2. Review and follow-up on the winter arrangements for the homeless and those living on the streets

Proposal from the Social Development Policy Department:

  1. To take note of the Civil Service evaluation and the Salvation Army’s evaluation regarding winter accommodation for the homeless, winter period 2025–2026;
  2. To state the intention to organise the 2026–2027 winter arrangements in such a way that the childcare facility is open every evening andnights for the period from December to February, and to maintain the threshold of a wind chill of 0 degrees or colder during the remaining months;
  3. The costs of the 2026–2027 winter scheme are to be covered on a one-off basis from the MO/BW reserve;
  4. To table items 1–3 on the agenda for the regional administrative consultation on 25 June 2026 and to submit them to the municipal council for consultation, if possible during the PMA on 9 July.

Decision: The Executive Committee decides in accordance with the proposal, subject to the inclusion of editorial amendments.

3. Email received from PUP Real Estate dated 10 June 2026 regarding the rejection of the application for a planning permission

Proposal from the Projects, Programmes and Interim Management Department:

  1. To take note of the email received from PUP Real Estate V B.V. dated 10 June 2026;
  2. To finalise and send the reply letter to PUP Real Estate V B.V.;
  3. Please forward the response letter to the local council for information.

Decision: The council decides in accordance with the proposal.

4. Stationsstraat 153a – decisions on appeals

Proposal from the Legal Affairs Department:

  1. To rule on the appeals contrary to the advice of the Appeals Committee. To uphold the refusal of the planning permission, whilst amending the grounds and the legal basis, and to reject the claim for reimbursement of legal costs.

Decision: The council decides in accordance with the proposal.

5. Council Brief No. 55 ‘Reception of Ukrainians, asylum seekers and status holders’

Proposal from the Communications and Cabinet Affairs Department:

  1. Adoption of issue 55 of the regular council briefing on the reception of Ukrainians, asylum seekers and status holders. In this edition, the council is informed about the introduction of the European Pact on Migration and the Act on the Introduction of the Dual-Status System, the new target-group-flexible funding scheme for reception and accommodation, and the potential implications of these for local authorities. It also discusses the current situation regarding the emergency accommodation at Waleweingaarde and reflects on two years’ use of the Grote Kerk sexton’s house as transitional accommodation for status holders;
  2. To approve the forwarding of this council letter to the council.

Decision: The Executive Committee decides in accordance with the proposal, subject to the inclusion of editorial amendments.

6. Amendment to the Green Balance Regulation

Proposal from the Environmental Policy Department:

  1. To approve the amendment to the Green Balance Regulation so that – following the adoption of the Green-Blue Master Plan framework document and the simultaneous repeal of the Green Mal policy framework – the legal basis for green compensation remains in place;
  2. Adoption of the council memorandum, which outlines the broader context of the ‘Green-Blue Master Plan’ framework document and the ‘Green Balance’ Regulation, and sets out the intention to produce a single overarching framework document for climate, nature and water during this term of office;
  3. To request the Presidium to propose to the council, on the basis of the attached council proposal and resolution, that the amendment to the Green Balance Regulation be adopted and that the council take note of the accompanying council letter.

7. Reappointment of members of the Supervisory Board of the Apeldoorn Leerplein055 Public Primary Education Foundation

Proposal from the Social Development Policy Department:

  1. The proposal to reappoint Ms J.F.L. de P.-v. d. V. and Mr R. R. as members of the Supervisory Board of the Public Primary Education Foundation for the period from 1 October 2026 to 1 October 2030, by means of a council proposal and a council resolution.

Decision: The council decides in accordance with the proposal.

8. Appointment of a Data Protection Officer

Proposal from the Corporate Affairs Department:

  1. To the Municipal Executive: To appoint Mr G.C. V. as Data Protection Officer with effect from 16 July 2026, with regard to the remit of the Municipal Executive;
  2. To propose to the municipal council that Mr G.C. V. be appointed as Data Protection Officer with effect from 16 July 2026, within the scope of the council’s powers, in accordance with the attached council proposal;
  3. To the Mayor: To appoint Mr G.C. V. as Data Protection Officer with effect from 16 July 2026, in respect of the Mayor’s remit.

