ Association (VvE). Why am I not receiving a grant?

In most cases, insulating a property within a owners’ association (VvE) works slightly differently to insulating a terraced or detached house. As an owner-occupier, you do not decide alone; the owners’ association must approve the insulation measures to be taken by a majority vote. For this reason, the scheme will open to owners’ associations at a later date. Nationwide, subsidies are already available for measures and advice; read more on the website of the Netherlands Enterprise Agency.

Will my self-isolation measures be checked?

Random checks are carried out on the measures implemented. The grant recipient is obliged to cooperate with these checks.

I live in a listed building. Am I allowed to insulate it?

Yes, that’s allowed. You might need a planning permission for the work, or there may be solutions that are more appropriate for a listed building.

I have previously received a grant from the local council to insulate my home, amounting to 2,000 euros, because I am on a low income. Am I now eligible again under the Apeldoorn Local Approach to Insulation for Owner-Occupied Homes scheme?

Yes, that is possible. If you meet the eligibility criteria and you still have two parts of your property that can be insulated, you can apply for a grant again. The maximum amount you can now use to insulate your home is 4,000.00. The independent energy adviser will advise you on which measures will save the most energy.

What is the best insulation measure I can take?

Do you need help deciding which insulation measures would be best for you? An energy adviser can draw up an energy advice report, setting out the best insulation measures for your home and a breakdown of the costs. This is a free service; you can indicate on the grant application form that you wish to make use of it.

What should I bear in mind whilst carrying out the work?

I don’t have enough square metres of floor space, windows, walls or roof in my house to meet the requirements. What should I do now?

I’d like to insulate the house together with my neighbours. What do I need to do?

If you have at least two neighbours in the same or an adjacent postcode 6 area, you can submit a joint application for the grant with your neighbours, based on a joint quotation from a builder, glazier or insulation company. Each neighbour must submit an individual application, enclosing the joint quotation and invoice (invoices may also be individual) with their application; each applicant will receive a maximum subsidy of €1,500.00, provided all conditions are met. Once the insulation work has been carried out, the neighbours must each submit an application within one month of one another.

Why is there a difference in cost between insulating your home on your own and insulating it together with your neighbours?

Apeldoorn City Council wants to encourage residents to start insulating their homes and to reward collaboration. Having the same insulation measures carried out together often brings cost benefits. It also encourages neighbours to work together and inspires them to take steps towards making their homes more sustainable and saving energy.

How long will it take for the grant to be paid into my account?

Once a grant decision has been issued, the grant amount will be paid to you within three weeks.

If you carry out the insulation work yourself, you can submit the receipts for the insulation materials to claim a refund of up to €1,000. It is also possible to apply for a grant retrospectively once the insulation work has been carried out by a contractor.

Applicants whose income is below 150% of the social minimum do not need to pay the amount up front and will therefore not receive a refund. The invoices from the contractor or insulation company will then be paid directly by the local authority.

I can’t pay the amount up front – can I still make use of this grant?

If your income is below the 150% social minimum, you do not need to pay the amount up front yourself. The invoice from the contractor or insulation company will be sent directly to the local authority. The local authority will then pay the contractor. However, if you do not opt for the ‘no-hassle’ scheme, you will need to pay the contractor yourself and submit the invoice to the local authority. You will also need to apply for the ISDE grant yourself. The amount of the ISDE grant will be deducted from the municipal grant awarded.

If your income exceeds 150% of the social minimum, you will need to pay the amount yourself. It may be possible to agree a longer payment term with a contractor or supplier. There are also options for taking out loans through your bank or mortgage lender, or the Heating Fund.

The cost of the insulation work is higher than the grant. Can I get this money back as well?

No, you cannot receive more than the maximum grant amount for your situation. However, you may also be eligible for the ISDE grant from the central government.

If your income is below 150% of the social minimum, the local authority may also apply for an ISDE grant on your behalf. In that case, you may be able to carry out insulation work worth more than €7,000.00. The maximum amount of the ISDE grant will always be deducted first. Next, the subsidy amount from the local authority will be applied, and if any amount remains after that, you will pay this directly to the contractor or insulation company. Here are a few examples of how this works:

1. Residents with an income of up to 150% of the social minimum; eligible insulation measures: €7,350
   Payment from:
   – ISDE €1,350 (notional amount, depending on insulation measures)
   – Grant from the municipality of Apeldoorn: €6,000,–
