1. Approval of the minutes of 19 May 2026

The minutes were approved without amendment.

2. Council Brief 54 ‘Reception of Ukrainians, asylum seekers and status holders’

Proposal from the Communications and Cabinet Affairs Department:

  1. Approval of issue 54 of the regular council briefing on the reception of Ukrainians, asylum seekers and status holders. In this edition, the council is informed about the current situation regarding the temporary emergency accommodation at Waleweingaarde, the social and public order aspects associated with this, the progress regarding transit and other accommodation sites, and the continuing pressure on the municipality’s accommodation provision. In addition, the bulletin discusses recent developments in legislation and regulations, and the search for additional and future-proof accommodation sites;
  2. To approve the forwarding of this council letter to the council.

Decision: The Executive Committee decides in accordance with the proposal, subject to the inclusion of editorial amendments.

3. Planning permission for Waleweingaarde 103

Proposal from the Environmental Law and Planning Permits Department:

  1. To approve a temporary (until 31 May 2027) derogation from the local development plan regarding the use of the building and adjacent land at Waleweingaarde 103 for temporary emergency asylum accommodation;
  2. To approve the granting of the planning permission, in accordance with the terms of reference.

Decision: The Executive Committee decides in accordance with the proposal, subject to the inclusion of editorial amendments.

Councillor Biharie has stated that she does not support the provision of emergency accommodation at this location.

4. Update on the study into the cost-effectiveness of food markets

Proposal from the Environmental Law and Planning Permits Department:

  1. To adopt the attached (draft) council letter, which provides an update on the cost recovery of the food markets, with the main conclusion being:
    1. that cost recovery cannot be viewed in isolation from the broader development of Apeldoorn’s retail markets;
    2. for that reason, to be involved in drawing up the new vision for the future of retail markets, to be finalised later in 2026.

Decision: The Executive Committee decides in accordance with the proposal, subject to the inclusion of editorial amendments.

5. Impact assessment of the liaison officer

Proposal from the Social Development Policy Department:

  1. To take note of the impact assessment on ‘Brugfunctionarissen’ carried out by the research agency Impact House, as promised to the municipal council;
  2. To adopt the attached council letter, whereby the aforementioned impact assessment is submitted to the municipal council without further administrative analysis or conclusions, in accordance with the commitment made, and to forward it to the council.

Decision: The Executive Committee decides in accordance with the proposal, subject to the inclusion of editorial amendments.

6. Trend Overview 2025

Proposal from the Information Department:

  1. To take note of and adopt the 2025 Trends Overview and the accompanying council memorandum.
  2. Inform the municipal council by means of the attached council letter and the Trend Overview.

Decision: The council decides in accordance with the proposal.

7. Comments on the draft environmental vision for the Province of Gelderland: ‘Providing direction and allowing scope’

Proposal from the Environmental Policy Department:

  1. To take note of the Draft Environmental Vision for the Province of Gelderland, ‘Providing direction and allowing space’.
  2. To adopt the opinion on the draft environmental vision of the Province of Gelderland and to forward it to the Provincial Executive, with a copy to the municipal council.

Decision: The council decides in accordance with the proposal.

8. Regional consultation response to the draft Gelderland Environmental Strategy

Proposal from the Corporate Affairs Department:

  1. To take note of the Gelderland Province’s environmental vision;
  2. To endorse the regional position on the Gelderland Province’s environmental vision, as set out on the agenda for the written general board meeting of 29 May 2026, so that it can subsequently be submitted by the Stedendriehoek Region to the Province of Gelderland.

Decision: The council decides in accordance with the proposal.

9. Award of the contract for the management and operation of Aquadoorn to Accres Apeldoorn B.V.

Proposal from the Urban Development and Projects, Programmes and Interim Management Department:

  1. To take note of the proposal from Accres Apeldoorn BV dated 3 February 2026 for the operation and management of the new Aquadoorn swimming pool;
  2. To take note of the report entitled “Market Conformity Assessment of Accres’s Tender for the Operation of the Aquadoorn Swimming Pool” by Drijver en Partners dated 31 March 2026, the main conclusion of which is that Accres has submitted a tender in line with market conditions;
  3. To approve the award of the operation and management of Aquadoorn to Accres Apeldoorn B.V. in accordance with the Aquadoorn 2027–2031 tender;
  4. To approve the inclusion of the operation and management of the Aquadoorn swimming pool in the DVO Accres 2026–2037, the agreement setting out the terms of the long-term partnership.
  5. To integrate the operation and management of Aquadoorn from 2030 onwards into the regular four-yearly Accres 2030–2033 call for proposals.
  6. Pursuant to Article 87 of the Local Government Act, in conjunction with Article 5.1 of the Housing Act, to impose a duty of confidentiality on the Aquadoorn Tender, including annexes 2027–2031 dated 03-02-2026 and the annex and Report on the market conformity assessment of the Accres proposal for the operation of the Aquadoorn swimming pool by Drijver & Partners dated 31 March 2026, on the grounds of economic and financial interests and competitively sensitive business information.
  7. To inform the municipal council of your decision.

