Licence for the operation of gaming machines

If you wish to install a gaming machine in your hospitality business, you must apply for a gaming machine licence. A separate licence is required for each location or branch of the hospitality business.

  • You must apply for your gaming machine operating licence online. You can do this via the Alcohol Licence Amendment Form. On the form, select ‘Addition or termination of related licences’.
  • The local authority will process your application within 4 weeks.

The Bibob Act

Your application will be assessed in accordance with the Bibob Act. This Act allows the local authority to refuse a licence if there are indications that there is a serious risk that the licence will be used (in part) to commit criminal offences. To undergo the assessment under the Bibob Act, please complete a separate application form. You will receive this form from the local authority, and it can also be found on the BIBO page.

Types of vending machines

Gaming machines pay out winnings, just like a fruit machine. You may only install a gaming machine in what is known as a ‘high-threshold’ establishment: a pub, restaurant or amusement arcade. You do not need a licence to install skill-based machines such as pinball machines.

Each premises may have a maximum of two gaming machines. In so-called amusement arcades, you may install multiple gaming machines. In the municipality of Apeldoorn, the number of amusement arcades is subject to a cap. You must apply for a separate operating licence for an amusement arcade.
