1. Approval of the minutes of 6 October 2026

The minutes were approved without amendment.

2. Second administrative report

Proposal from the Finance and Control Department:

  1. To adopt the Second Administrative Report 2026;
  2. To present the Second Administrative Report 2026, together with the accompanying letter to the council, to the council;
  3. To request the Presidium to submit budget amendments 2026-23 and 2026-24 to the council for adoption, together with the attached draft council proposals and resolutions.

Decision: The council decides in accordance with the proposal.

3. Cooperation agreement on grid connections for public charging infrastructure

Proposal from the Environmental Policy Department:

  1. To enter into a cooperation agreement with the Province of Gelderland concerning ‘Early applications for grid connections for public charging infrastructure’.

Decision: The council decides in accordance with the proposal.

4. Nieuw Milligen Camp: limit the planning assessment to the entrance areas

Proposal from the Projects, Programmes and Interim Management Department:

  1. To propose that the council approve the request from the Central Government Property Agency to submit only the entrance areas of Kamp Nieuw Milligen to the Environmental Quality Committee for an aesthetic assessment.

 Decision: The Executive Committee decides in accordance with the proposal, on the understanding that the operative part is amended to read: “To propose to the council, at the request of the Central Government Property Agency, that it resolve to submit only the entrance areas of Kamp Nieuw Milligen to the Environmental Quality Committee for an aesthetic assessment, and that editorial amendments be made.

5. Letter to the Presidium regarding the planning of BOPA JMP1

Proposal from the Projects, Programmes and Interim Management Department:

  1. To approve and send the attached letter to the Presidium regarding the planning of the procedure for the planning permission required for the Off-Plan Environmental Plan Activity (BOPA) concerning the establishment of a reception centre for displaced persons from Ukraine in the office building at Jean Monnetpark 1.

Decision: The council decides in accordance with the proposal.

6. 30e Amendment to the General Local Regulation 2014 (APV) – area restrictions

Proposal from the Legal Affairs Department:

  1. To propose to the council – through the Presidium – the 30th amendment to the APV

to determine.

Decision: The council decides in accordance with the proposal.

WRITTEN QUESTIONS

7. Response to written questions from the 50PLUS parliamentary group regarding the redevelopment of the burnt-out building/Aldi site on the corner of Hoge Dries and Eendrachtstraat and the status of the temporary facility on Europaweg.

Proposal from the Environmental Law and Planning Permits Department:

  1. To adopt the answers to the written questions;
  2. Notify the municipal council of this decision.

Decision: The council decides in accordance with the proposal.

    • The letter dated 22 September 2026 from the Executive Board of the North and East Gelderland Safety Region, with appendices, concerning concerns about the future of the fire service;
    • The invitation from the Provincial Executive of Gelderland to the administrative meeting on Licensing, Supervision and Enforcement (VTH) on 25 November 2026;
    • The email from the Province of Gelderland dated 8 October 2026, with an attachment regarding the Provinces and EBS reaching agreements on the continuity of bus services on the IJssel-Vecht route;
    • The letter dated 12 October 2026 from the Minister for Asylum and Migration regarding Shortages in Asylum Reception Facilities.