10. Nieuwe Wetering Solar Park in Beemte Broekland

Proposal from the Projects, Programmes and Interim Management Department:

  1. To adopt the draft decision on the planning permission (BOPA) for the Nieuwe Wetering solar park (No. 13).
  2. To make the draft decision available for inspection in the event of a positive binding opinion, subject to the condition that the seasonal ecological survey of the pool frog has been fully completed and incorporated into the ecological justification for the final decision.

To be put to the council:

  1. To take note of the draft decision on the planning permission (BOPA) for the Nieuwe Wetering solar park, which is being made available for public inspection
  2. To issue a binding opinion as referred to in Articles 16.15a and 16.15b of the Environment Act in respect of the application for an off-plan environmental planning activity for the Nieuwe Wetering solar park.
  3. In this binding opinion, to approve an operating period of 30 years, calculated from the date on which the licence becomes irrevocable.

Decision: The council decides in accordance with the proposal.

11. Adoption of the TAM IMRO plan for Terwoldseweg 5–7

Proposal from the Environmental Law and Planning Permits Department:

  1. Agreement to propose, via the Presidium, that the Council adopt the plan and approve the Statement of Views and the ex officio amendments.

Decision: The council decides in accordance with the proposal.

12. TAM Neighbourhood Plan ‘Kanaalstraat-Noord’

Proposal from the Environmental Law and Planning Permits Department:

  1. To request the Presidium to submit the TAM environmental plan ‘Kanaalstraat-Noord’ and the Kanaalstraat Visual Quality Plan to the municipal council for adoption, proposing to accommodate some of the views submitted and to reject others, and to make a number of ex officio amendments to the plan rules, the map and the explanatory notes, including the accompanying appendices to the environmental plan.

Decision: The council decides in accordance with the proposal.

13. Increase in project funding for the Princess Juliana School in Lieren

Proposal from the Social Development Policy Department:

  1. To propose to the municipal council that the budget for the Princess Juliana School be increased by €348,273 for the purpose of childcare
  2. The annual capital costs arising from childcare, amounting to approximately €12,200, are to be covered from the school board’s rental income from 2029 onwards.
  3. To propose to the municipal council that it adopt a budget amendment with reference number 2026-13.

Decision: The council decides in accordance with the proposal.

14. Legalisation of awnings at Talingweg 45, Apeldoorn

Proposal from the Environmental Law and Planning Permits Department:

  1. To agree not to adopt the advice of the Urban Planning Department and the Environmental Quality Committee (COK).
  2. To approve the granting of the planning permission.

Decision: The council decides in accordance with the proposal.

15. Response to written questions from the GroenLinks and PvdA parliamentary groups regarding data protection and privacy on Apeldoorn’s municipal websites.

Proposal from the Information Department:

  1. To adopt the answers to the written questions;
  2. Notify the municipal council of this decision.

Decision: The council decides in accordance with the proposal.

16. Response to written questions from the SP, PvdD, GroenLinks and PvdA parliamentary groups regarding steel slag

  1. To adopt the answers to the written questions;

17. Ratification of Emergency Regulations

Proposal from the Security Department:

  1. To propose to the municipal council:
  2. The COA Emergency Ordinance on Emergency Accommodation Centres of 16 May 2026, which remains in force until 24 May 2026 and
  3. To ratify the COA Emergency Ordinance on Emergency Accommodation Centres of 24 May 2026, which remains in force until 8 June 2026.
  4. I would ask the Presidium to include the proposal on the agenda for the next council meeting.
  5. To inform the council about the proposal.

The mayor has decided in accordance with the proposal.

18. Accountability regarding the use of emergency powers following the disturbances at the Laan van Maten/Matenpoort roundabout

Proposal from the Corporate Affairs Department:

  1. To approve the draft council letter setting out the account of the use of various emergency powers in response to the disturbances surrounding the demonstrations against the establishment of the emergency shelter at Waleweingaarde, and to forward it to the municipal council.
  2. To inform the Executive Committee about the letter to the Council.
