What are you going to do?
As a Business Controller, you act as the strategic sparring partner to the secretary/director and advise programme managers, project leaders and business developers on financial matters. You translate regional ambitions into a sound financial foundation and contribute ideas on investments, grants and innovative financing arrangements. You will oversee the planning and control cycle, draw up estimates, budgets and annual accounts, and monitor financial progress. You will identify risks in good time, advise on control measures and ensure the provision of reliable management information on which the board and organisation can base their decisions. In addition, you will contribute to the further professionalisation of financial management. You will further develop the administrative organisation and internal control systems, promote and implement data-driven working practices, and initiate improvements that make processes more efficient and future-proof. Thanks to your incisive analyses, collaborative approach and administrative acumen, you will make a significant contribution to realising the social ambitions of the Stedendriehoek Region.
These are your colleagues
The Stedendriehoek Region team consists of around 25 dedicated professionals. You will be part of the core team alongside the secretary/director, the secretary of the Economic Board, the board adviser and the HR officer/management assistant. In your role, you will work closely with a wide range of colleagues, particularly the programme managers and project leaders. We work in an open and informal atmosphere: independently, but we also make a point of seeking each other’s company. We particularly value collaboration and brainstorming with colleagues. That is why we are regularly present at our innovative and sustainable office in Deventer or elsewhere in the region. Four times a year, we organise a team meeting. Sometimes these focus on a specific topic, whilst at other times they’re mainly about getting together. Every now and then, we round off the week with a social get-together on Thursday afternoons.
Here’s what we offer you
The salary depends on your relevant experience and is a maximum of 7,253.00 gross per month (scale 12) based on a 36-hour working week. The Stedendriehoek Region is a network organisation. This means that you will be employed by the municipality of Apeldoorn or Deventer and seconded to the Stedendriehoek Region. The fringe benefits offered by the local authority where you are employed will also apply to you, and you will be provided with a laptop and a mobile phone on loan. If you are already employed by one of the local authorities affiliated with the Stedendriehoek Region, you will retain your permanent employment contract and will be seconded from your own local authority for the first year. We are offering you a role for 24 to 32 hours per week. Initially, a contract will be drawn up for a period of one year. If both parties are satisfied, your contract and secondment will be extended. The Stedendriehoek Region is based in Building X on the site of the former gasworks at Zutphenseweg 6E in Deventer. Our office is situated close to the River IJssel, where colleagues enjoy going for a walk. It is easily accessible by public transport, bicycle and car.
Here’s what you’ll need to bring:
You have completed a university-level degree or have demonstrable work experience at university level in a financial or business administration field. You have knowledge of relevant legislation and regulations, including the BBV (Budget and Accountability Decree). You have experience of working in an administrative environment and are mindful of administrative sensitivities. Experience of working within a joint arrangement is an advantage. You recognise yourself in the following skills: • You are skilled at giving advice and able to adapt your communication to the target audience. You communicate clearly, foster collaboration and switch easily between strategy and implementation. • You think strategically and have strong analytical skills. You are not afraid to offer critical advice and know how to engage people in change processes. • You are aware of the wider context and have knowledge of organisational, social and political developments, as well as other environmental factors. • You can analyse complex and politically sensitive situations, processes and developments and guide them from an F&C perspective. • You possess sufficient tact and empathy to be both service-oriented and constructively critical. You can align with others’ viewpoints and interests whilst simultaneously taking your own stance and drawing attention to legal or group-wide frameworks.
Our organisation
The Stedendriehoek Region is a small organisation working on behalf of almost half a million Dutch people. These are the residents of eight municipalities in the beautiful regions of the Veluwe, Salland, the IJssel Valley and the Achterhoek. Together with businesses and knowledge institutions, they aim to ensure that life in the region remains good: the towns and villages, the countryside, work and education, traffic and transport, our energy system and everything we see around us.
