Please send an email to apvvergunningen@apeldoorn.nl requesting the application form for an ‘operating and occupancy licence for a gaming arcade’. The application form specifies exactly what information you need to provide. Before submitting an application, we advise you to contact us. A maximum of thirty-five slot machines may be installed in a slot machine hall. A licence for a slot machine hall is valid for a maximum of three years.

A licence for a gaming machine hall is regarded as a scarce licence. A scarce licence is a licence of which only one or a limited number can be granted, whilst there are more (potential) applicants.
In the General Local By-law (APV) It has been stipulated that a maximum of 5 licences may be granted for the establishment of a gaming arcade. Of these, a maximum of 3 may be located in the city centre and 2 outside the city centre.
Your application will be assessed in accordance with the Bibob Act. This Act allows the local authority to refuse a licence if there are indications that there is a serious risk that the licence will be used (in part) to commit criminal offences.
To assess compliance with the Bibob Act, please complete the Bibob questionnaire for licences. You will receive a link to this digital form at the same time as the application form for this licence, and it can also be found on the BIBO page.
The costs for these licences are:
- Amusement arcade operating licence €1,972.29
- Residence permit (basic) €24.30 per year
- Each additional slot machine (up to a maximum of 35) €36.80 per machine per year
- The applicant, the administrator and the manager must meet the character requirements.
- The applicant, the administrator and the manager must hold the ‘GGZ Dutch Certificate in Addiction Issues for Amusement Arcades’.
- The amusement arcade is accessible to the public exclusively via the public highway.
- The administrators are aged 21 or over.
- The operation of the amusement arcade does not contravene the local development plan, the urban regeneration plan or the environmental regulations.
- You are not permitted to serve drinks to visitors in the amusement arcade. However, you are allowed to install one cold drinks machine for soft drinks and one hot drinks machine for coffee and tea.
- The operating licence for a gaming arcade is linked to both the individual and the address and is therefore non-transferable.
The mayor will decide on the application within 8 weeks. The decision may be postponed once, for a maximum period of 8 weeks.
