A grant is an entitlement to money from the community. It is usually a one-off amount that you therefore have to apply for again and again. With that amount, the applicant makes a contribution to realise the municipality's established policy. For example, in the field of care and welfare, education, sports, art and culture, integration and recreation.
These may be organisations and facilities to which the municipality makes a financial contribution, such as sports clubs, the library or playgroups. Small-scale initiatives by residents or foundations are also supported if they fit within the policy.
Each type of grant has its own ‘rules of the game’. Such as the amount of the amount, how you apply for it and how you have to prove that you spent the money correctly.
The higher the amount, the more rules and checkpoints.
The grant scheme is intended to provide financial support to project developers who fully meet the NIKA criteria and build at least 70% affordable homes*. You may be eligible for a grant covering 70% of the costs incurred in meeting the NIKA requirements. A total amount of up to 1 million euros may be applied for per project.
The local council has made 5 million euros available; this funding is subject to availability. Applications will be processed in the order in which they are received.
*affordable housing: the ‘low-cost’, ‘medium-cost 1’ and ‘medium-cost 2’ categories in the price circular ‘Maximum purchase and rental prices for new-build properties’.
The following conditions apply to obtaining a grant for implementing NIKA measures:
- The project is taking place in the city centre, within the municipal boundaries of Apeldoorn
- The project comprises at least 11 dwellings or a building plot larger than 200 m2
- The project complies with the NIKA policy (pdf, 2 MB)
- 70% of the homes are affordable homes
- The grant applied for has not previously been awarded for this project, or the same part of it, or for the same work
- The activities for which the grant is being applied for have not yet started
- The applicant has not submitted more than two applications under this scheme
- Construction will commence within 48 months of the grant being awarded

Please enclose the following documents with your grant application:
- A description of the NIKA measures implemented for which the grant is being applied for
- A detailed description of the NIKA measures implemented, for which the grant is being applied for, in the form of design drawings:
- Site plan of the project, showing existing and new elements (scale 1:500 or 1:100)
- Floor plan(s), existing and new (scale 1:50 or 1:100)
- Elevation(s), existing and new (scale 1:50 or 1:100)
- Cross-section(s), existing and new (scale 1:50 or 1:100)
- VO layout plan for a publicly accessible area/public space (scale 1:200 or 1:500)
- Photos of the current situation
- Detailed breakdown of eligible costs
- Housing programme, including an overview of affordable homes
The process is as follows:
- We will reach a decision within 12 weeks.
- If your application meets the eligibility criteria for the grant, you will receive provisional approval.
- Once you have completed the work, you must notify us within 8 weeks using the ‘completion form’ to confirm that the work has been completed.
- We will check that you have carried out the project in accordance with the terms and conditions. If everything is in order, we will pay out the grant within 8 weeks.
