Frequently asked questions about traffic in the city centre
- Where exactly will the barriers be placed?
There will be three road closures: on Stationsstraat (between Kalverstraat and Kanaalstraat), on Molenstraat Centrum (between Stationsstraat and Korte Molenstraat) and on Stationsplein, between Stationsstraat and Sophialaan. - Who are these closures for?
The road closures apply to motorised traffic, with the exception of buses and lorries. - Do the road closures also apply to public transport, PlusOV and taxis?
It remains to be seen whether the restrictions will also apply to other forms of transport, such as public transport, PlusOV and taxis.
- What do the barriers look like?
The design of the barriers will be the same as that of the barriers currently in place on Hofstraat/Kanaalstraat. A raised section will be installed in the road which passenger cars will be unable to cross.
- Why are there road closures?
The road closures are designed to keep through traffic out of the city centre. This is important because we are working to transform the city centre into an attractive place to spend time, with the character of a city park. And a city centre that is greener, more sustainable and more attractive in which to live, work, spend time and enjoy life does place certain demands on traffic. After all, more space for greenery means less space for traffic.
- Will the streets be laid out differently as well?
Yes, part of the plan also involves the redesign of a number of streets. These are Kalverstraat, Hofstraat-Kanaalstraat and the section of Hoofdstraat running from the station to Hofstraat. Preliminary designs for these have been drawn up in consultation with residents, business owners and other interested parties.

We try to organise the traffic measures in such a way that they are complied with as much as possible. In addition, the police carry out enforcement.
- Are they also looking into adjusting the speed limits?
A speed limit of 30 km/h currently applies throughout the city centre. This will remain the case. The council is considering whether this speed limit can also be introduced on the city centre ring road. - Will there be exemptions for residents and business owners?
In principle, no exemptions are granted for the barriers. We will determine the exact location of the barriers in consultation with residents and business owners. - More and more homes are being built in and around the city centre – where are these new residents supposed to park their cars?
That varies from one development to another. When a new-build development gets underway, arrangements are made regarding parking, amongst other things. - How does the local council measure traffic volumes on the roads?
Traffic volumes on various roads in Apeldoorn are regularly monitored. This is done by means of traffic light counts, counts using traffic counting lanes and the recording of number plates, in order to analyse the composition of the traffic. - How much of a reduction in traffic do we expect as a result of the measures?
We know from surveys that roughly half of the traffic currently passing through the city centre is not actually heading there. Under the new measures, this traffic will no longer be able to drive straight through the city centre.
- Will my home/shop still be accessible?
Yes, all parking destinations in the city centre remain accessible by all modes of transport, including by car.
- Will I still be able to drive into the city centre later on to visit?
Yes, the city centre will, of course, remain accessible to visitors travelling by car. - Will the city centre remain accessible to everyone?
Yes. Ensuring that the city centre is accessible to everyone is a top priority for the local council.
- Will the buses be running differently?
Yes, the bus routes that currently run through Hofstraat and Kanaalstraat will be diverted to Kalverstraat. The bus route that currently runs through Nieuwstraat will be diverted to Wilhelmina Druckerstraat. - How will I drive from east to west later on? And from north to south?
The main routes through the city from east to west or from north to south initially follow the outer ring road. Routes through the city centre, via the inner ring road, are also available for this purpose. - What measures are being taken on the inner ring road and the outer ring road, and when?
We’re starting by communicating the measures. For example: use the outer ring road instead of the inner ring road for traffic passing through the city. We’ve created more space there, for instance through the new railway tunnel at Laan van Osseveld. We’re also working on creating more space on Laan van Zevenhuizen and improving connections to the Oost Veluweweg. We’re also improving traffic flow on the outer ring road with smart traffic lights. - The ring road around the city centre is already gridlocked; when the cars from the city centre join the traffic there, how on earth do you ensure a smooth flow of traffic?
Smooth traffic flow on the city centre ring road is not our aim. This would only attract more traffic. To reduce the burden on the city, the council is taking measures to divert traffic onto the outer ring road. We will also be advising people to make use of the surrounding motorways as much as possible. As a result, the city centre ring road will remain busy for the foreseeable future.
- When will the traffic decision be brought before the council?
In the spring of 2024, the council will announce a traffic decision regarding the measures. We will set out how you can respond to this. The council will consider these responses before taking a final decision. During that period, the municipal council may decide whether to discuss the matter further. This is expected to take place in the autumn of 2024.
- When will the measures come into force?
We will be implementing the road closures and alterations in several phases. The first visible changes are expected to be seen in 2026. - How can I stay up to date?