Decision: The council decides in accordance with the proposal.

9. Implementation grant for the construction of a sports and gymnastics hall

Proposal from the Projects, Programmes and Interim Management Department:

  1. To propose to the municipal council that a sum of €20 million be made available for the construction of a sports and gymnastics hall and that the related budget amendment (BW-2026-17) be adopted;
  2. To cover capital expenditure from the funds available in the MPB2026–2029, the provision for capital expenditure and the operating budget for the temporary gymnastics hall.

Decision: The council decides in accordance with the proposal.

10. Beemte Broekland Nieuwe Wetering Solar Park

Proposal from the Projects, Programmes and Interim Management Department:

  1. Adoption of the attached amended council proposal and council resolution concerning the Beemte Broekland Nieuwe Wetering Solar Park. The amendment concerns a further decision on when the executive committee will report back to the council. This follows a commitment to amend made by Councillor Messerschmidt during the PMA meeting of 18 June 2026. This amendment will enable a decision to be taken at the council meeting on 25 June.

Decision: The council decides in accordance with the proposal.

11. Annual Report on Childcare 2025

Proposal from the Security Department:

  1. To adopt the 2025 Annual Report on Childcare and the accompanying explanatory notes;
  2. To approve the submission of the annual report to the Education Inspectorate;
  3. Notify the municipal council of this decision.

Decision: The council decides in accordance with the proposal.

12. Claims for compensation for loss of value arising from local planning schemes

Proposal from the Legal Affairs Department:

  1. a. Application 1 for compensation for planning-related loss in respect of the local plan Laan van Osseveld – on the corner of Deventerstraat to allocate in accordance with the independent adviser’s recommendation;
    b. To award compensation for planning-related loss of €27,200, plus statutory interest from 14 May 2025 up to and including the date of the decision;
    c. To reimburse the costs of expert assistance amounting to €1,225.13 (including VAT);
    d. To refund the fee of €300.
  2. a. Application 2 for compensation for planning-related loss in respect of the local plan Laan van Osseveld – on the corner of Deventerstraat to allocate in accordance with the independent adviser’s recommendation;
    b. To award compensation for planning loss in the amount of €16,700, plus statutory interest from 2 August 2025 up to and including the date of the decision;
    c. To refund the fee of €300 paid;
  3. The application for compensation for planning damage in relation to the local plan 386–390 Deventerstraat to reject it in accordance with the independent adviser’s recommendation.
  4. To adopt the content of the six draft decisions attached.
  5. To grant the head of the legal advice department the authority to sign and dispatch the decisions and recovery orders (in connection with the recovery of planning damage from the third party).
  6. To classify the decisions and the underlying recommendations as permanently confidential on the grounds of financial interests and privacy interests pursuant to Article 5.1(1)(d) and Article 5.1(2)(e) of the Woo.

16. SOK and the First Tranche Implementation Plan for the Veluwe Strategy

Proposal from the Environmental Policy Department:

To the Executive Committee:

  1. Adoption of the ‘Veluwe Approach’ Partnership Agreement, including the first tranche of the ‘Veluwe Approach’ Implementation Plan, in which 25 public sector bodies set out agreements on vital rural areas and the restoration of robust natural habitats in the Veluwe, together with a corresponding initial budget from central government;
  2. To take note of the ‘Protocol on Timing and Administrative Decision-Making Arrangements for the ’Veluwe Approach‘’, which sets out administrative arrangements and preconditions regarding the coordination between the “Veluwe Approach” and the advice of the Taskforce on Agriculture, Nature and Nitrogen, which will be presented in a letter to Parliament at the end of June;
  3. Signing the ‘Aanpak Veluwe’ Cooperation Agreement, so that the municipality can participate in the inter-municipal cooperation;
  4. To bring this decision to the attention of the municipal council.

To the Mayor:

  1. Authorise Councillor J.M. van der Zande to sign the ‘Aanpak Veluwe’ Partnership Agreement on behalf of the mayor.
