Prevention and Enforcement Plan for Under-18s’ Alcohol Consumption

Alcohol consumption amongst young people is rising slightly. This is according to research findings from the GGD. Drinking alcohol is particularly dangerous for young people. When drinking the same number of glasses of alcohol, young people have a higher blood alcohol concentration than adults. They are smaller and lighter. This age group has less body fluid in which the alcohol is diluted. As a result, they are at greater risk even after drinking fewer glasses. Examples include unsafe or unwanted sex, road accidents and aggressive behaviour.

The effect of alcohol on young people’s health and brains

Health problems can arise. Drinking heavily can damage the heart, liver and stomach. Alcohol also disrupts brain development. This can affect young people’s character and behaviour. Young people who drink at an early age are at risk of developing an alcohol problem later in life.

Protecting young people from the harmful effects of alcohol

Apeldoorn City Council aims to protect young people from the harmful effects of alcohol on their health and safety. Every young person has the right to grow up healthy and safe. The council has therefore drawn up a legally required Alcohol Prevention and Enforcement Plan (hereinafter referred to as the PenH Plan).

The Alcohol Prevention and Enforcement Plan

This is the new version of the PenH plan. This PenH plan focuses on young people and young adults aged 14 to 18. It will run for four years (2024–2027). It is linked to other local authority policies, such as the enforcement of the Alcohol Act.
