Subject: Advice on the Disabled Parking Permit (GPK) and Disabled Parking Spaces (GPP)

Dear Council,

Following your request for advice regarding the ‘Policy Rules on Disabled Parking Permits and Disabled Parking Spaces by Vehicle Registration 2026’, we have received a clear and comprehensive explanation of the new policy rules from your officials. The new policy rules are in line with national (European) legislation.

In addition to the European Disability Parking Card (GPK), municipal GPKs are also currently in use. We understand from the explanatory notes that, following proper consultation, appropriate solutions will be found when the validity period of these municipal GPKs expires. Furthermore, we understand that, in principle, a holder of a GPK is also entitled to a disabled parking space. We advise you to set out this right more clearly in the policy guidelines.

Finally, you have stated that the new policy guidelines will be published on the council’s website in a way that is clear and understandable to everyone.

In the text of the ‘Disabled Parking Space by Number Plate’ document, under the heading Distance from home that a parking space 100 metres from one’s own home is preferred. We understand this to mean a maximum of 100 metres from the home.

Against this background, we are pleased to issue a positive recommendation on these policy rules.
