Civil Engineering Project Manager (mid-career to senior)

Apeldoorn is looking for a civil engineering project manager to oversee the implementation of projects in Apeldoorn’s public spaces.

Here’s what you’ll be doing
The Spatial Design and Implementation Department, with its urban planners, asset managers, work planners, designers, site supervisors and project managers, shapes Apeldoorn’s public spaces. Together, we work on a wide variety of projects. The department is part of an organisation that is ambitious, professional and, at the same time, approachable. Together, we strive for the best possible outcome. As a project manager in this department, you and your project team will be responsible for carrying out works in public spaces.

Together with your colleagues in the department, you’ll help make our city and villages even more beautiful. You’ll make a direct contribution to the quality and liveability of our city. You’ll translate our ambitions in areas such as mobility and green spaces into tangible results that fit seamlessly with Apeldoorn’s identity.

You’re someone who likes to roll up your sleeves and get stuck in. You oversee the entire project team and ensure that everyone is working on the right tasks at the right time. This requires a certain approach from you: you’re a team player with a proactive and solution-focused attitude; you’re sensitive to organisational dynamics; you can think ‘outside the box’; and you’re also able to improvise when we encounter new challenges or opportunities in practice. 

You will liaise with external engineering firms and contractors when outsourcing services and works. You will carry out your work on a project-based basis, as part of a project team. Within the framework of the contract, as project manager you are responsible for all TGKIO (time, cost, quality, information and organisation) aspects, and this is important. Apeldoorn has developed its own approach to project-based working. During the preparation and execution of the works, you will ensure that the client is kept fully informed about the progress and risk management of the works. 

We don’t do this on our own. We work together with, for example, local residents, business owners, developers, the water board and the provincial authorities. Collaboration is one of our core values, and this requires you to adopt an open, positive attitude that helps others succeed. Drawing on your experience, you know how to reconcile all the various interests and wishes. You do this by actively seeking collaboration both within and outside our organisation. At the same time, you help to ensure that the department’s and organisation’s work is firmly embedded.

The Spatial Design and Implementation Department comprises urban planners, subject specialists, project managers, work planners, designers and site managers. Apeldoorn has a flat organisational structure in which responsibilities are delegated to lower levels. The head of department is supported in his duties and in his overall responsibility for the department by, amongst others, the heads of the department’s six specialist groups and the implementation team manager for the project management, project supervision and work planning specialist groups. Project managers hold joint meetings once every three weeks. These meetings provide an opportunity for necessary feedback, and to discuss developments, incidents and points for attention. The meetings also aim to foster a sense of unity amongst project managers who often operate independently.

This is what we expect from you
We are looking for a proactive civil engineering project manager who enjoys working alongside project staff to develop Apeldoorn’s public spaces. We therefore expect the following from you. 

  • Demonstrable knowledge of project-based working, preferably within local government.
  • You know better than anyone how to assess risks accurately and act accordingly.
  • You have knowledge of various forms of tendering for works and of the RAW system commonly used in tender documents.
  • A completed higher professional education (HBO) degree in civil engineering or a completed senior secondary vocational education (MBO) qualification in civil engineering, with a demonstrable level of working and thinking equivalent to higher professional education (HBO).
  • Knowledge of civil engineering, knowledge of (RAW) specifications, cost estimation and various types of contract.
  • You’d be a great fit for our team.
  • You’re confident and quickly settle into your role.
  • You have at least 3 years’ work experience in civil engineering project management, specialising in reconstruction or redevelopment projects.
  • For you, ambitious projects – which sometimes require a shift in thinking or involve venturing off the beaten track – come naturally, and you inspire your colleagues as you carry them out.
  • You are persuasive and know how to get people excited about the quality of our public spaces.
