House rules for visitors to various venues run by the municipality of Apeldoorn

1. Definitions

1.01 For the purposes of the house rules for visitors to various sites run by the municipality of Apeldoorn

(hereinafter: The House Rules) the following terms shall have the meanings set out below:
a. venues: the Town Hall, the City Hall, Werkgebouw Noord, Werkgebouw Zuid and Werkplein

2. Scope

2.01 The house rules apply to the following areas:

a. all areas freely accessible to visitors at the aforementioned locations, namely those areas where the
entrances are not monitored electronically or otherwise, and which are therefore, in principle, freely accessible
off-limits to visitors;
b. all other areas within the aforementioned locations, namely those areas to which access is restricted,
regardless of whether visitors are authorised (with permission) or unauthorised (without
(authorisation).

2.02 The house rules do not affect the powers under public law conferred on certain

3. Accessibility

4. Prohibited behaviour

4.01 General

  • objects or liquids are thrown;
  • the visitor’s behaviour indicates that they are intoxicated or under the influence

    and the like) cause a nuisance in the form of noise, light, odours and the like;
  • verbal or physical threats are made against other people on the premises
    people present, whether they are other visitors, administrative staff or directors.

4.03 Misuse and improper use

It is prohibited to:

  • to misuse facilities in or at the aforementioned locations, or to make use of
    facilities used for purposes other than those for which they are intended;
  • to remain at any of the sites unnecessarily or for longer than necessary;
  • without the prior consent of the manager of the premises anywhere in the building
    to place or leave goods;
  • to use any room at any of the aforementioned locations as a sleeping and/or rest area;
  • to put equipment, installations or parts thereof into operation at or on the sites, then
    either to reduce or hinder its operation, or to restrict access to it
    complicate;
  • to climb onto the sites and/or associated structural elements and fit-out components;
  • to use the furniture for any purpose other than that for which it is intended, or to
    move.

4.04 Damage

4.05 Goods and services

  • offering goods for sale;

  • distributing printed matter or leaflets; organising fund-raising activities (including begging) or raffles;
  • conducting public surveys or censuses;
  • organising public performances;
  • organising events and meetings.

4.06 Means of transport and rolling stock

4.09 Food and drink
It is forbidden to consume food and drink, unless this takes place in (a) designated area(s)
and space(s) recognisable as such.

4.10 Alcohol and drugs It is forbidden to consume alcohol or drugs, or to be under the influence of them.

4.11 (Pets) Pets are not allowed inside, with the exception of guide dogs or assistance dogs.

4.12 Weapons and explosives
It is prohibited to carry weapons and/or explosives, or any objects that could be used as such
to possess, carry or use.

4.13 Fireworks and open fires
It is prohibited to carry, transport or use fireworks, and to light open fires
to light or to keep alight.

4.14 Waste
It is prohibited to dump or leave rubbish of any kind anywhere other than the
areas designated for that purpose by the site manager and clearly identifiable as such.

4.15 Theft or misappropriation
Unless authorised by the site manager, it is prohibited to bring in any objects of any

5. Liability

5.01 Any visitor entering any part of the aforementioned premises is liable for all
direct and indirect damage caused by him or her, whether or not resulting from a failure to comply

6. Supervision and powers

6.01 The management of the aforementioned sites is the responsibility of the (Facilities) Support teams within the units
Organisation, Management and Maintenance. On behalf of the manager, certain designated
persons or bodies may be entrusted with tasks relating to the management of the sites. Instructions
from these individuals or organisations, such as the security service and disaster coordinators, as well as from
Instructions from officials of the police, fire service, Municipal Health Service (GGD) and similar organisations must be followed immediately.

6.02 Physical and day-to-day supervision of the sites is carried out on behalf of the manager
carried out by the security service based at the town hall and the Werkplein Activerium.

6.03 Technical supervision of the town hall, the Werkplein Activerium and the Zuid work centre, and the facilities within them

7. Final provisions

and councillors from Apeldoorn.

7.02 If one or more of the provisions of the House Rules are no longer, or will no longer be, legally valid
should this change, for example as a result of amendments to the law, this shall not affect the other provisions. In

new provision(s) which, in terms of wording and meaning, correspond(s) as closely as possible to the old one(s)

7.03 The House Rules are displayed at all public entrances to the relevant venues.

the council’s website.
