Grant Green roofs

Homeowners and business owners within the municipality of Apeldoorn can apply for a grant to install a green roof on their property. Rainwater is then collected on the roof and absorbed by the plants. This means that much less water enters the sewer system during a rain shower. The municipality of Apeldoorn wishes to encourage its residents and businesses to install green roofs and is therefore making a grant available.

DeA is organising a group purchasing scheme for green roofs, including the grant application. Open to all homeowners in Apeldoorn. Further information about the group purchasing scheme

To receive the grant for a green roof, you must meet the following conditions:

  • You are the owner of the property
    Tenants may also apply for a grant, but when submitting the application, the tenant of the property must provide a statement signed by the property owner confirming that the owner grants the tenant permission to disconnect the rainwater drainage system and that the owner undertakes to ensure that the disconnected state is maintained;
  • This concerns an existing building in the municipality of Apeldoorn, which was granted planning permission or constructed before 1 January 2020.
  • The roof area is at least 20 m²;
    Is your roof area less than 20 m²?
    In that case, you may combine your application with, for example, that of your neighbours or another property in Apeldoorn, in order to meet the required minimum roof area of 20 m². This other roof must also meet all the other subsidy conditions, but the roofs do not need to be contiguous;
  • It is a good idea to check whether your roof can support the extra weight.
    There are two ways to do this:
    1. By calculating the difference: A difference calculation is sufficient if the existing situation involves a layer of gravel or, for example, paving slabs. If this existing weight is removed prior to the installation of the green roof, and this weight exceeds the saturated weight of the green roof, this demonstrates that the structure is suitable.
    2. By submitting a structural calculation: Apeldoorn City Council can check your structural calculations for accuracy. The reimbursement for these review costs is based on the actual costs, up to a maximum of €500 per application. The review costs will only be reimbursed as part of an approved grant application.

      The council is not responsible for the correct installation of your green roof. We recommend that you have the installation carried out and seek advice from a certified company. The council of Apeldoorn cannot be held liable for any damage resulting from the installation of the green roof.

  • The green roof will have at least three layers:
    a root-barrier layer, a substrate layer and a vegetation layer;
  • You must install the green roof in accordance with statutory building regulations;
  • The green roof must be able to collect at least 20 litres of water per square metre.

Before you begin, please check that you have the following information to hand

  • DigiD login details.
  • Address details.
  • Roof area in m² (see below for an example of the calculation*)
  • Roof pitch in degrees.
  • Amount of the grant (See the section ‘How much grant can you receive?’ to find out the amount you are entitled to).
  • Plan when you’re going to disconnect.
  • Photos of the current roof.
  • Dimensions of the green roof to be installed.
  • Description of the structure of the green roof.
  • Cost estimate.

*The roof area is the width of the house multiplied by its length. For example, if your house is 6 metres wide and 10 metres long, the area is: 6 x 10 = 60 m².

You can submit your assessment submit online. Please include the following attachment(s):

  • Photos of the green roof
  • Where the area of the green roof is ≥ 250 m²: The original itemised invoice and proof of payment for the work.

You will be reimbursed for the actual costs. You will receive a maximum of €30 per m².

  • Are you a private individual?
    In that case, you will receive a maximum of €2,500 per application,
  • Are you a business?
    You will receive a grant covering up to 50% of the costs of the green roof. However, you will not receive more than €25,000 per application. In addition to the local authority grant, businesses are likely also able to take advantage of tax relief via the MIA/Vamil scheme. This makes installing a green roof even more financially attractive.
  • The costs of research into the load-bearing capacity or structural assessment of the roof structure, including the proposed green roof, carried out by means of a structural analysis, are eligible for a grant.
    Reimbursement for these research costs is based on the actual costs, up to a maximum of €500 per application. Research costs will only be reimbursed as part of an approved grant application. An invoice must be submitted for the research costs. Costs incurred in carrying out a so-called ‘difference calculation’ will not be reimbursed.
