The Kieveen business park in Loenen is set to be expanded to the south of the existing site. The land for this is wholly owned by the municipality of Apeldoorn. The expansion is not only good for the economy: three businesses from the village also wish to relocate to Kieveen. This will give the village more breathing space.
Following the council’s decision in July 2019 to proceed with the development of Kieveen, a design was drawn up setting out the plot layout and access to the plots.
In total, this represents a gross expansion of approximately 6 hectares. Of this, approximately 4 hectares can be allocated for commercial use. The remaining 2 hectares comprise public areas such as access roads, land for water storage and a wooded embankment that ‘envelops’ the industrial estate. Access to the 4-hectare business park will be provided via a widened Kieveen road on the Voorsterweg. The buildings will be no more than 12 metres high. We would like to draw attention to a number of sustainability principles, such as green façades and roofs, solar panels and electric transport.
Various studies have been carried out for the environmental plan, covering, for example, flora and fauna, soil and noise. The visual quality plan sets out recommendations and guidelines for the design of buildings and the layout of public spaces. Research has also been carried out into nitrogen. In October 2022, the council purchased a farm in order to use its nitrogen rights for the expansion of the Kieveen business park. Resolving the nitrogen issue for this site paved the way for the completion of the environmental plan. All the studies have now been completed and the draft environmental plan has been finalised. From 18 January 2023, the environmental plan was available for public inspection for six weeks. Comments were submitted, and these have been addressed. The memorandum on comments and the amended environmental plan have been adopted by the executive committee. According to the schedule, the amended environmental plan is due to be adopted by the municipal council in the first quarter of 2024. A provision has been made for a 2-hectare solar park on the south-western edge of the industrial estate. This potential solar park is not included in the environmental plan and is not currently part of this project.
The environmental plan was made available for public inspection on 18 January. The comments submitted have been considered and the response document has been drawn up. The amended environmental plan has been approved by the municipal executive. According to the schedule, the amended environmental plan is due to be adopted by the municipal council in the first quarter of 2024. Once the environmental plan has been adopted, work can begin on preparing the site for construction and habitation. Businesses will be able to apply for an environmental permit for the construction of their commercial premises.
