Living with opportunities

‘Wonen met kansen’ is a programme run by the municipality of Apeldoorn for young people aged between 18 and 27 who are disconnected from society in several areas of their lives. The programme lasts for a maximum of two years. The aim of ‘Living with Opportunities’ is to increase self-reliance and participation in society. Due to a lack of suitable housing, these young people often face barriers to their self-reliance and participation in society.

In the ‘Housing with Opportunities’ scheme, Apeldoorn Council is working in partnership with Helderzorg and a housing association The Good Home. Helderzorg provides (residential) support, whilst De Goede Woning provides (furnished) social housing on Gemzenstraat, De Hegge and Badhuisweg.

  • You’re facing difficulties in several areas, and this is holding you back. You’d like to work on this;
  • You are aged between 18 and 27;
  • You are registered as a resident in the municipality of Apeldoorn;
  • You must have at least 20 hours of meaningful daytime activities (work, education, voluntary work) when you sign your ‘Living with Opportunities’ programme plan;
  • You are willing to work on yourself and are open to the support offered by Wonen met kansen in areas such as self-awareness, finances, housekeeping, personal care, etc.;
  • Your living situation is demonstrably an obstacle to your ability to live independently;
  • You are willing to share the steps – both successful and unsuccessful – that you take during your programme with your support team and during the half-yearly reviews with the local authority, Helderzorg and De Goede Woning;
  • You meet the income criteria for social housing. This means that you have sufficient income to rent independently. It also means that your income is not too high for social housing. For more information, see Q&A – Woonkeus Stedendriehoek.;
  • You are going to live on your own. You cannot take part in the programme if you are living with a partner or a child;
  • You’re in no rush to find accommodation; the waiting list at Wonen met Kansen is on average between 1.5 and 3 years.

  • You need to register with Apeldoorn Council. You can do this by telephone on 14055. Ask for the Housing and Care team, or by email:  wmk@apeldoorn.nl
  • If you meet the requirements for this programme, you will be invited to an intake interview with staff from Apeldoorn Council and Helderzorg. There is a waiting list for the intake interview. During the interview, you will discuss the challenges you face in daily life and receive more information about ‘Wonen met kansen’. During the interview or shortly afterwards, you will be told whether the ‘Wonen met kansen’ programme is suitable for you.
  • If you meet the criteria, you will be placed on the waiting list for allocation of a property.

  • When a property becomes available through ‘Wonen met kansen’, you will first sign a personal plan setting out your goals and conditions. You will then be given a tenancy agreement for a self-contained flat on Gemzenstraat, De Hegge or Badhuisweg.
